Taiwan: Handing out flyers recruiting teachers

GD&TĐ - Taiwan has a serious shortage of primary and secondary school teachers, in contrast to the fierce competition for jobs in the education sector in other countries.

According to information from the Taiwan Education Bureau, in the 2025-2026 school year, elementary and middle schools need to add about 10,000 teachers. Schools must proactively seek candidates by posting recruitment notices like real estate advertisements. Others hand out flyers.

Not only are schools looking for permanent teachers, they are also competing fiercely to get contract teachers. Some schools have posted recruitment notices dozens of times but still cannot attract enough candidates.

The data shows that the number of people with teaching certificates but not teaching is increasing. The employment rate of this group has decreased from 70.95% in 2019 to 60.1% in 2023. This reflects the declining attractiveness of the teaching profession in the context of high work pressure, inadequate income and increasing legal risks.

“This is a new national security crisis because the shortage of teachers will directly affect the quality of education and the future of human resources. We need to improve the remuneration system, reduce administrative burdens and build a professional protection mechanism to restore the attractiveness of the teaching profession,” said Professor Lin Zibin, a lecturer at National Taiwan Normal University.
