Documents need to evaluate the performance of the Vietnam Fatherland Front and socio-political organizations after the reorganization.

According to delegate Khang Thi Mao (Lao Cai delegation), the draft Political Report of the 14th National Congress of the Party does not include an assessment of the quality and performance of these organizations before and after the reorganization and streamlining.

A more comprehensive assessment of social governance is needed.

Recently, at the discussion session at the group providing comments on the draft documents of the 14th National Congress of the Party, National Assembly delegate Khang Thi Mao (Lao Cai delegation) expressed her appreciation for the carefully prepared draft documents, with a tight, concise structure and a coherent writing style. The delegate affirmed that the draft Political Report has strategic orientation, setting a political premise for the Party to lead the country into a new era, an era of strong, prosperous, civilized and happy development.

"The new points included in this draft document are necessary, effective in updating the situation and proactively adapting the Party's strategic direction to the country's revolutionary cause in the new era," delegate Khang Thi Mao emphasized.

To complete the draft document to be submitted to the 14th National Congress of the Party, delegates made some specific suggestions:

On the theme of the Congress: "Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals by 2030; be strategically autonomous, self-reliant, self-confident, and move forward strongly in the era of the nation's rise for peace , independence, democracy, wealth, prosperity, civilization, happiness, and steadily move towards socialism".

The delegate said that, compared with the themes and nature of the Party Congresses since the Party publicly operated (February 1951) until now, the draft theme of the 14th Congress this time has fully met the strategic orientation elements in the right context, revolutionary requirements in the country and the trend of the times, prerequisites, spiritual core and comprehensive internal strength of the country.

However, the delegate suggested that the Document Drafting Committee consider making it more concise so that cadres and party members can "easily remember and memorize".

National Assembly deputies attended the meeting in the Hall on the afternoon of November 4 before discussing in groups and giving comments on the draft documents of the 14th National Congress of the Party.

"Moreover, with the phrase "strategic autonomy, self-reliance, self-confidence", it should be rephrased as: "self-reliance, self-reliance, self-strengthening", which is both concise and demonstrates the tradition and aspiration for national immortality that has existed since ancient times, shining in modern times, under the leadership of the Party.

Regarding the content of the draft Political Report of the 13th Party Central Committee, the delegate said: In the section on Achievements (page 2), the draft Political Report has outlined and specifically stated many achievements and results in the 5 years of implementing the Resolution of the 13th Party Congress. However, "the issue of social management is also an important area but has not been mentioned, both in the section on results assessment as well as in the section on limitations and weaknesses" , delegate Khang Thi Mao said.

According to the analysis of the delegate, social management is a field that includes administrative activities that directly impact people's lives, regulating social relationships and activities to ensure the sustainable development of the country.

"In fact, in recent times, the issue of social management in our country has been paid attention to, established and achieved many important results. However, there are still many limitations and weaknesses, especially in population management, construction, goods management, management of the establishment and operation of spontaneous organizations, and fraud that harms the rights, health and lives of people... Therefore, it is recommended that the Document Drafting Committee study and supplement this content in the section evaluating the results as well as limitations and weaknesses of the Political Report," the delegate proposed.

It is necessary to evaluate the activities of the Vietnam Fatherland Front and socio-political organizations after the reorganization.

In part 4 "Building and rectifying the Party and the political system has achieved many very important results, with outstanding aspects and unprecedented breakthroughs" (page 6), delegate Khang Thi Mao suggested that the Document Drafting Committee study and replace the phrase "unprecedented breakthrough" with "strong breakthrough".

"Because the breakthroughs in the 13th term of the Party are all the inheritance and promotion of the achievements of 40 years of renovation, from the policies and resolutions that our Party issued before; they are the result of the entire process of revolutionary leadership of the Party, not natural or spontaneous. Therefore, using the phrase "strong breakthrough" is more appropriate than the phrase "unprecedented breakthrough", delegate Khang Thi Mao explained.

Delegate Khang Thi Mao attended the discussion session at Group 4 (including delegations from Lao Cai, Lai Chau and Khanh Hoa) on the afternoon of November 4.

In particular, delegate Khang Thi Mao pointed out that, in the assessment of the Fatherland Front and socio-political organizations (page 8), the draft new Political Report mainly assesses the organization and structural reorganization of the Fatherland Front and socio-political organizations, but does not include an assessment of the quality and effectiveness of the operations of these organizations before and after the reorganization. At the same time, it does not assess the role of basic social classes such as workers, farmers, intellectuals, youth, women, veterans, businessmen, etc.

"Our Party's consistent viewpoint is: The revolutionary cause belongs to the people, by the people, for the people; the people are the ones who make history. Therefore, I propose that the Drafting Committee study and add content assessing the quality and effectiveness of the activities of the Vietnam Fatherland Front, socio-political organizations and basic social classes to the Draft Political Report. This will be more comprehensive," emphasized delegate Khang Thi Mao.
