The Prime Minister requested ministries, branches and localities to delay allocating detailed plans for public investment capital. If they are not completed by the end of the first quarter of 2025, the Government will withdraw the allocation of other projects.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 16 urging ministries, branches and localities to promote the allocation and disbursement of public investment capital in 2025.

Failure to complete allocation will result in capital recovery.

The dispatch stated that since the beginning of 2025, the Government and the Prime Minister have issued many documents directing the allocation and disbursement of public investment capital in 2025. However, the results as of January 31 only reached 96.07% of the plan assigned by the Prime Minister; disbursement is estimated at 1.26% of the plan, while the 2024 period was 2.58%.

Thus, the amount of capital that has not been allocated in detail is still quite large, about 84,840.5 billion VND of 26 ministries, central agencies and 48 localities. Therefore, the Prime Minister severely criticized the agencies and localities that have not yet implemented the detailed allocation of capital plans, and requested a serious review of individual and collective responsibilities for handling according to regulations.

To achieve the highest capital disbursement target (over 95%), the Prime Minister requested ministries, branches and localities to identify this as the top priority political task. Ministers, heads of ministerial-level agencies and provincial chairmen are fully responsible for the results.

Resolutely do not let the situation of capital waiting for projects, having capital but not being able to disburse. The leader must promote responsibility, closely monitor, be specific, grasp the situation, clearly identify the difficulties, obstacles and causes of slow allocation and disbursement of each specific project to directly direct the removal and enhance coordination.

Urgently allocate the entire capital investment plan for 2025 in detail, without further delay. If it is not completed by the end of the first quarter of 2025, the Government will withdraw the allocation of other projects. The allocation must be focused and key, not scattered or fragmented, appropriate to capacity and in accordance with regulations.

Slow disbursement will redirect capital to better projects

The Prime Minister also requested flexible, creative, timely and effective solutions to drastically promote implementation and disbursement. Accelerate the progress of key and important national projects, highways, inter-regional projects with spillover effects. Do not allow negativity, loss, waste or group interests to occur.

Make a detailed disbursement plan for each project and strictly follow the disbursement plan for each month and quarter. Focus on speeding up site clearance and construction progress, removing difficulties and obstacles related to land, resources, etc.

Strengthen on-site inspection and supervision, urge contractors and consultants to speed up progress. Proactively review and transfer capital according to authority between projects with slow disbursement to projects with better disbursement capacity and lacking capital according to regulations in the first quarter of 2025.

Assign specific leaders responsible for monitoring the implementation progress; closely follow and promptly resolve difficulties in a practical and effective manner within their authority and be responsible for the disbursement results of each project. Continue to promote and improve the effectiveness of the Special Working Group on Public Investment Disbursement headed by the Chairman of the Provincial People's Committee.

Strengthen discipline and order, strictly handle organizations and individuals who intentionally slow down the progress of allocation and disbursement of public investment capital; promptly replace cadres, civil servants and public employees who are weak in capacity, slow, causing harassment and trouble; resolutely handle negative and corrupt behaviors in public investment management.
