- In the first 4 months of 2024, with the efforts of all levels and sectors, the rate of hardening roads to commune centers and village centers exceeded the annual plan.
According to statistics from the Department of Transport, by the end of 2023, the number of communes with asphalt or concrete roads to the commune center will reach 175/181 communes (96.6%); the number of villages with hardened roads to the village center will reach 1,178/1,463 villages (80.5%).

By 2024, the province strives to have 97.2% of communes with asphalt or concrete roads to the commune center by the end of the year (1 more commune) and 82% of roads to the village center that are hardened (23 more villages). To achieve the set targets, the Department of Transport has included this content in the key tasks registered with the Provincial People's Committee, and at the same time coordinated with the People's Committees of districts, relevant departments and branches to mobilize resources and urge investors to speed up the construction of traffic infrastructure projects in the province.
Accordingly, the Department has advised the Provincial People's Committee to issue a decision to allocate funding to support the implementation of the rural transport project in 2024 for 10 districts with a total capital of 40 billion VND; inspect the implementation of criterion No. 2 on transport in 10/10 districts to urge progress.
Along with that, the People's Committees of the districts also focused on drastically implementing the rural transport development program associated with new rural construction; allocating cement to communes and focusing on directing contractors to speed up the construction of rural transport projects.
Binh Gia is one of the districts with the highest results in hardening roads to village centers in the province since the beginning of 2024. As of mid-May 2024, the entire district has hardened 30.5 km of rural roads to village centers. Thereby, the number of villages with hardened car roads to the center has increased to 99/123 villages.
Mr. Be Van Ly, Director of the Binh Gia District Construction Investment Project Management Board, informed: In the first quarter of 2024, the board urged contractors to complete and put into use 15 transitional traffic infrastructure works in 2023 with a total length of 24 km. From the beginning of 2024 to mid-May 2024, the whole district has 24 more villages in 11 communes with 4-season car roads to the center and 17/18 communes have 4-season car roads to the commune center, reaching 94.44%.
Not only Binh Gia, many other districts in the province have focused on effectively implementing the task of developing rural transport such as: Trang Dinh, Dinh Lap, Loc Binh, Bac Son, Huu Lung, Cao Loc...
On May 14, 2024, we surveyed the implementation of the GTNT criteria in Hoa Cu commune, Cao Loc district and found that the implementation is being carried out effectively by specialized agencies of the district and commune.
Mr. Mong Van Tiep, Head of Tam Rien village, Hoa Cu commune, shared: In the village, there is a road connecting from district road 28 Cao Loc - Ba Son to Ban Moi hamlet with a length of 2.5 km connecting to Gia Cat commune. Previously, the road was all dirt roads, making it very difficult to travel, and people have repeatedly petitioned the government to build the road. By 2023, the road had been invested in phase 1 and completed construction in March 2024. To create a flat surface, 30 households voluntarily donated 3,500 m2 of land to widen the roadbed from 2 m according to the current status of the old road to a width of 4.5 m.
It is known that in 2025, Hoa Cu commune, Cao Loc district will strive to meet new rural standards. In particular, implementing the traffic criteria, in the first 4 months of 2024, Hoa Cu commune has completed the investment in 2 rural traffic works with a total length of 4.7 km. Thereby, the rate of roads to the village center that cars can travel in all seasons is 100% (6/6 villages) and the length of the commune's main road is hardened to 21/29 km.
According to statistics from the Department of Transport, as of mid-May 2024, the districts had hardened 66.9 km of village roads using the method of state support for cement and self-construction by the people; completed and put into use 82.8 km of commune and village roads invested with capital from national target programs and rural transport development projects.
Thereby, the whole province has 2 more communes and 67 villages with car roads to the commune center, villages with 4-season travel. Specifically, by mid-May 2024, the whole province has 177/181 communes with car roads to the commune center that can be traveled in 4 seasons, reaching 97.79% (exceeding 1 commune compared to the plan) and 1,244/1,463 villages with car roads to the center, reaching 85.03% (increasing 44 villages compared to the plan).
Mr. Hoang Viet Dong, Deputy Director of the Department of Transport, said: To carry out the tasks registered with the Provincial People's Committee, the Department has requested the People's Committees of the districts to review the list of roads being invested in, prepare for investment, determine the capital source, implementation progress, and then propose a capital allocation plan. At the same time, the Department has completed the proposed list to implement projects in 2024 with 22 projects, over 51 km long; organize inspections and urge districts to continue developing the movement to build rural roads in the form of state support for materials and people doing it themselves.
The results achieved in the first 4 months of 2024 have helped the province complete the target of the total number of villages with solid roads for cars to travel in all four seasons by 2025, 1.5 years ahead of schedule. With this result, we believe that the target set by the Provincial Party Congress Resolution of striving to harden the roads to the commune center for cars to travel in all four seasons to 100% will soon reach the finish line on time in 2025.
