The Ministry of Education and Training plans to use graduation exam scores or academic transcripts as the basis, combining a series of criteria for universities to develop a conversion formula for admission scores.

The above information is included in the draft guidelines for university admissions in 2025 of the Ministry of Education and Training.
From 2025, universities must convert equivalent scores between admission methods and combinations to a common scale. According to the draft guidelines for university and college admissions in 2025, the Ministry of Education and Training requires that the equivalent conversion rules must be simple, easy to understand, and convenient to apply.
In addition, the conversion must have a scientific and practical basis. Schools use data from high school graduation exam scores or high school learning results as the basis for developing conversion rules. In addition, schools base on statistical data, analyze the learning results of students admitted by each method in previous years (at least two consecutive previous years), and the learning results of each student.
Based on the analysis of the correlation between university learning outcomes and the score distribution of admission methods of the same group of candidates; from the threshold to ensure input quality to the maximum score of the assessment scale, schools must determine at least 3 score ranges (for example: Excellent - good, good and passed) to build at least 3 linear correlation functions (3 first-order functions) for these 3 score ranges.
Specifically: build a conversion table and interpolate the continuous linear correlation function between the scores of the two admission methods (using the admission method using high school graduation exam results as the base).

Based on the above plan, at the same time, based on the standard rules announced by the Ministry of Education and Training after the 2025 high school graduation exam scores are available, schools will complete the conversion rules based on the specific characteristics of the industry/training program.
According to the representative of the Ministry of Education and Training, the conversion of equivalent admission scores to a common scale is only a technical issue and a simple matter to facilitate candidates. This is the work of the Ministry and training institutions; therefore, candidates should not worry but focus on reviewing and maintaining their health to achieve the best results in the exams, thereby increasing their chances of being admitted to their favorite major.
It is known that many universities have collected and analyzed data to build sample formulas while waiting for 2025 high school graduation exam score data.
Last year, more than 615,000 candidates entered university, an increase of more than 68,000 compared to 2023 and accounting for about 85% of the successful candidates.
