In particular, in the context of the trend of the semiconductor value chain gradually shifting to Southeast Asian countries, Vietnam is assessed to have all the necessary conditions and factors to develop the semiconductor industry, from a stable political system, favorable geographical location to abundant human resources in the field of engineering and technology, and increasingly developing digital infrastructure.

On the afternoon of October 29, at the National Innovation Center, Hoa Lac Campus (NIC Hoa Lac Campus), within the framework of the Vietnam International Innovation Exhibition 2023 (VIIE 2023) combined with the Inauguration Ceremony of NIC Hoa Lac Campus. The Ministry of Planning and Investment, the Ministry of Information and Communications chaired, the National Innovation Center (NIC) coordinated with the Department of Information Technology Industry under the Ministry of Information and Communications and relevant agencies to organize the Vietnam Semiconductor Industry Summit.

Speaking at the Conference, Minister Nguyen Chi Dung said: “This is a rare opportunity for us to concretize investment cooperation and promote the development of this high-tech industry in Vietnam.”

The conference was divided into two sessions: Developing the global semiconductor industry and opportunities for Vietnam; Preparing human resources to develop the semiconductor industry in Vietnam.

In the first session, the topics “Overview of the global semiconductor industry and some opportunities for Vietnam”, “ Global semiconductor transition trends and opportunities for Vietnam”, “Growth roadmap for the semiconductor industry in Vietnam” and “Complexity in microchip design after the Moore era: Opportunities for Vietnam to participate in the global value chain” were shared by leading experts from the US Semiconductor Industry Association (SIA), BCG Korea, Qualcom, Cadence, Amkor. In the first session, there was also a discussion on “Opportunities and challenges for developing the Vietnamese semiconductor industry”. Representatives of NIC and some experts from units in the industry gave many interesting and valuable opinions.

In the second session, Ms. Linda Tan from the Semiconductor Technology Association of Southeast Asia (Semi SEA) shared about the human resource needs for this strategic industry. “Model of training and incubation center for semiconductor design in Vietnam” and “Forming training and research programs for the semiconductor industry at Vietnamese universities” were also notable contents, attracting the attention of guests.

Leading experts from corporations and technology training universities also discussed in depth the “Thirst for high-quality human resources” and gave opinions and perspectives on “human resource development strategy” for this industry in the second panel discussion.

Also within the framework of this Conference, the Launching Ceremony of the Vietnam Semiconductor Network took place. This is considered a new step forward for the development of the semiconductor industry in Vietnam. The operation of the Vietnam Semiconductor Network will gradually realize the development orientation of the semiconductor industry in Vietnam, making Vietnam a reliable partner in the regional and global semiconductor ecosystem, enhancing Vietnam's position in the global value chain and modernizing the economy.

The conference attracted the attention of the innovation technology community, and was one of the first steps showing the determination of the Party and Government to make Vietnam a promising destination for the global semiconductor industry. As Minister Nguyen Chi Dung stated: “Vietnam is committed to actively contributing to the innovation ecosystem of the semiconductor industry in the world in general and in Vietnam in particular. In the near future, we believe that Vietnam will become a reliable partner and an important link in the global semiconductor manufacturing supply chain.”
