BHG - On the afternoon of October 10, at Ha An Guest House (TPHG), the Vietnam - China Friendship Association of Ha Giang province held its 2nd Congress, term 2024 - 2029. Attending the Congress were comrades: Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Hoang Van Vinh, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Tran Duc Quy, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Chairman of the 1st term Association; leaders of departments, branches, districts and cities; leaders of the Association of friendship organizations of the province, representatives of the Vietnam - China Friendship Association of Lang Son province.

Speaking at the opening of the Congress, Vice Chairman of the Provincial People's Committee Tran Duc Quy emphasized: The Vietnam - China Friendship Association of Ha Giang province is a social organization, operating to contribute to consolidating, enhancing and expanding the friendly cooperation relationship, understanding between the people of Vietnam and China, for peace, cooperation and prosperous development of the region and the world . During the past term, the Association has always received the attention and guidance of the Central Committee of the Vietnam - China Friendship Association; the close direction of the Provincial Party Committee, People's Council, and Provincial People's Committee, through which the Association has successfully completed its people's foreign affairs tasks, acting as a focal point, connecting peace activities, solidarity and friendship, constantly consolidating and developing between Ha Giang province and neighboring localities such as Yunnan province and Guangxi Zhuang Autonomous Region (China).

The Association's work report for the 2019-2024 term affirmed: Over the past 5 years, the Vietnam-China Friendship Association of Ha Giang province has done a good job of advising and organizing provincial and district-level delegations to work in Chinese localities to implement socio-economic cooperation programs, cultural, artistic and sports exchanges, tourism promotion, investment promotion; advising on sending congratulatory letters to people on traditional New Year's Day and China's National Day; advising and effectively implementing the plan to organize twinning between border communes, towns and districts of Ha Giang province with the border towns, towns and districts of Yunnan and Guangxi provinces, to date completing the signing of twinning between 5 pairs of districts and 34 border communes/towns of Ha Giang with 5 districts/cities, 11 towns/towns with the Chinese side. Advise on maintaining and effectively implementing bilateral cooperation mechanisms through signed agreements in areas such as: Organizing the sending of 1,814 workers to work in border districts of China; restoring and opening customs clearance for more pairs of border gates and bilateral openings...

Speaking at the Congress, Comrade Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, praised the achievements of the Vietnam - China Friendship Association in the past term. He assessed that this is the experience and premise for the results of activities in the next term. At the same time, he affirmed the role, position and responsibility of the Association in contributing to deepening the foreign relations of the provincial Party Committee, authorities at all levels, between Ha Giang province and Yunnan province, Guangxi province (China).

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thao Hong Son suggested: To successfully implement the direction and term of the Vietnam - China Friendship Association's activities for the 2024 - 2029 term, the Association needs to flexibly and creatively apply lessons for the diplomatic sector in the work "Building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy imbued with the identity of "Vietnamese bamboo" by the late General Secretary Nguyen Phu Trong. Proactively and closely coordinate the three pillars of foreign affairs (Party foreign affairs, State diplomacy, People's diplomacy) to contribute to ensuring the unified leadership and direction of the Party and the centralized management of the State on foreign affairs to meet the requirements of tasks in the new situation.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thao Hong Son and provincial leaders presented flowers to congratulate the Executive Committee of the Vietnam - China Friendship Association of Ha Giang province, term II.

Actively promote and mobilize the participation of the entire political system, social organizations and people in innovating the thinking, content and methods of people's foreign affairs activities; promote the core role, be active, proactive and flexible in directing and organizing the implementation of tasks; proactively promote friendly neighborly relations, development cooperation and focus on coordinating the implementation of Party foreign affairs, State diplomacy and people's foreign affairs activities in accordance with the viewpoints and spirit of the agreements signed at the spring meeting, the annual conference of provincial leaders with the two provinces of Yunnan and the Guangxi Zhuang Autonomous Region (China). Continue to consolidate and develop the Association's organization; strictly implement the work of protecting State secrets and protecting internal politics; actively fight and refute the wrong viewpoints and arguments of hostile forces; Proactively prevent, detect, combat and stop plots and sabotage activities, especially in the fields of democracy, human rights, ethnicity, religion...

Vice Chairman of the Provincial People's Committee Tran Duc Quy awarded Certificates of Merit from the Chairman of the Vietnam - China Friendship Association to individuals with outstanding achievements in the Association's work for the 2019 - 2024 term.

The Chairman of the Vietnam - China Friendship Association of Ha Giang province, term II, presented farewell gifts to the members of the Executive Committee of term I who no longer participate in the Executive Committee of term II.

Comrade Thao Hong Son requested the Congress to promote the spirit of democracy, responsibility, and wisdom in selecting comrades who are truly exemplary in moral qualities, outstanding in capacity, prestige, experience, responsibility, and enthusiasm to be elected to the Executive Committee of the Association, term II, 2024-2029.

The Congress spent a lot of time for delegates to discuss and propose solutions to improve the quality of the Association's activities and the direction and tasks for the 2024-2029 term. The Congress unanimously elected 9 comrades to the Executive Committee and 3 comrades to the Standing Committee of the Vietnam - China Friendship Association of Ha Giang province for the 2nd term, 2024-2029 term. At the first meeting of the Executive Committee of the Vietnam - China Friendship Association of Ha Giang province for the 2024-2029 term, comrade Mai Hong Thiem, Deputy Director of the Department of Foreign Affairs, was elected to hold the position of President of the Association for the 2nd term.

Chairman of the Provincial Union of Friendship Organizations awarded Certificates of Merit to individuals with achievements in the Association's work for the 2019 - 2024 term.

On this occasion, the Vietnam - China Friendship Association awarded a Certificate of Merit to 1 individual and the Vietnam Union of Friendship Organizations in Ha Giang province awarded Certificates of Merit to 8 individuals for their outstanding achievements in the Association's work for the 2019 - 2024 term.
