Da Nang speeds up progress of 2 traffic projects worth 8,000 billion VND

To speed up the progress of the National Highway 14D upgrading and expansion project and the National Highway 40B upgrading and expansion project with a total capital of 8,000 billion VND, Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung directed units to coordinate to resolve difficulties.

Mr. Tran Nam Hung, Vice Chairman of Da Nang City People's Committee worked with the Project Management Board for Investment and Construction of Traffic Works in Quang Nam .

Early site clearance for key projects

On September 24, Vice Chairman of the City People's Committee Tran Nam Hung chaired a working session with the Quang Nam Traffic Construction Investment Project Management Board (Quang Nam Traffic Board) and representatives of relevant departments and branches.

Mr. Nguyen Van Thuong, Director of Quang Nam Traffic Construction Investment Project Management Board, in 2025, the unit will continue to implement 13 projects transferred from previous years. The capital plan assigned in 2025 is more than 1,959 billion VND for 22 projects.

From the beginning of the year to September 15, 2025, 630,817 billion VND has been disbursed, reaching 32% of the assigned capital plan; it is estimated that by September 30, 2025, 736,641 billion VND will be disbursed, reaching 37% of the capital plan; it is estimated that by October 31, 2025, 902,925 billion VND will be disbursed, reaching 46% of the capital plan.

Regarding the implementation of the project to renovate and upgrade National Highway 14D - a key project with a total investment of VND 4,518 billion, implementation period 2025 - 2027, Mr. Thuong said that the project has a length of 74.4 km, in which it is necessary to expand and adjust locally at locations to ensure technical standards of the route, affecting forest land leading to a huge amount of work on investment procedures and site clearance, completing the feasibility study report and appraisal will take a lot of time.

National Highway 14D is seriously degraded.

Therefore, the Traffic Committee proposed to establish a working group to speed up site clearance, apply EC contracts (design-build) and adjust forest planning.

Regarding the project to upgrade and expand National Highway 40B (section from Tra My to the border of Quang Ngai), the total estimated investment is about 3,482 billion VND, of which the section from Nam Tra My - border of Quang Ngai is about 1,638 billion VND). The section from Tra My to Nam Tra My is 40.6km long, submitted for project approval on September 23, 2025, scale of a grade III mountainous road, 2 lanes. The Traffic Committee recommends that the Da Nang City Land Fund Development Center coordinate in performing the tasks of the investor of the component project of Compensation, resettlement support and site clearance.

Establish a special task force

Regarding the project to renovate and upgrade National Highway 14D, Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung requested the investor to coordinate with the Department of Agriculture and Environment and relevant departments to handle the project in the spirit of a key and urgent project, directly exchange and discuss regularly the stages to resolve as soon as possible and make efforts to complete the environmental impact assessment stage before October 30, before calculating and deciding whether to apply the EC contract or not.

The Vice Chairman of the People's Committee of Da Nang City requested to apply technical measures and consider adjusting the route to absolutely not impact the forest in the strictly protected area.

In addition, the Department of Construction works with investors to calculate and ensure the quality and durability of the project to meet the huge demand for transporting goods through the border gate and the travel needs of the people.

The Vice Chairman of the City People's Committee directed the establishment of a special working group, whose members are departments, forest rangers, the Land Fund Development Center, etc. to focus on the project. The working group members must identify this as a special key project to concentrate the most elite forces to speed up progress.

Regarding the 40B road project, the Vice Chairman of the City People's Committee assigned specialized departments to closely coordinate with the investor to carry out the project implementation steps. At the same time, assigned the City Land Fund Development Center to carry out compensation. Localities with projects are required to manage the current situation well and mobilize people to unanimously carry out site clearance work.

The Vice Chairman of the City People's Committee also emphasized: "We must be determined day and night to strive to increase the disbursement rate in 2025."
