On the side of the National Assembly Party Committee, there were: Deputy Head of the Standing Committee of the Propaganda and Mass Mobilization Committee Nguyen Trung Hieu; Deputy Head of the Organization Committee Dinh Xuan Tung; Member of the Inspection Committee Nguyen Trung Nghia; representatives of the Party Cell of the Department of Delegation Affairs, Party Cell of the Department of Science , Technology and Environment.
The Party Cell of the Department of Culture and Social Affairs was established under Decision No. 04-QD/DU dated March 5, 2025 of the Party Committee of the Committee for Culture and Social Affairs on the basis of merging party members of two Party Cells, the Party Cell of Culture andEducation and the Party Cell of Social Affairs, under the Party Committee of the Office of the National Assembly.
The Party Cell of the Department of Culture and Social Affairs is under the Party Committee of the Committee for Culture and Social Affairs. After the merger, the Party Cell of the Department of Culture and Social Affairs has a total of 32 party members. All party members are cadres and civil servants with professional qualifications, enthusiasm and high responsibility in carrying out political and professional tasks.
The summary report of the 2022 - 2025 term and the direction for the 2025 - 2027 term showed that in the past term, in the context of many difficulties, complicated and unpredictable developments in the world situation; in the first months of 2025, there were many changes in organization and apparatus. Under the direction of the Party Committee of the Commission, the Party Cell of the Department of Culture and Social Affairs focused on leading Party members, striving, overcoming difficulties, and successfully implementing the political tasks set out by the Party Committee of the agency as well as the Party Cell; proactively arranging time and reasonable resources, ensuring quality and effective implementation, maximizing the capacity of cadres and Party members.
The Party Cell always maintains and maintains solidarity, consensus, and unity in perception and action. Party members in the Party Cell all have a firm stance, are loyal to and have absolute trust in the Party's leadership; strictly implement the Party's guidelines and policies and the State's laws; and strictly comply with the assignments of superiors.
The form and content of Party cell activities, especially thematic activities, are increasingly innovated in a practical direction associated with the professional activities of the unit. Inspection and supervision work is given importance, promoting the spirit of democracy, self-criticism and criticism, enhancing the fighting spirit in Party activities.
The planning work of the Department's leadership is directed by the Party Cell to be implemented in accordance with the assigned procedures, plans and targets; the work of training and fostering political theory and professional knowledge for cadres and party members is given attention and focus in order to gradually improve the quality of cadres and party members in the Party Cell.
Regarding the implementation of professional tasks, the Party Cell has led and directed the preparation of content, advised the Committee to preside over the examination of 11 important Law projects, presided over the examination of 6 resolutions of the National Assembly, 5 resolutions of the National Assembly Standing Committee, 5 explanation sessions of the Government and central ministries and branches, organized 4 general supervision delegations, many thematic supervision and survey delegations and many working sessions with ministries, branches, relevant agencies, localities and establishments on the implementation of policies and laws in the fields under the Committee's responsibility.
The Party Cell coordinates with the Party Cell at the Standing Committee, the Party Committee of the Committee, the Party Cell, and the Department of Culture and Social Affairs to direct and orient the organization of the staff, and assign tasks to cadres and civil servants of the specialized Department to assist the Committee in accordance with the situation and actual capabilities of the unit; coordinates with the Office of the National Assembly to direct the implementation of recruitment and reception of cadres to work at the Department.
Regarding the direction for the 2025 - 2027 term, the Party Cell of the Department of Culture and Social Affairs will strengthen solidarity and unanimity, promote democracy, strive for creativity and innovation; continue to improve the capacity and fighting strength of grassroots party organizations and the quality of cadres and party members; build a clean and strong Party Cell and agency in all aspects. Lead party members in the Party Cell to unite and strive to successfully complete the political and professional tasks of the unit.
Strengthening the relationship and coordination with the Party Committee of the Committee, the leaders of the specialized departments and the Party cells under the Party Committee of the Office of the National Assembly. Organizing the dissemination and successful implementation of the Resolutions of the Party Congresses at all levels and the Resolutions of the Party Cells for the 2025-2027 term.
Speaking at the Congress, Party Secretary and Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh praised the achievements of the Party Cell of the Department of Culture and Social Affairs in the past term, doing a good job of advising and serving the Committee's activities.
Emphasizing that the workload in the coming time is very large, with increasingly high requirements and demands, Party Secretary and Chairman of the Committee Nguyen Dac Vinh hopes that Party members in the Party Cell will promote the spirit of solidarity and sense of responsibility; not be subjective or complacent, but also not be self-deprecating, always be proactive, creative, and constantly study to improve their qualifications and expertise to complete assigned tasks well.
Party Secretary and Chairman of the Committee Nguyen Dac Vinh requested the Party Cell to pay special attention to ideological work, regularly foster political qualities for Party members; thoroughly grasp the Party's policies, reflect and concretize them in the process of advising on law making and serving the Committee's activities.
The Congress announced the Decision to appoint the Executive Committee, Secretary, and Deputy Secretary of the Party Cell of the Department of Culture and Social Affairs for the 2025-2027 term. Accordingly, the Party Cell Executive Committee consists of 7 comrades; Secretary of the Party Cell of the Department of Culture and Social Affairs for the 2023-2025 term, Director of the Department of Culture and Social Affairs Vu Minh Dao holds the position of Secretary; Deputy Secretary of the Party Cell of the Department of Culture and Social Affairs for the 2023-2025 term, Deputy Director of the Department of Culture and Social Affairs Nguyen Ngoc Thanh holds the position of Deputy Secretary.
