Quang Nam and Da Nang are struggling to deal with the "thirst" for soil and rock to serve the construction of key projects.
Many projects had to be temporarily stopped
The Que Son High School Construction Investment Project, Que Son District, Quang Nam Province, invested by the Quang Nam Provincial Construction Investment Project Management Board, is currently on hold due to lack of land for filling the foundation. The project contractor is the Thai Son - BCA Thang Long Joint Venture. The project started in February 2023 and has now completed more than 70% of the volume.
Many key transport projects in Quang Nam province have also "stalled" due to lack of land for filling. Typically, in Duy Xuyen district, the Tay An 1 and Tay An 2 bridge projects across Cau Chim river, with an investment of 250 billion VND, have basically completed the main items on the two bridges, but cannot be put into use due to lack of land for filling the bridge abutments and access roads.
According to the People's Committee of Quang Nam province, many key construction and investment projects are being implemented in the province. The situation of soil, sand and gravel materials for construction works is scarce, in many places the supply cannot meet the demand, affecting the progress of project implementation.
Faced with the above situation, the People's Committee of Quang Nam province requested that, for 40 licenses for exploiting soil, rock, sand, and gravel from riverbeds that have been granted by competent authorities and are still valid for exploitation, the Department of Natural Resources and Environment and the People's Committees of related districts must direct and require the mine owners to organize mineral exploitation to ensure the capacity according to the granted licenses, strictly prohibiting exploitation at a low level, causing material shortages to increase selling prices; strictly handle cases of intentional violations in accordance with the provisions of law.
For the material mines where localities have organized mineral exploitation rights auctions and approved the results of the winning auction units, the Department of Natural Resources and Environment and the Department of Planning and Investment focus on coordinating with localities to urge, guide, and promptly advise on resolving procedures on mineral exploration, land, investment, and granting of mineral exploitation licenses in accordance with regulations to soon put the mines into operation, promptly meeting construction needs in the area.
For 22 quarries of soil, stone, sand and gravel in the districts and towns of Que Son, Dai Loc, Phu Ninh, Tien Phuoc, Phuoc Son, Tay Giang, Dien Ban, the Provincial People's Committee has approved the list and approved the plan for auctioning mineral exploitation rights and starting prices in Decision No. 647/QD-UBND dated March 22, 2024. Millions of cubic meters of materials are missing.
Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment, said that currently in the city there are 9 valid stone mining licenses, with the total amount of stone that can be supplied in 2024 - 2025 being more than 2 million m3. For land used as filling materials, there are currently 6 valid licenses.
According to the analysis of the Department of Natural Resources and Environment of Da Nang , in 2024 - 2025, the City needs more than 3 million m3 of finished stone and more than 8 million m3 of fill soil. However, the City's current stone supply capacity is more than 2.1 million m3, a shortage of more than 900,000 m3. Regarding fill soil, the current supply capacity is only 2.4 million m3, a shortage of nearly 70% compared to actual demand.
Mr. Chuong said that the Department of Natural Resources and Environment has advised the People's Committee of Da Nang City on solutions to handle the above situation. Specifically, for stone materials, there are 3 solutions: increasing the capacity of 7 quarries in operation and allowing an extension of 50% of the current capacity; re-issuing quarries that still have output but are not yet qualified for re-issuance; exploiting quarries that have been explored and have their reserves assessed. After implementing these solutions, about 4 million m3 of stone will be added, enough to meet the requirements for serving works and projects.
According to Mr. Chuong, regarding land for leveling, it will be added to the construction licensing as well as selecting a number of mines for auction. “In the immediate future, in the period 2024 - 2025, 5 land mines will be auctioned. However, compared to the amount of land needed for leveling, there is still a shortage of more than 2 million m3. The Department of Natural Resources and Environment is studying to supplement other sources to ensure demand,” said Mr. Chuong.
