Deputy Ta Dinh Thi (Hanoi) said that the draft has important steps forward, such as allowing the pilot application of international standards, creating conditions for businesses to expand their operations abroad and mobilizing experts and scientists . These are necessary mechanisms for us to catch up with global trends.

However, to truly create a breakthrough, Deputy Ta Dinh Thi proposed clarifying the group of strategic technologies that need priority to attract cooperation and development.

Specifically, in terms of institutions, there should be preferential regulations and special support, superior to the general level, to attract the world's leading technology corporations to invest and set up R&D centers in Vietnam. Human resources need special and flexible mechanisms on income, working conditions and career development to attract and utilize talents. In terms of finance, it is necessary to consider establishing a national fund or special mechanism to support Vietnamese enterprises in researching, mastering and transferring fundamental and strategic technologies.

Regarding the strategy of sending Vietnamese people to run for election and work at international organizations mentioned in the draft, Deputy Ta Dinh Thi said that this is a very remarkable step forward.

However, to turn this into a systematic national strategy, instead of just stopping at fragmented policies, the Government needs to build a "national roadmap for Vietnamese personnel in international organizations", with a priority list of key organizations and positions.

In addition, instead of waiting for candidates, we need to have an early "incubation" program, identifying outstanding young individuals in strategic fields (international law, marine science, AI, economics...) and investing in a systematic roadmap for them; creating conditions for them to participate in internships and short-term work at international organizations from a young age.

Delegate Ta Dinh Thi also proposed establishing a steering committee/task force with the participation of the Ministry of Foreign Affairs, the Ministry of Home Affairs, the Ministry of Finance and relevant ministries and branches to unify strategies, determine target positions and provide comprehensive support for candidates.

In addition, there are special treatment policies, not only in terms of material things but also in terms of position and promotion opportunities when they return home. We must consider these people as special "messengers", valuable resources to advise and plan the country's foreign and integration policies after they complete their international term.

"Because, putting Vietnamese people in important positions in the international system is not only a diplomatic achievement, but it is also building the most solid "fortress" to protect national interests on the multilateral front. Once we have a voice from within, all integration efforts will become more proactive and effective," emphasized Deputy Ta Dinh Thi.

about Regarding the regulation allowing provincial People's Committees to have representative offices abroad, Deputy Tran Hoang Ngan suggested consideration; although necessary, there must be conditions, detailed regulations and steps, prioritizing localities with foreign relations, import-export turnover at a certain rate, such as 5% or 10% of the total import-export turnover of the whole country, to avoid the case of a series of localities opening offices and branches abroad.
