The draft documents of the 14th Party Congress have avoided duplication of some contents.

Through research, people assessed that the draft document was elaborately constructed, concise, highly generalized, creative, deeply and comprehensively reflecting the Party's leadership content during the 13th Congress term and 40 years of implementing the renovation policy.

Many new and creative points

Basically agreeing with the draft Political Report, Party member Do Van Luoc (Group 11, Cam Duong Ward) said that this draft Document has many new and creative points.

Accordingly, the draft Political Report submitted to the 14th National Party Congress integrates all three reports as previous congresses have done: Political Report; Report on the socio- economic situation and directions and tasks for socio-economic development in the next 5 years and Report on Party building work. However, this time the Political Report also integrates the Action Program to implement the Congress Resolution in 15 sections. This is a creative move, avoiding duplication of some contents between reports; demonstrating the courage when presenting major documents of the Party.

In each major section, the Report is presented in general, for example in section I: Evaluation of the implementation of the Resolution of the 13th National Party Congress and the country's foundation after 40 years of renovation. The results achieved in all areas are summarized in 4 sections: Economic development, implementation of 3 strategic breakthroughs achieved many important and outstanding results, resource management, environmental protection and adaptation to climate change had positive changes; Cultural, human and social development achieved very important results, many aspects of progress, social security and people's lives were increasingly improved; National defense and security were constantly consolidated and enhanced, foreign relations and international integration were upgraded, achieving many outstanding results; Party building and rectification and the political system achieved many very important results, with outstanding and breakthrough aspects. This is a very new, creative, concise and concise presentation.

This time, the Political Report draws lessons from 40 years of innovation, not from the 13th tenure alone. Because the 40 years of innovation include lessons from the 13th tenure. These are also very reasonable new points.

In addition, with the awareness and responsibility of a party member, Mr. Do Van Luoc made a number of suggestions and draft documents. Specifically: the theme of the Congress, the draft stated: "Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals until 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of the nation's rise for peace , independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism", Mr. Do Van Luoc completely agreed with this theme. He stated that the draft Political Report included the phrase "Under the glorious flag of the Party" as the first element of the Congress theme, which is like a call for the entire Party, the entire people, and the entire army to believe in the Party, enthusiastically act according to the Party's policies and guidelines to bring the country into a new era, an era of prosperous development.

Mr. Do Van Luoc suggested that the Document Drafting Committee should study the phrase “strategic autonomy”. According to him, autonomy is not only strategic autonomy but also autonomy in any situation, whether long-term or short-term, regular or sudden. On the other hand, this phrase is highly general and quite abstract, making it difficult for most cadres and party members, especially in rural areas and remote areas, to fully and deeply recognize and understand. Therefore, according to Mr. Do Van Luoc, only using the word “autonomy” is appropriate.

In addition, social management is a very important field that directly affects people's lives, regulates social relationships and activities. In fact, in recent times, the issue of social management in our country has been paid attention to, established and achieved many important results, but there are still many limitations and weaknesses, especially in population management, construction, goods management, the establishment and operation of associations and spontaneous organizations, fraud that harms the rights, health and lives of people... Therefore, Mr. Do Van Luoc suggested that the Document Drafting Committee study and supplement this content in the section on evaluating results as well as limitations and weaknesses in the Political Report.

Continue to pay attention to the development of ethnic minority areas

As a prestigious person in Coc San commune, Ms. Hoang Thi Chap highly agrees with the draft Action Program of the Party Central Committee. "Through research, I found that the draft documents this time were prepared very carefully, specifically, scientifically, demonstrating the strategic vision and aspiration to develop a prosperous and happy country. I am especially pleased with the contents mentioning the policy of developing digital agricultural economy, smart agriculture, green agriculture and circular agriculture; strongly and comprehensively developing Vietnamese culture and people", Ms. Hoang Thi Chap shared.

From the practical work at the grassroots level, Ms. Chap hopes that the Document will clarify more issues related to economic institutions such as management policies; rational and flexible use of rice land, conversion of low-efficiency rice land to crop and livestock production, industrial production or other highly effective uses; mechanisms and policies on land, investment, insurance, public-private partnership... for agricultural economic development; building support mechanisms and policies, attracting resources, applying science and technology, digital transformation, expanding markets for collective economy and cooperatives.

Regarding the content of "Strongly and comprehensively developing Vietnamese culture and people", Ms. Hoang Thi Chap proposed that in order for the goal of "Building and implementing the Project to promote grassroots cultural movements and activities, taking people as the subject and center" to be feasible, it is necessary to closely connect with the effective implementation of the National Target Program on Cultural Development and other target programs to ensure synchronous implementation of economic, cultural and social development in ethnic minority areas.

According to Cam Duong Ward Party Secretary Vu Hung Dung: "The draft report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam" has contributed to supplementing and perfecting the theory on the Party's renovation policy in a comprehensive and profound manner.

The report assessed: "Our Party promptly grasped the changes of the situation and handled them flexibly and adaptively with unusual fluctuations, took advantage of opportunities, overcame challenges, led the people to build and develop the country, and achieved great achievements of historical significance." Mr. Vu Hung Dung's assessment was very reasonable because through the congresses, our Party has focused on summarizing the theory and practice of the process of innovation, opening up, international integration, assessing, analyzing, and forecasting the basic situation in accordance with the main trends of the world and regional situation, creating the basis for determining guidelines, policies and decisions for national development.
