(HGO) - On the morning of November 17, Mr. Nghiem Xuan Thanh, member of the Party Central Committee, Secretary of the Provincial Party Committee, chaired a meeting of the Steering Committee for developing a list of job positions in Party agencies, the Fatherland Front and socio- political organizations of the province (steering committee).
Mr. Nghiem Xuan Thanh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, gave a speech directing the meeting.
According to the steering committee's report, most agencies, units, localities, cadres, civil servants and public employees have identified the meaning and importance of building job positions, so they focus their time and efforts on researching and providing guidance for implementation and organization. Some units have been proactive, positive and regularly exchanged with the Steering Committee's Support Team to provide timely guidance, thereby completing the requirements on content and time as prescribed.
Mr. Nguyen Tan Phuc, Editor-in-Chief of Hau Giang Newspaper, spoke at the meeting.
By November 13, the Provincial Party Committee's Organizing Committee had received submissions with documents from 23/23 agencies, units, and localities. Through synthesizing the results of job position construction according to the proposals of agencies, units, and localities, there were a total of 367 job positions, 687 positions for cadres, civil servants, and public employees, and 90 contract workers. According to the assessment and proposals of the Steering Committee's Support Team, there were a total of 379 job positions, 661 positions for cadres, civil servants, and public employees, and 90 contract workers.
Based on those results, the province has drafted a Project on job positions, determined the ranks of civil servants, public employees and staff in Party agencies, the Fatherland Front and socio-political organizations of Hau Giang province to submit to the Central Government for consideration.
Speaking at the meeting, Mr. Nghiem Xuan Thanh said that the construction of a list of job positions is a new, difficult and unprecedented task, but once completed and implemented, it will create a breakthrough in improving the quality of cadres, civil servants and public employees in the whole province. The Provincial Party Secretary acknowledged and commended the efforts and determination of agencies, units and localities in implementing it. Up to now, awareness of this task has clearly changed.
However, the Provincial Party Secretary is concerned that the number of cadres, civil servants and public employees based on the synthesis of the results of job position development according to the proposals of agencies, units and localities has not followed the roadmap for streamlining the payroll by the end of 2026 (civil servants reduced by 5%, public employees reduced by 10%). Therefore, it is recommended that agencies, units and localities pay attention to implementing the roadmap for streamlining the payroll as prescribed by the Central Government.
To create substantial changes in personnel work in the coming time, Mr. Nghiem Xuan Thanh noted that agencies, units, and localities, especially leaders, must monitor and evaluate cadres, civil servants, and public employees based on the effectiveness and quality of work, as a basis for rewarding, planning, and appointing to leadership positions civil servants and public employees who perform well in their duties and streamlining those who do not meet the requirements.
The Provincial Party Secretary also directed the Provincial Party Committee's Organization Board to guide the recording of work diaries, thereby managing the time and work efficiency of cadres, civil servants and public employees. Regarding the draft Project on job positions, determining civil servant and public employee ranks and payrolls in Party agencies, the Fatherland Front and socio-political organizations of the province, Mr. Nghiem Xuan Thanh suggested continuing to edit and supplement the content before submitting it to the Central Committee for consideration...
