Up to this point, in addition to the propaganda campaign for 744 households to hand over the land section through Phuoc Tan ward, Bien Hoa City People's Committee has issued 11 rounds with a total of 159 decisions on compulsory land acquisition for project implementation, mainly concentrated in Phuoc Tan ward. Accordingly, working groups of the Bien Hoa City Party Committee Standing Committee continued to visit households that had decisions on compulsory land acquisition to mobilize them for the last time before carrying out the enforcement. After being propagated and mobilized by the working group, the majority of households agreed to relocate their assets and residences and signed a commitment to hand over the land within March.

On the same day, when inspecting and directing the site clearance work in Phuoc Tan ward, Member of the Provincial Party Standing Committee, Secretary of Bien Hoa City Party Committee Ho Van Nam requested that in addition to the propaganda work of the delegations, the City People's Committee, Phuoc Tan Ward People's Committee coordinate with the Provincial Land Fund Development Center to immediately implement a compulsory plan for households that do not agree to hand over the site. In particular, special priority is given to the area at the beginning of the project route to implement important bridge abutments and intersections.

The Bien Hoa City Party Secretary also requested the Provincial Land Fund Development Center to mobilize human resources and urgently complete the dossiers to send to the City People's Committee to issue a decision to enforce the remaining 247 cases, ensuring that 100% of households that have not yet handed over their land must have a dossier to issue a decision to enforce before March 30.

Also at the inspection session, Bien Hoa City Party Secretary Ho Van Nam once again emphasized that the entire Bien Hoa City political system will continue to focus on the remaining 3 days of March, including the 2 weekends, to focus on site clearance work to implement the remaining Bien Hoa - Vung Tau Expressway Project through Phuoc Tan Ward.

Regarding the site clearance work of the Bien Hoa - Vung Tau Expressway Project, implementing the direction of Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha on praising Tam Phuoc Ward People's Committee for their efforts in propaganda and mobilizing people to hand over the site to implement the project in the national key area, on the afternoon of March 28, Bien Hoa City People's Committee organized a commendation ceremony for collectives and individuals of Tam Phuoc Ward.

Of which, 3 collectives were awarded including: Party Committee, People's Committee of the ward and Command of the Ward Police; 7 individuals including: Ms. Pham Thi Hoa, Secretary of the Ward Party Committee; Mr. Nguyen Tri Tan, Chairman of the Ward People's Committee; Mr. Pham Hoang Hung, Vice Chairman of the Ward People's Committee; Ms. Nhu Thi Nhung, Chairman of the Vietnam Fatherland Front Committee of the ward; Mr. Nguyen Cong Dong, ward police; Mr. Le Manh Hung and Mr. Khuong Minh Vuong, urban order management officers of the ward.

Accordingly, by March 26, the entire land area that needed to be recovered for the Bien Hoa - Vung Tau Expressway Project through Tam Phuoc Ward had been handed over 100%. Notably, through the propaganda and mobilization work of the working groups of the Standing Committee of the City Party Committee and the Mobilization Committee of Tam Phuoc Ward, 364/364 households agreed to hand over the land without having to organize any forced eviction.
