The Chairman of the Provincial People's Committee emphasized that to resolve issues related to planning, the sectoral planning must comply with the national planning.

• RESOLVING PROBLEMS IN DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL, STATE BUDGET COLLECTION...

Chairman of the Provincial People's Committee Tran Hong Thai said: Disbursement of public investment capital is closely linked to public investment projects, land projects of enterprises... Last week, Chairman of the Provincial People's Committee Tran Hong Thai worked with Bao Loc City, it was reported that almost all public investment projects in this locality were blocked, state budget collection was at the lowest level in the province, only reaching 28%. One of the issues causing the blockage of public investment projects in Bao Loc is related to the Mineral Planning according to Decision 866. The Chairman of the Provincial People's Committee also made a request, the approach is not to stop, because if it stops, other economic and social sectors of the province must stop, so the province cannot develop.

Another problem that can be seen very clearly in localities is that very practical works such as People's Committee halls and schools are stuck in planned forest land and cannot be built; or need to be repaired but cannot be repaired. Suppose that the school year is already over and the school is not repaired, if there are any breakdowns that affect the children, who will be responsible? The 1/500 planning is under the authority of the district level, but the regulation requires approval from the Department of Construction before it can be implemented. So, if the district needs the departments and the provincial People's Committee to resolve any issues, it must be resolved. If it cannot be resolved immediately, at least there must be a clear solution, a specific roadmap, specific methods, specific ways of doing things...

The Chairman of the Provincial People's Committee also raised questions about supporting businesses. Businesses are identified as subjects that the government serves to collect taxes to serve the people. However, in the recent past, many projects have been backlogged. The operating regulations of the People's Committee, the regulations on project appraisal stipulate specific time frames and specific responsibilities of departments and branches? The current situation in Lam Dong province is that there are projects that take only 1-2 months to process, but have been "soaked" for years? Meanwhile, regarding licensing, there are only 3 types: If the documents are complete, the license will be granted immediately; if there are legal problems, it will be raised, and the leaders of the Provincial People's Committee will directly sit down with the departments and branches to find a solution; if the documents cannot be licensed, they will be returned to the businesses! So, where is the problem, when hundreds of projects are waiting at the departments and branches without being resolved?

The Chairman of the Provincial People's Committee directed: The Provincial People's Committee Office must be the focal point connecting departments, branches, sectors and localities to gather project groups and issues that localities are facing so that the Provincial People's Committee can resolve them according to the topics. Before September 15, the issues must be summarized and put on the table of the Chairman of the Provincial People's Committee for research and discussion in groups: Public investment; related to land sale and auction; related to revenue-generating projects for the province; project groups of existing enterprises... for the Provincial People's Committee to consider and have a roadmap for resolution.

• SOLVING PROBLEMS IN MINERAL PLANNING MUST COMPLY WITH NATIONAL PLANNING

Regarding the Mineral Planning, not only Bao Loc City, Bao Lam District currently has up to 40% of its area stuck in the Mineral Planning. Chairman of the Provincial People's Committee Tran Hong Thai said that although there are many difficulties, one problem is that we do not understand clearly, do not understand the true nature of the difficulties. For example, Bao Loc and Bao Lam are stuck in the Mineral Planning according to Decision 866. Instead of stopping projects since the beginning of the year, if we research and consult to find a solution, the problem will not be as stagnant as it is now, and the Mineral Planning will not become so frustrating that people have already applied for a building permit for their houses, but when they demolish their old houses to prepare for construction, they are stuck in the planning and cannot build, then where will the people be?

Chairman of the Provincial People's Committee Tran Hong Thai affirmed: In fact, Decision 866 is not as negative as we think. Currently, there are many types of planning. But Land use planning is the "mother" planning because it is national planning, Mineral planning is only sectoral planning; when National planning and Sectoral planning overlap, the National planning must be respected. For example, if the National planning is a road, it must be a road. If there are problems due to overlap, the departments and sectors that make decisions must comply with the National planning. In addition, we can consult the Ministry of Natural Resources and Environment to have the right understanding, the right way to do it...

Regarding the 866 Plan, Chairman of the Provincial People's Committee Tran Hong Thai requested to face specific issues and directly handle them, not only handling the expressway but also handling the projects that are stuck in Bao Loc, Bao Lam... The Chairman of the Provincial People's Committee directed: The Department of Natural Resources and Environment should promptly summarize the difficulties and problems related to the 866 Plan, not only for the expressway project but also for groups related to national projects, groups of projects related to investment projects, groups of civil projects, and other groups of projects... Each project group raises issues, shortcomings, difficulties and problems related to the 866 Plan and specific accompanying projects for the Provincial People's Committee to draft a document to send to the Ministry of Natural Resources and Environment to find solutions. The Chairman of the Provincial People's Committee requested that this document must also be completed before September 15.
