Ensuring safety of petroleum pipeline corridors

Faced with this situation, B12 Petroleum Company has closely coordinated with functional forces to organize periodic inspections and patrols along the entire route, to ensure the safety of petroleum corridors, fire prevention and fighting (PCCC) and ensure supply to the market.

B12 Petroleum Company currently manages a pipeline system of nearly 600km, connecting B12 Oil Port (Quang Ninh province) with petroleum depots in Hanoi , Hai Phong, Hai Duong and neighboring provinces. This is an important petroleum transportation route, applying modern technology to ensure safety and efficiency. To protect the safety corridor and prevent leakage and explosion incidents, the Company has developed a strict monitoring plan, including: Clearing and cleaning the corridor; periodically checking equipment and pipeline status; organizing fire prevention and fighting training and drills; coordinating with local authorities in protecting the safety corridor... Thereby, contributing to minimizing risks, ensuring continuous and stable petroleum transportation.

The K130 petroleum pipeline is one of the important technical infrastructure works, belonging to the K130 Petroleum Logistics Enterprise, a unit under the B12 Petroleum Company. The pipeline is over 60km long, connecting from B12 Oil Port, in Ha Long City to K131 Petroleum Warehouse, in Thuy Nguyen Ward, Hai Phong City. This is a strategic transportation route, playing a key role in ensuring a stable supply of petroleum for the Northern region. The pipeline passes through the areas of 5 key cities and towns including: Ha Long, Quang Yen, Uong Bi, Dong Trieu (Quang Ninh Province) and Thuy Nguyen City (Hai Phong City), spanning 20 different wards and communes.

In order to ensure absolute safety for the petroleum pipeline and auxiliary works, K130 Petroleum Logistics Enterprise has been maintaining close coordination with the Mobile Police Department - Quang Ninh Provincial Police from 2021 to present. Specifically, the coordination work is organized periodically every month, according to the plan agreed upon by the two sides, including: Patrolling, checking, and controlling the security and order situation along the pipeline and at related technical works; promptly detecting and handling illegal intrusions, violations in the technical corridor and risks that may affect the safety of the works... Through this coordination work, the parties not only enhance the ability to prevent and deter effectively, but also enhance the proactive response to unexpected situations that may arise related to the security and safety of the pipeline.

Mr. Do Phuc Thanh, Deputy Director of K130 Petroleum Warehouse Enterprise, B12 Petroleum Company, said: Every day, the unit checks the petroleum pipeline, valve house, and cathodic station to ensure the operation of the petroleum pipeline. When detecting violations encroaching on the petroleum pipeline safety corridor, the construction work is required to be stopped immediately to ensure the pipeline. In the management area, there have been a few cases of encroachment in the past, the enterprise has coordinated with local authorities to resolve them thoroughly, not allowing violations to persist. In the coming time, the unit will further strengthen inspection, coordination, control, and supervision, especially in residential areas where construction activities are taking place, to prevent early risks of unsafety to the pipeline, thereby ensuring energy security and safety for the people.

In the province, there are currently 102 petroleum trading enterprises, with 205 petroleum stores meeting the conditions for petroleum retail; there are 5 petroleum warehouses, commercial reserves belonging to the petroleum enterprises in the province with a total reserve of nearly ^336,950m3 . Ensuring the petroleum safety corridor not only contributes to maintaining the smooth operation of the warehouse system and store lines, but is also a key factor in helping petroleum activities in Quang Ninh maintain supply capacity, be ready to respond to emergency situations, and ensure national energy security. At the same time, it helps protect the environment, maintain social order and safety, and fire prevention in residential areas where the pipeline passes through.

Currently, the work of ensuring the safety of petroleum corridors in Quang Ninh is strictly implemented according to Decision 1018/2009/QD-UBND of the Provincial People's Committee, regulations on protecting the safety corridor and handling incidents of petroleum works. The province continues to require relevant units to raise awareness and responsibility, strictly implement regulations on fire prevention and environmental protection; increase patrol activities at security posts to prevent fire risks; open training courses for officers and employees to improve their skills; strengthen supervision, inspection, timely detection and repair of pipelines... Thereby, contributing to maintaining a stable supply of petroleum and ensuring fire prevention and safety in the province.
