On the morning of November 3, General Department II held a conference to hand over the duties and responsibilities of the Director General of General Department II. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense attended and directed the conference.

Also attending were Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; and representatives of leaders of agencies and functional units of the Ministry of National Defense.

Implementing the decisions of the Prime Minister and the Minister of National Defense on personnel work and the direction of the Central Military Commission Standing Committee, at the conference, Lieutenant General Pham Ngoc Hung handed over the task of Director General of General Department II to Lieutenant General Tran Cong Chinh, Political Commissar of General Department II.

Speaking at the conference, General Phan Van Giang acknowledged and highly appreciated Lieutenant General Pham Ngoc Hung in recent years, in his position as Deputy Secretary of the Party Committee, Director General, Head of the Intelligence Steering Committee of General Department II, Director of the Military Intelligence and Reconnaissance of the entire army, who together with the Standing Committee, Party Committee, and Commander of the General Department have led and directed General Department II and the entire Defense Intelligence sector to complete all aspects of work well and comprehensively, with many aspects having been excellently completed, contributing to increasingly enhancing the position, prestige and role of Vietnam's Defense Intelligence.

Assigning the task of Director General of General Department II to Lieutenant General Tran Cong Chinh, General Phan Van Giang hopes that in his new position, comrade Tran Cong Chinh will continue to strive, practice, promote revolutionary ethics, further improve his working capacity, and together with the Standing Committee, Party Committee, and Command of General Department II, lead and direct the unit and the entire Intelligence sector to successfully carry out all assigned tasks, worthy of the trust of superiors in him personally and the entire force.

In order to meet the requirements and tasks in the coming time, General Phan Van Giang requested that the Defense Intelligence Service must constantly proactively grasp the situation, improve its research and strategic forecasting capabilities, promptly advise the Party, State, Central Military Commission, and Ministry of National Defense on appropriate policies and countermeasures to firmly protect the Fatherland early and from afar, absolutely not to be passive or surprised; perform well the functions and tasks of comprehensive strategic intelligence, increase the effectiveness of consulting and proposing; make worthy contributions to the successful implementation of the strategic goals of the Party, State, and Army.
