Colonel Nguyen Duc Huy, Deputy Chief of the Office of the Ministry of Public Security, Secretary of the Office of the Party Central Committee has just been appointed Secretary of General Secretary To Lam.

The Chief of the Party Central Committee Office has just signed Decision 3689, appointing Colonel Nguyen Duc Huy, Deputy Chief of the Office of the Ministry of Public Security , Secretary of the Party Central Committee Secretary, Chief of the Party Central Committee Office, seconded officer at the Party Central Committee Office, as Secretary to General Secretary To Lam.

Previously, in September 2024, the Party Central Office announced decisions on the appointment of assistants and secretaries of General Secretary To Lam.

Accordingly, the Secretariat appointed Lieutenant General To An Xo, Assistant Minister of Public Security, to hold the position of Assistant to the General Secretary and in charge of the General Secretary's Office.

At the same time, Colonel Tran Dang Quynh, Assistant Minister of Public Security, was also appointed by the Secretariat to hold the position of Assistant to the General Secretary.

In addition, Major Dinh Tien Hai, Deputy Director and Secretary of the Minister of Public Security, was also appointed to the position of Secretary to the General Secretary.

According to Regulation 30 dated August 19, 2021 of the Politburo on standards, conditions, tasks, powers, appointment procedures, policies, and regimes for the positions of assistant and secretary, the General Secretary is allowed to employ no more than 4 assistants. In addition, the General Secretary is also allowed to employ no more than 2 secretaries.

According to Regulation 30 of the Politburo, the assistant or secretary of a leader must be introduced by that leader or proposed by the agency where the leader works at the request of the leader, meeting the standards and conditions as prescribed.

Also according to Regulation 30 of the Politburo, the Secretary of the General Secretary receives salary and policies and regimes equivalent to those of department heads of central ministries and branches.
