“The Great Agricultural Revolution Begins: Sure to Bring Great Results”

The Ministry of Agriculture and Environment is committed to facilitating research, innovation and technology application, thereby bringing Vietnamese agriculture and environment to a breakthrough in the new era.

Expressing his enthusiasm when scientists and leaders of units in the ministry frankly pointed out the problems that still "hinder" the development of science and technology, innovation in the fields of agriculture and environment, as well as proactively proposing solutions to remove them, the leader of the Ministry of Agriculture and Environment emphasized: "A great revolution in digital transformation, innovation in science and technology, and development of the agricultural sector is really opening up and will certainly yield many flowers and fruits."

The driving force for Vietnamese agricultural products

Speaking at the closing ceremony of the Conference on the implementation of Resolution No. 57-NQ/TW on the development of science, technology, innovation and national digital transformation in the agricultural and environmental sectors, late this afternoon, May 10, Minister of Agriculture and Environment Do Duc Duy said that after a day of serious and urgent work, the conference had completed all the proposed contents.

Through that, the conference achieved the common goal of applying scientific and technological products into production quickly and effectively.

At the conference, leaders of affiliated units also proposed creating institutions, mechanisms and policies to promote the development of science, technology, innovation and digital transformation in the agricultural and environmental sectors in the spirit of the resolution.

Many ideas, models, and scientific and technological products were also introduced, clearly reflecting the tireless efforts of organizations, businesses, experts, scientists, and farmers across the country in recent times.

The industry commander also expressed his joy that the fields of agriculture, forestry, salt industry, fisheries, irrigation, disaster prevention, rural development, land, water resources, mineral resources, geology, environment, hydrometeorology, climate change, surveying and mapping, resource management and protection of the marine and island environment, remote sensing, etc. have all made strong progress thanks to the application of science and technology.

“That contributes to promoting production, processing and business in the direction of linking value chains, forming closed production areas of modern commodity scale to contribute to perfecting the sustainable farming system, contributing over 30% of added value in agricultural production, helping Vietnamese agricultural products reach over 200 countries and territories and making Vietnam the second largest agricultural exporter in Southeast Asia and 15th in the world,” said Mr. Duy.

In addition, during the discussion sessions, delegates spoke very frankly, responsibly and specifically - not only reflecting on institutional difficulties, financial mechanisms or research organization, but more importantly, they proactively proposed solutions to overcome them.

“I also heard many businesses at the conference share that they do not need the State to provide financial support for research, but need open policies and legal protection to feel secure in investing, innovating, and even exporting technology abroad,” Minister Do Duc Duy shared.

Research closely to reality, avoid "putting it in the drawer"

However, Mr. Duy also noted that in order to develop science and technology, innovation and national digital transformation in the agricultural and environmental sectors, to be truly effective, it is necessary to be closer to reality and need to start from small problems.

Citing the story of a young Mong man in Mu Cang Chai district who successfully developed a model of raising hybrid pigeons, Mr. Duy said that this young man had researched and crossbred a low-yielding but healthy Vietnamese pigeon breed with a high-yielding but weak French pigeon due to lack of resistance to climate conditions, creating a high-yielding and healthy pigeon breed.

“This is a typical example of success coming from practice,” said Mr. Duy.

However, what Mr. Duy is concerned about is that although the young man has taken bold and creative steps, that success still cannot develop sustainably, due to the lack of scientific and technological support from the authorities.

According to Minister Do Duc Duy, if from the beginning there was support in basic scientific factors, from breed selection, nutrition, disease prevention, to improving the health of species, breeds, etc., the "project" of the Mong youth above would have succeeded sooner and had a stronger bounce and spread in improving productivity and product quality, creating conditions for start-up projects to develop sustainably.

From that reality, Mr. Duy believes that the development of science and technology cannot ignore the basic and practical issues related to production and business life. Mr. Duy emphasized: "It is from small models and simple scientific issues that effective solutions for practical scientific projects will be created to help develop a more sustainable socio-economy."

Minister Do Duc Duy also stated that digital transformation does not stop at digitizing information, but needs to aim at building big data platforms, shared data, specialized digital maps and intelligent forecasting and warning systems. A typical example mentioned by Mr. Duy is the connection of remote sensing, hydrological, and climate data with agricultural production data to serve effective management, minimize risks, and damage.

In addition, Minister Do Duc Duy also mentioned the reorganization of the system of science and technology public service units towards streamlining, autonomy and real efficiency. In particular, the ordering of research needs to come from production practices, from the needs of businesses and people, avoiding the situation of "research to put in a drawer", which is both time-consuming and wasteful.

Five key tasks to be implemented immediately

Based on the synthesis of discussion content, opinions and general orientation, Minister Do Duc Duy emphasized 5 key tasks that the entire agricultural and environmental sector will focus on implementing immediately after the conference.

Firstly, Mr. Duy said that the whole industry will focus on promptly removing institutional bottlenecks, closely coordinating with relevant ministries and branches to review, amend, and propose the abolition of inappropriate regulations; and have a more flexible mechanism in ordering scientific research, transferring, and commercializing scientific research results.

Next is to reorganize the industry's scientific research system towards streamlining, efficiency and real autonomy; build competitive research units with socialized partners and the ability to connect with businesses; promote the model of "innovation incubator," connect technology, and establish a network of experts in the agricultural and environmental sectors at home and abroad.

Next, the industry will comprehensively innovate the process of ordering, reviewing, and accepting scientific and technological tasks so that research tasks must originate from production practices, from the needs of people and businesses, and consider "open ordering" categories to invite broad participation from all subjects - regardless of public or private.

The fourth task is that the agriculture and environment sector will focus on training, developing and attracting high-quality human resources. The Ministry will also coordinate with the Ministry of Education and Training, universities and research institutes to develop practical training programs. At the same time, there will be a mechanism to attract a team of experts and talented intellectuals to create a dynamic and creative human resource ecosystem that is closely associated with the sector.

Finally, Mr. Duy said that the industry will undergo comprehensive and substantial digital transformation, not just stopping at digitizing information but also promoting the construction of shared data management platforms, specialized digital maps and smart forecasting systems; researching the model of a digital technology trading floor in the field of agriculture - environment, connecting researchers with businesses, cooperatives and investors.

In that spirit, the Ministry of Agriculture and Environment pledges to seriously absorb comments and contributions to perfect institutions and policies; create a favorable environment for research, innovation and technology application; thereby bringing Vietnamese agriculture and environment to a breakthrough in the new era.

“The success of the conference lies not only in the discussions and cooperation agreements, but also in the consensus on strategic vision and strong commitment to action from stakeholders,” said Mr. Duy, emphasizing that science and technology development, innovation and digital transformation cannot be successful if it is only the task of state management agencies.

Instead, developing science and technology, innovation and digital transformation must be the responsibility and opportunity of the entire industry, in which businesses, cooperatives, associations, scientists and people all play an indispensable role.

“We must turn the resolution into concrete actions. Digital transformation and science and technology are not a trend, but an inevitable path for Vietnam’s agriculture and environment to develop rapidly, modernly and sustainably,” Minister Do Duc Duy emphasized./.
