The 4th Congress of Ethnic Minorities of Phu Thien District in 2024

Attending the Congress on the side of the Ethnic Committee were Ms. Pham Thi Phuoc An - Deputy Head of the Department of Local Ethnic Affairs. On the side of the province, there were Mr. Duong Mah Tiep - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the 4th Provincial Congress of Ethnic Minorities in 2024; Kpa Do - Member of the Provincial Party Committee, Head of the Provincial Ethnic Committee, Permanent Deputy Head of the Steering Committee for the 4th Provincial Congress of Ethnic Minorities; leaders of departments, branches and sectors of the province. Representatives of the leaders of the District Party Committee, People's Council, People's Committee, departments, branches and unions of Phu Thien district and 134 delegates representing 54,137 people with 21 ethnic groups living in Phu Thien district.

Accounting for 62.45% of the population, in recent years, ethnic minorities in Phu Thien district have always been united, united, and actively participated in labor, production, and socio-economic development. Party committees and authorities at all levels have made many efforts to gradually improve people's lives, paying attention to and caring for the lives of ethnic minorities, especially in communes and villages with special difficulties.

In the period of 2019-2024, Phu Thien district focuses on improving the quality of programs, policies and projects for ethnic minorities and mountainous areas.Education , health and population work are focused. Continuing to maintain the model of boarding schools according to the characteristics of the district; issuing 37,082 health insurance cards to ethnic minorities and Kinh people living in areas of special socio-economic difficulties, raising the district's health insurance coverage rate to 91.75%; the rate of households using safe electricity from all sources is 96%; 100% of villages, hamlets and households in the district have access to radio, television and telecommunications services. Communication and legal aid work creates conditions for ethnic minorities to access information and better understand the law. Thanks to that, security and order are maintained stably, and the great solidarity of ethnic groups is consolidated.

By the end of 2023, the whole district will have 1,000 poor households, accounting for 5.06% of the total number of households; of which 829 ethnic minority poor households, accounting for 82.9% of the total number of poor households; 1,894 near-poor households, accounting for 9.58%; 1,472 ethnic minority near-poor households, accounting for 77.7% of the total number of near-poor households.

Promoting the achieved results, in the period of 2024-2029, Phu Thien district strives to reduce the poverty rate of ethnic minority households by an average of 2.5% per year; increase the average income of ethnic minorities by 2 times compared to 2020; strive for over 99% of households to use the national grid and other suitable and safe electricity sources; 100% of ethnic minorities to use hygienic water; over 98% of ethnic minorities to participate in health insurance...

At the Congress, on behalf of the Ethnic Committee, Ms. Pham Thi Phuoc An - Deputy Director of the Department of Local Ethnic Affairs acknowledged and congratulated the achievements of the Party Committee, government and people of ethnic minorities in Phu Thien district in the past time. In order to achieve the set goals, in the coming time, the Deputy Director of the Department of Local Ethnic Affairs requested that Party committees, authorities at all levels and ethnic people of the district continue to study, raise awareness and thoroughly grasp the viewpoints, policies and guidelines of the Party and State on ethnic affairs; focus resources on investing in socio-economic development, sustainable poverty reduction, especially poverty reduction among ethnic minorities; improve the material and spiritual life of ethnic minorities, effectively implement 3 National Target Programs; focus on training, fostering and developing human resources, especially local ethnic minority cadres; promote the role of prestigious people and all classes of people in building and consolidating the grassroots political system; combine socio-economic development with ensuring national defense and security; pay attention to preserving and promoting the fine traditional cultural values ​​of ethnic groups; eliminate backward customs; focus on building and fostering the great solidarity bloc of ethnic groups.

Speaking at the Congress, Vice Chairman of the Provincial People's Committee Duong Mah Tiep warmly praised the results achieved by the Party Committee, government and ethnic minorities in Phu Thien district. According to the Vice Chairman of the Provincial People's Committee, the district's ethnic work still shows some limitations such as: The implementation of ethnic work in some communes is still slow and not very effective; the rate of poor and near-poor households of ethnic minorities is still high; education, health and culture still have some limitations; political security still has potential instability factors... "I believe and expect that after the Congress, the Party Committee, government and people of all ethnic groups in the district will continue to promote the spirit of solidarity, effectively implement ethnic work and ethnic policies ; thereby promoting the district's socio-economic development to have a new step forward, contributing to the successful implementation of the Resolutions of the Party Congresses at all levels" - the Vice Chairman of the Provincial People's Committee emphasized.

The congress passed a Resolution Letter with the theme: “People of all ethnic groups in Phu Thien district unite, innovate, create, promote advantages, potentials, integrate and develop sustainably”. The congress elected a delegation of 18 people to attend the upcoming Congress of ethnic minorities in Gia Lai province.

At the Congress, the Provincial Ethnic Committee awarded certificates of merit to 10 individuals and 5 groups; the District People's Committee awarded certificates of merit to 19 groups and 15 individuals with outstanding achievements in implementing ethnic policies in the period 2019-2024. On this occasion, Phu Thien district presented 22 bicycles to poor students who overcame difficulties in the district.
