On February 18, Mr. Nguyen Quang Thuan - Deputy Director of the Department of Labor, War Invalids and Social Affairs (LĐ-TB&XH) Dak Lak said that there was a report on transferring the file to the Dak Lak Provincial Police about Ms. Tu Thi Hong Hoa - former Principal of Binh Minh Intermediate School (Khanh Xuan Ward, Buon Ma Thuot City) using the school's seal and red book as collateral for debt.

“Currently, Binh Minh Intermediate School has established a new school. They have filed a complaint, but it is not under the authority of the department, so it has been transferred to Dak Lak Provincial Police to handle according to the law,” said the Deputy Director of the Dak Lak Department of Labor, Invalids and Social Affairs.

Previously, Mr. Hoang Tan Khanh (residing in Buon Trap town, Krong Ana district, Dak Lak province) sent a petition to the People's Committee of Dak Lak province accusing Ms. Tu Thi Hong Hoa, former Principal and Chairwoman of the Board of Directors of Binh Minh Secondary School of "embezzlement of property".

According to Mr. Khanh, from 2001 to now, he has only taught and received a salary at a high school in Krong Ana district, and has never worked any other place. However, for 4 consecutive years (from 2019 to 2022), Mr. Khanh has been continuously reminded by the tax department to owe taxes from the salary revenue at 2 units (the school he teaches at and Binh Minh Secondary School - PV).

After investigating, Mr. Khanh learned that he was impersonated during the procedures for signing a contract to become a teacher, signing to receive a monthly salary for 4 years, 2019 - 2022. "As a result, I was constantly reminded of tax evasion and criticized by the authorities. Relatives suspected that I had money but did not bring it home, causing family discord," Mr. Khanh explained.

Previously, Mr. Khanh filed a petition with 20 other teachers and residents accusing Ms. Tu Thi Hong Hoa of borrowing a total of more than 5 billion VND.

Regarding the loans, in a phone conversation, Ms. Tu Thi Hong Hoa admitted to using her title as Chairwoman of the Board of Directors and the seal of Binh Minh Secondary School to borrow a large sum of money from a number of individuals to invest in facilities and equipment for the school.

“I still pay interest on my debts, but recently I have not been able to pay them back. My business has failed due to the Covid-19 pandemic, so the school has had to borrow money to make ends meet. Of course, I have to work hard to pay off my debts,” said Ms. Hoa.

On January 21, the Department of Labor, Invalids and Social Affairs of Dak Lak transferred the case file to the Investigation Police Agency, Dak Lak Provincial Police for investigation and handling according to the provisions of law.

Regarding this issue, Mr. Nguyen Huy Tuan - Principal of Buon Ma Thuot Secondary School (a newly established unit on the basis of Binh Minh Secondary School) said that he had worked with the Inspectorate of the Department of Labor, Invalids and Social Affairs. The school provided the entire case file to the authorities and closely coordinated with related units.

Legal documents stored at Buon Ma Thuot Secondary School also confirm that, from May 17, 2023 onwards, Ms. Tu Thi Hong Hoa was the Chairwoman of the Board of Directors and Principal of the school with 100% of the equity capital.

However, from May 18, 2023, Ms. Hoa transferred all 100% of the shares at Binh Minh Secondary School to others, including: Mr. Nguyen Thanh Dat 30% (Contract No. 135/CNCP/TCBM); Mr. Ha Van Thanh 27.5% (Contract No. 133/CNCP/TCBM); Mr. Le Tien Loi 27.5% (Contract No. 134/CNCP/TCBM) and Ms. Hoang Kim Huong 15% (Contract No. 214B/CNCP/TCBM, dated October 28, 2023).

On September 26, 2023, the Department of Labor, Invalids and Social Affairs of Dak Lak issued Decision No. 7371/QD-SLDTBXH recognizing Mr. Le Tien Loi as Chairman of the Board of Directors of Binh Minh Secondary School.
