Announcement of Decision to inspect the investment project to build new facility 2 of Bach Mai and Viet Duc Hospitals

Decision No. 01/QD-TTCP dated January 6, 2025 of the Government Inspector General clearly states: Decision to inspect the Investment Project to build a new facility 2 of Bach Mai Hospital and the Investment Project to build a new facility 2 of Viet Duc Friendship Hospital.

The inspection period is from January 1, 2014 to December 31, 2024; if necessary, it can be considered before or after the above period. The inspection period is 40 working days from the date of announcement of the Inspection Decision. The inspection team consists of 11 members led by Mr. Ngo Dinh Long, Deputy Director, Department III, Government Inspectorate.

The Government Inspector General assigns the Director of Department III to assist the Inspector General in monitoring, urging, inspecting, and directing the Inspection Team to perform its duties according to its prescribed functions and powers; to handle or submit to the Government Inspector General for handling according to its authority the recommendations of the Inspection Team.

The Director of the Department of Supervision, Appraisal and Post-Inspection Handling (Department V) is assigned to assist the Government Inspector General in supervising the activities of the Inspection Team according to regulations.

On behalf of the leaders of the Ministry of Health , Mr. Tran Van Thuan, Deputy Minister of Health, thanked the Government Inspectorate for closely coordinating with the Ministry of Health in preparing and implementing the Inspection Decision under the direction of the Central Steering Committee on anti-corruption and negativity and the Prime Minister.

Mr. Tran Van Thuan emphasized that the Ministry of Health clearly recognizes that inspection is an important activity to ensure transparency, publicity and improve efficiency in state management, especially in the health sector. This is an opportunity for the Ministry of Health, together with two affiliated units, Bach Mai Hospital and Viet Duc Friendship Hospital, to review all processes and activities, thereby discovering existing problems and proposing solutions to put these two facilities into operation soon to better serve the cause of caring for and protecting people's health.

The Deputy Minister of Health affirmed that the Ministry of Health committed to directing the Departments, Bureaus, relevant units and the two hospitals to closely coordinate, fully, promptly and honestly provide documents and information as requested by the Inspection Team. At the same time, Mr. Thuan also hoped to receive guidance and support from the Government Inspectorate during the inspection process.

Speaking at the announcement of the Inspection Decision, Deputy Inspector General of the Government Nguyen Van Cuong emphasized that this is an inspection of special importance, which has received great attention from the Party and State leaders and public opinion. The purpose of the inspection is to assess the compliance with the law in the implementation of the 02 Projects; detect limitations, shortcomings, and violations (if any); clearly identify the responsibilities of relevant groups and individuals; detect shortcomings and loopholes in the law; thereby taking measures to rectify, handle and propose improvements to mechanisms and policies.

Deputy Inspector General of the Government Nguyen Van Cuong requested urgent implementation, so the leaders of the Government Inspectorate assigned the task to the Delegation to conduct a direct inspection within 40 working days, including Saturday. The working location of the Inspection Delegation is at the headquarters of the Government Inspectorate to focus the Delegation's time on implementing the task.

Given the special importance, high requirements for work and urgent progress; Deputy Inspector General of the Government Nguyen Van Cuong requested the Ministry of Health, the Investor of the 2 projects (the Management Board of Key Projects of the Ministry of Health) and related organizations and individuals to closely coordinate with the Inspection Team; assign and arrange people who know the work well to work with the Inspection Team. During the working process, it is necessary to uphold the sense of responsibility, proactiveness, especially proactively discussing with the Inspection Team about related contents to clarify the issue and this proactiveness is the responsibility of the related units and individuals.

Regarding documents, Deputy Inspector General Nguyen Van Cuong requested that comrades from now on proactively collect, arrange scientifically, have a specific list of all documents, and be ready to provide them to the Inspection Team when requested. The provision of documents must not be delayed. In addition to the documents requested by the Team, it is necessary to proactively provide additional necessary documents and records to help clarify the issues and contents being inspected.

The inspection team must strictly comply with the provisions of the law and regulations of the Government Inspector General when conducting direct inspection activities. The head of the inspection team must disseminate the inspection plan and assign tasks, tasks, requirements, and products to the members; accurately identify the focus and key points of the inspection and verification contents. The members of the inspection team must strictly comply with the assignment of the head of the team, promote a sense of responsibility and initiative in performing their tasks; the working method must be scientific, in accordance with the law, and must be neat and tidy, ensuring results and minimizing impacts on the normal activities of the inspected subjects.

Deputy Inspector General of the Government Nguyen Van Cuong requested the Director of Department 3 to resolutely monitor, urge and direct the Inspection Team and the Supervisory Team to closely and effectively supervise the activities of the Inspection Team.
