A quick report from the Civil Defense Command of the Ministry of Construction at noon on November 23 said that after many days of heavy rain causing serious flooding and landslides in the Central and Central Highlands regions, by 12 noon of the same day, there were still 19 points on the national highways managed by the locality that were blocked. Many sections of the North-South railway were severely damaged, forcing the suspension of a series of trains.

Implementing the Prime Minister's direction on responding to exceptionally large floods in Khanh Hoa, Dak Lak , and Gia Lai, the Ministry of Construction has issued many urgent dispatches, requesting units to closely monitor weather developments, mobilize human resources, materials, and equipment to overcome incidents according to the "4 on-site" motto.

The Vietnam Road Administration has established a working group to go directly to the South Central region, directing construction units to repair the damage and ensure the route is soon opened. The Ministry of Construction has also requested support for spare materials for localities, in which the Road Management Area IV has provided 5,000 rock cages to Lam Dong province to help overcome landslides.

Heavy rains and floods caused deep flooding and landslides in hundreds of locations on the national highway network in the Central region. By 12 noon on November 23, all national highways managed by the Central Government had been reopened to traffic.

There are still 19 traffic jams on local routes. Khanh Hoa has 14 on National Highway 27C (Khanh Le Pass); Dak Lak has 2 on National Highway 25 and National Highway 27; Lam Dong has 3 on National Highway 20 and National Highway 27C.

Many landslides on the positive and negative slopes and broken roadbeds caused complete blockages. Some sections on National Highway 20 (Mimosa Pass and D'ran Pass) had their roadbeds torn off, 70m long and 40m deep.

Khanh Hoa province has completely banned traffic on National Highway 27C, and has divided traffic into two alternative directions via National Highway 1 - National Highway 27 or National Highway 1 - National Highway 26 - National Highway 27 to go to Da Lat.

The Civil Defense Command of the Ministry of Construction requested Military Region 5 to urgently support forces and mine-clearing equipment at Km44 QL27C - a particularly serious landslide location with many large rocks blocking the way and rugged terrain - to soon clear the vital route connecting Khanh Hoa and Lam Dong.

Dieu Tri - Quy Nhon route had its ballast washed away, and a landslide occurred at Km01+877 bridge. Hanoi - Ho Chi Minh City route from Km1212 - Km1222 had its roadbed washed away 1-3m deep; Vung Ro tunnel area had a landslide that completely covered the railway; 15m3 of large rocks fell onto the railway.

Vietnam Railways Corporation continues to announce the suspension of 9 train pairs on November 23, including SE5/6, SE7/8, SE21/22, SNT1/2 and SE4.

Tuy Hoa Airport is operating normally, with no recorded delays or cancellations due to weather. The LOC system is under repair and is expected to be completed on November 30.

Maritime and inland waterway activities are stable, with no new incidents.

Chi Thanh - Van Phong Expressway Project is flooded, cracks appear on the road surface

Heavy rains forced construction on many sections of the Chi Thanh - Van Phong highway to stop, with many areas flooded up to the gravel layer. Two horizontal cracks at Km11+200 and Km11+300 were about 8cm wide at their widest. Some equipment was still flooded even after being moved.

Notably, there was a situation of losing contact with a group of workers in Hoa Xuan commune (Dak Lak) due to power and signal outages. Local authorities rescued all the workers safely on November 20.
