Substantive assessment of the implementation results of the 13th Party Congress Resolution

The draft Political Report of the 13th Central Executive Committee, submitted to the 14th National Congress, has provided an overview of the domestic and international situation, assessed the actual results of implementing the 13th National Congress Resolution, and proposed comprehensive, scientific, and highly feasible viewpoints, goals, and development directions for the coming time.

That is the opinion of National Assembly delegate Nguyen Quang Huan, National Assembly delegation of Ho Chi Minh City. Mr. Huan said that the contents in the draft were elaborately constructed, covering all important areas, and at the same time concretizing major orientations into groups of tasks and clear solutions, linked to quantitative targets, demonstrating determination in direction and management.

Delegate Nguyen Quang Huan said: Regarding the theme of the Report, the title content has been ensured to be concise, succinct, easy to remember, easy to understand, especially evoking the national spirit. Determining the theme of the 14th Congress clearly demonstrates the unity in thought and action of the entire Party, the entire people and the entire army; affirming the mettle, intelligence and vision of the Party in the new development stage. The theme of the Congress also contributes to strengthening the people's confidence, strongly arousing the aspiration to rise up, promoting the strength of great national unity to build an increasingly rich, prosperous and integrated country.

Regarding " Economic development, implementation of 3 strategic breakthroughs achieved many important and outstanding results; resource management, environmental protection and climate change adaptation had positive changes" (section 1, page 2), Mr. Nguyen Quang Huan said that this is a bright spot in the assessment of the results of implementing the Resolution of the 13th National Congress, demonstrating an objective, comprehensive and positive view of the country's achievements in the recent period.

The outstanding results of economic development clearly reflect the great efforts of the entire political system in the context of many domestic and international fluctuations, natural disasters, epidemics, geopolitical tensions, and global economic fluctuations.

In particular, the content of “resource management, environmental protection and climate change adaptation has positive changes” shows the increasingly deep awareness of the Party and State on sustainable development. The draft has correctly reflected the trend and sense of responsibility of Vietnam in balancing economic growth with environmental protection, efficient use of resources, and proactive response to climate change.

Regarding "Cultural, human and social development achieved important results, many aspects of progress; social security and people's lives were increasingly improved, brief analysis" (Section 2, page 4), Mr. Nguyen Quang Huan said that the content of the draft Report affirms comprehensive progress in social development, demonstrating humanity, for people, in the right direction of "taking people as the center, goal and driving force of development" as determined by the Party.

Regarding “National defense and security are constantly consolidated and enhanced; foreign relations and international integration are upgraded, achieving many outstanding results” (Section 3, page 5), Mr. Nguyen Quang Huan said: The draft report correctly and comprehensively assesses the situation. National defense and security are firmly consolidated, ensuring independence, sovereignty, maintaining political stability and social order and safety. The armed forces are built strong, disciplined, and gradually modernized. Foreign affairs and international integration are proactively and flexibly deployed, contributing to enhancing Vietnam's position and prestige in the international arena.

Regarding “Party building and rectification and the political system have achieved many very important results, with outstanding aspects and unprecedented breakthroughs” (Section 4, page 6), Mr. Nguyen Quang Huan said: The Draft Report affirms that the work of Party building and rectification and the political system has achieved many important results, clearly demonstrating breakthroughs. Notably, the streamlining of the apparatus, improving the effectiveness and efficiency of operations; reorganizing the Party, the State and the Fatherland Front in a unified direction, reducing intermediate levels. Personnel work has been innovated, discipline and order have been strengthened, contributing to building a clean and strong Party. This is a big step forward, demonstrating the Party's high political determination and self-renewal capacity.

Regarding limitations and weaknesses, the draft demonstrates the Party's spirit of non-avoidance, self-examination, self-correction, and frankness and openness. The recognition of objective and subjective causes demonstrates political mettle, sense of responsibility and determination to innovate, which is an important basis for proposing effective solutions in the coming term.

Delegate Nguyen Quang Huan suggested that the following points should be clarified: There are no specific measures to respond to climate change, especially infrastructure construction in the context of rising sea levels and increasingly severe natural disasters. Activities to promote the roadmap for reducing greenhouse gas emissions to achieve net zero emissions by 2050 are not clear and have not yet entered into socio-economic life. Inspection and supervision of law enforcement in general and in the environmental field in particular are still weak. Industrial development policies in general and supporting industries in particular are still vague and unclear. Overseas investment policies are not clear. The assessment of the effectiveness of the National Master Plan has not been conducted, so no specific conclusions have been drawn on whether the application of the Planning Law and the national planning system is truly consistent with the three objective laws according to the Principle of Development.

Regarding the lessons learned after 40 years of renovation, Mr. Nguyen Quang Huan said: The five lessons learned in the draft Report demonstrate the Party's profound summary thinking and strategic vision. These lessons affirm the Party's mettle, intelligence, and vision and are the guiding principle for the country's construction and development in the new period.
