Carefully assess the impact of expanding the scope of license plate auctions

On the morning of March 27, discussing the draft Law on Road Traffic Order and Safety at the 5th Conference of full-time National Assembly deputies of the 15th National Assembly, National Assembly deputies said that it is necessary to carefully assess the impact of expanding the scope of vehicle license plate auctions.

In the report explaining, receiving and revising the draft Law, the National Assembly Standing Committee said that the majority of opinions suggested studying and evaluating the implementation results to supplement the draft Law with regulations on auctioning automobile license plates; there were opinions suggesting studying and expanding the auction to include license plates of trucks, passenger cars and motorbikes.

The Standing Committee of the National Assembly basically agrees with the Government 's reports and finds that the implementation of Resolution No. 73/2022/QH15 in the recent past has brought about positive results, proving the effectiveness and feasibility of this new policy. The legalization of the provisions of Resolution No. 73/2022/QH15 into the draft Law on Road Traffic Safety and Order is very necessary, combined with the issuance and management of license plates according to the vehicle owner's identification code, contributing to reforming administrative procedures, reducing the number of documents when registering, vehicle registration work, meeting the goals of digital citizens, digital government according to Project 06 of the Government and effectively exploiting and managing public assets.

Expanding the auction of license plates for transport business vehicles and motorbikes is very necessary. If we do not promptly include this Law in the draft but wait until the end of the pilot implementation period, conduct a summary, and report to the National Assembly, then we will have to go through the procedures to amend and supplement the Law; causing waste and expense in both time and budget.

To legalize the content of vehicle license plate auctions, at the proposal of the majority of delegates, the National Assembly Standing Committee directed the design of 2 options. Option 1: Add 1 article to the draft Law on Road Traffic Safety and Order (Article 37 of the revised draft Law), in the spirit of inheriting the content of Resolution No. 73/2022/QH15 on piloting vehicle license plate auctions with adjustments to overcome difficulties and obstacles in the implementation of the above Resolution. Option 2: Add the content of vehicle license plate auctions to the draft Law amending and supplementing a number of articles of the Law on Property Auctions.

Delegate Nguyen Minh Tam ( Quang Binh ) agreed with option 1, which includes the content of vehicle license plate auctions in the draft Law on Road Traffic Safety and Order. According to the delegate, it is necessary to legalize the provisions on vehicle license plate auctions in this Law, combined with the issuance and management of vehicle license plates according to the vehicle owner's identification code to contribute to reforming administrative procedures, reducing the number of documents when registering, vehicle registration work, meeting the goals of digital citizens, digital government according to Project 06 of the Government and effectively exploiting and managing public assets. However, the delegate said that vehicle license plates are a type of public asset, like land, water resources, forest resources, mineral resources, so the management of vehicle license plates is similar to the management of other types of public assets; at the same time, it is proposed to expand the auction of license plates to all road motor vehicles.

In addition to the supportive opinions, many delegates suggested considering expanding the auction of license plates. For now, if it is legalized, it should only be legalized within the scope of the pilot implementation, that is, license plates for cars with white backgrounds and black letters and numbers, and not yet expanded to other license plates. According to delegate Dong Ngoc Ba (Binh Dinh), when legalizing, there needs to be an additional assessment of the social impact within the scope of the pilot. In addition to economic factors, many people want to own beautiful license plates based on "feng shui factors", beliefs and preferences. Therefore, delegates suggested that it is necessary to consider cultural impacts..., to build appropriate laws.

Agreeing with the above opinion, delegate Ho Thi Kim Ngan (Bac Kan) suggested that careful consideration be given to the draft Law on expanding the auction of license plates for motorbikes and mopeds, and that there should be a full assessment of the impact on many aspects. The delegate analyzed that in reality, the process of auctioning license plates according to the National Assembly Resolution has received public attention, met the needs of the people, and contributed to increasing revenue for the budget. However, the auction of license plates is a new procedure, a new regulation, and is in the pilot phase, so its application will encounter difficulties and shortcomings.

The delegates proposed to study, consider, and have a comprehensive, specific, and comprehensive summary of the results of the implementation of Resolution No. 73/2022/QH15 on pilot auction of automobile license plates to supplement the draft Law accordingly. At the same time, clarify the basis and grounds for regulating the starting price of the types of license plates put up for auction as proposed in the draft Law.
