Voters in An Giang submit their suggestions.

According to the report of the National Assembly Standing Committee, to date, 2,033 (100%) petitions from voters submitted to the 8th session of the 15th National Assembly have been resolved and answered. In particular, the responses from ministries and agencies have recently improved, showing a more serious approach and offering practical solutions.

This contributes to resolving difficulties and obstacles at the grassroots level, helping voters better understand policies and laws, and fostering empathy and understanding of the challenges and pressures faced by ministries and agencies in performing their state management functions in each field. These are highly commendable results, clearly demonstrating that the activities of the Party, the National Assembly , and the Government are becoming increasingly closely linked to voters and the people.

Speaking at the National Assembly on June 24th, Tran Thi Thanh Huong, Head of the Propaganda and Mass Mobilization Department of the An Giang Provincial Party Committee and Head of the An Giang Provincial Delegation to the National Assembly, expressed concern about the inadequacies in handling noise pollution violations. These violations not only cause temporary discomfort but also negatively impact the quality of life. This is a long-standing issue. Ministries, departments, and localities have focused on directing the handling of violations, but generally, a complete resolution remains difficult. Noise pollution continues to cause significant frustration among a segment of voters in urban areas, as well as in rural areas.

“There are many obstacles, for example: Noise pollution control is regulated by many different legal documents (Environmental Protection Law, Road Traffic Law, and government decrees). According to Decree 45/2022/ND-CP, in order to have grounds for handling violations, measurements must be taken using specialized equipment; those measuring noise must also be certified (while it was difficult to find qualified personnel at the district level previously and even at the commune level later). In addition, the agency recognizing the results must also be certified to practice in the field of resource and environmental monitoring. Given the low level of compliance awareness among some people, more comprehensive and decisive solutions are urgently needed,” suggested delegate Tran Thi Thanh Huong.

According to the delegates, in addition to strengthening propaganda, education, and mobilization, it is suggested that central ministries and agencies should study and systematize legal regulations related to noise pollution in a more synchronized, clear, and specific manner. Focus should be placed on establishing noise limits appropriate to the characteristics of each area; and the application of measurement methods using automated monitoring mechanisms through the application of modern technology should be strengthened.

Furthermore, it is necessary to specifically define the handling process; and to have stricter penalties for violations that are truly public, transparent, and feasible. This would be especially important and more suitable to the current two-tiered local government structure, aiming to contribute to more effective prevention of noise pollution and meet the expectations of a large number of voters and the public.

Another issue that needs to be addressed soon is the expenditure regime for sports events. Joint Circular 200/2011/TTLT between the Ministry of Finance and the Ministry of Culture, Sports and Tourism is an important legal basis for organizing sports events. In reality, after 14 years of implementation, the socio-economic situation has changed significantly; the basic salary has increased 2.8 times. Many expenditure levels are no longer appropriate to the current reality, but the circular has yet to be adjusted.

Both ministries agree on the necessity of issuing a replacement circular. However, there are still obstacles in determining the lead agency. Recently, based on the opinion of the Standing Committee of the People's Petition and Supervision Committee, the Ministry of Culture, Sports and Tourism submitted a proposal to the Government requesting that the Ministry of Finance be assigned to lead and coordinate with the Ministry of Culture, Sports and Tourism in issuing the replacement circular. Deputy Prime Minister Ho Duc Phoc directed: The Ministry of Finance is tasked with studying this opinion and making a decision within its authority and in accordance with the law.

This information has created a sense of excitement among voters nationwide in general, and in An Giang in particular. However, the issue has been raised since the 3rd session of the 15th National Assembly. Many opinions continue to urge the Government to direct the Ministry of Finance, the Ministry of Culture, Sports and Tourism, and other relevant ministries and agencies to be more proactive in coordinating to review and promptly issue new documents, contributing to resolving the long-standing requests of voters; quickly removing obstacles; and creating conditions to encourage and further promote the physical education and sports movement in the future.

Deputy Speaker of the National Assembly Tran Quang Phuong stated that the National Assembly acknowledges and highly appreciates the responsibility and efforts of the Committee on Citizen Petitions and Supervision in advising the Standing Committee of the National Assembly to expedite the resolution and timely response to voters' petitions; and in preparing comprehensive reports with specific, clear, and convincing data assessments. The National Assembly also acknowledges the efforts of the Government, ministries, sectors, and localities in receiving and resolving voters' petitions. At the same time, it points out existing shortcomings and limitations, such as: petitions are still being resolved slowly, merely providing information; research and resolution are not decisive enough, responses are still formalistic, not closely aligned with reality, and do not meet the expectations of voters and the people. Some sensitive and complex areas still have many petitions that are prolonged and repeated over many sessions.

“Based on the opinions of National Assembly deputies, the National Assembly committees, according to their respective fields, will select long-standing unresolved issues and may organize explanatory sessions. The Secretary General of the National Assembly will submit a report to the Government, ministries, and agencies, requesting them to seriously consider the opinions of National Assembly deputies, promptly direct the review and resolution of these issues, and provide responses. The Committee on Citizen Petitions and Supervision will continue to urge the responses to the opinions raised in this discussion session,” proposed National Assembly Vice Chairman Tran Quang Phuong.
