Speed up progress
Resettlement area B5 in Thuan An New Urban Area has a scale of 4.62 hectares, arranged with about 145 plots of land, with a total investment of 133 billion VND (of which construction cost is 87 billion VND and site clearance cost is 12.5 billion VND) invested by the Project Management Board (PMU) of Investment and Construction of Hue City area.
The project started in November 2023 and is expected to be completed in October 2024 by the joint venture of Vinaco Investment and Development Joint Stock Company - Fecon Infrastructure Construction Joint Stock Company - Thanh Ngan Company Limited - Nam Hai Group Company Limited, with the goal of investing in a resettlement area to serve the coastal road project and the bridge across Thuan An estuary.
According to the reporter's records at the construction site, after a period of construction, many items of the resettlement area are nearing completion. The contractor is rolling and grading the first layer of crushed stone for internal roads, pouring concrete for sidewalks and completing some items. Particularly, underground infrastructure items such as rainwater supply and drainage, wastewater, electricity and telecommunications have been completed before.
Mr. Phan Van Hoang Tien, technical officer of the Project Management Board, said that the investor has requested the main contractor (Vinaco Investment and Development Joint Stock Company) to arrange more manpower and machinery to speed up the progress of basic items before the rainy season. After completing the sidewalk, the lighting part of the project will be constructed. To date, the project has reached a construction value of 65 billion VND, reaching 75% of the contracted work volume.
However, according to the Project Management Board, there are still households that have not agreed to hand over the land for construction. Of these, 5 households affected by land acquisition on Kinh Duong Vuong Street and 5 households on Route 8 are the most "difficult", waiting for the Hue City Land Fund Development Center (PTQD) to coordinate with the locality to handle. The area is stuck with land clearance, with a construction value of about 7 billion VND, making it difficult for the investor to speed up the project's progress.
Remove site obstacles
The B5 resettlement area project has an area of 4.62 hectares (of which the main land area is over 3 hectares of aquaculture land and over 1 hectare of specialized water surface land, the rest is urban residential land, traffic, and cemetery land). According to the Hue City Development Center, this unit has now handed over to the investor 97% of the entire project including agricultural land, residential land, and public land to proceed with construction. However, the site clearance work is still stuck in some remaining areas.
To build this resettlement area, 50 households were affected. Of these, 28 households have residential land and assets on the land, 22 households have agricultural land; 9 households must be resettled, including 4 main households and 5 secondary households. According to the Hue City Development Center, 22/22 households have received money and handed over the land for agricultural land. However, for residential land, only 17/28 households have received money and handed over the land, while 11 households have not agreed to hand over the land.
Mr. Bui Ngoc Chanh, Deputy Director of Hue City's Center for Land Development, informed that for 11 households that have not yet handed over the land, the unit has sent notices 3 times and has coordinated with Thuan An Ward People's Committee twice to propagate and mobilize for land handover. However, the households have not yet agreed to hand over the land. The City's Center for Land Development also coordinated with Thuan An Ward People's Committee to organize meetings, discuss and explain policies and legal regulations to households and individuals to receive compensation, support and hand over the land. However, no agreement was reached with the households.
The Center for Disaster Prevention and Control requested the People's Committee of Thuan An Ward to hold a meeting and report the results of each case to the center to develop a plan for enforcement against households that intentionally do not hand over the premises. At the same time, coordinate with relevant parties to advise the People's Committee of Hue City to issue a decision on enforcement against households and individuals who do not hand over the premises as prescribed.
Recently, the Hue City Development Center has announced the handover of land, relocation support policies; priority for favorable resettlement locations for people whose land is recovered early, handover of land and resettlement land prices under the B5 resettlement area project in the infrastructure of the new urban area of Thuan An, Thuan An ward. Accordingly, many support and priority policies beneficial to households subject to relocation and resettlement are implemented.
Currently, the resettlement arrangement for households affected by the project has been implemented, including 4 main households and 5 secondary households. These households have agreed to receive land for resettlement. Of which, 3 households have agreed to hand over the site (including 3 main households and 1 secondary household). The remaining 1 household (1 main household and 4 secondary households) has not agreed to receive money and hand over the site.
The coastal road project through Thua Thien Hue province and the Thuan An estuary overpass are key transport projects of the province. Currently, contractors are speeding up the progress of the project, striving to have the Thuan An estuary overpass closed by the end of 2024. By March 2025, the bridge will be technically open to traffic and completed and put into use by the end of 2025. Therefore, the early completion of the B5 resettlement area to bring people to new housing is of great significance to the progress of this key project. |
