Resolution No. 17-NQ/TU (dated August 12, 2021) of the Bac Kan Provincial Party Committee on improving the quality of Party organization activities and the contingent of leading and managerial cadres in the 2021-2025 period continues to raise fundamental issues that require more decisive action to effectively implement the task of Party building... All are aimed at the goal of being close to the people, for the people, and contributing to improving the quality of life of the people.
Resolutions stem from practical experience.
The Bac Kan Provincial Party Committee has identified improving the quality of drafting resolutions and directives, and leading their implementation, as a fundamental factor in effectively carrying out the policies of Party committees at all levels. Resolutions must be timely, concise, accurate, relevant, practical, and highly enforceable to meet the leadership and guidance requirements of agencies, units, and localities. The implementation of resolutions and directives should be concretized into programs and plans to ensure practicality and effectiveness; Party committee members should be assigned to monitor, inspect, and supervise, promptly identifying, adjusting, supplementing, or resolving difficulties during the implementation process.
Many resolutions stemming from practical experience have addressed the urgent practical needs. In July 2024, the Standing Committee of the Bac Kan Provincial Party Committee issued Resolution No. 45-NQ/TU on strengthening leadership and guidance in eliminating temporary and dilapidated houses for poor and near-poor households facing housing difficulties.
Accordingly, this task is no longer solely the responsibility of government agencies but has become the responsibility of the entire political system. The head of the Party committee directly directs and is accountable for the results. Immediately after the resolution was issued, Steering Committees were established from the provincial to the commune level. Weekly and monthly, members of the Steering Committee travel to each village and hamlet to directly assess the situation and develop the most optimal plan. The assigned departments have compiled detailed statistics on each household living in temporary or dilapidated houses; categorized the beneficiaries, the level of support, and those households that meet the criteria but have not yet registered for support in 2025.
Based on actual data, the province calculated the necessary funding and proposed solutions for mobilizing resources. Thanks to decisive leadership and reasonable solutions, Bac Kan aims to complete this task before June 30, 2025, while the initial estimate was to complete it by the end of 2025. Focusing on improving the quality of drafting, issuing, and implementing resolutions according to the principle of "correct and effective," and meeting the task of local economic development, in 2021, the Provincial Party Committee issued Resolution No. 18-NQ/TU on tourism development for the period 2021-2025, which identifies investment in transportation infrastructure linked to tourism as a key task.
This orientation stems from the potential, strengths, and planning of the locality. The resolution has given a boost to investment capital of over 5,000 billion VND for strategic routes, such as: the tourist road from Bac Kan city to Ba Be Lake, connecting Na Hang (Tuyen Quang); the road surrounding Ba Be Lake; the Quang Khe-Khang Ninh route; Bang Phuc-Quang Bach route; the Cho Moi-Bac Kan city expressway… Transportation opens the way for tourism and connects the regional economy. Many previously isolated remote areas have flourished. The number of investors coming to survey and explore opportunities in Bac Kan has increased.
According to the Bac Kan Provincial Party Committee, during the implementation of Resolution No. 17, Bac Kan implemented many policies and guidelines that positively impacted the results of the local political tasks through numerous specialized and groundbreaking resolutions. Many innovative approaches, good experiences, and new models were formed and applied back into practice very effectively. This affirms that improving the quality of drafting and organizing the implementation of resolutions and directives all share a common "key" to success: being correct, relevant, and closely aligned with reality.
Improving the quality of cadres and Party members.
With Resolution No. 17, the Bac Kan Provincial Party Committee directed Party committees and organizations at all levels to focus on improving the quality of leading and managerial cadres and Party members, especially those in leadership positions, to meet the requirements of the 2021-2025 period. This includes effectively fulfilling the responsibilities of leaders within their assigned authority according to the working regulations and being accountable to the Party committee, government, organization, and the law for any violations.
As a mountainous province, Bac Kan has a low proportion of young cadres, female cadres, and cadres from ethnic minorities. This leads to situations where the gender, age, and ethnic structure do not always meet regulations. Based on this reality, the Bac Kan Provincial Party Committee issued Project No. 04-DA/TU dated August 12, 2022, on creating a pool of young cadres, female cadres, and cadres from ethnic minorities to hold leadership and management positions at all levels.
After more than two years of implementing the project, the proportion of young cadres, female cadres, and ethnic minority cadres participating in Party committees has increased. In particular, the proportion of female cadres participating in Party committees and holding leadership and management positions in Bac Kan is among the highest in the country. The percentage of female cadres participating in Party committees for the 2020-2025 term is over 23% at the commune level; over 22% at the district level; and over 21% at the provincial level. The percentage of female National Assembly delegates is 50%; participating in the Provincial People's Council is 50%; and participating in the District People's Council is over 28%.
According to the Bac Kan Provincial Party Committee, the percentage of female cadres participating in the Provincial Party Committee's Executive Board increased by more than 7%; participation in the Provincial Standing Committee increased by more than 13%; and participation in district-level Party committees and district-level Standing Committees increased by nearly 3%. According to Dang Thi Thu Trang, Deputy Head of the Bac Kan Provincial Party Committee's Organization Department, the implementation of Resolution No. 17 has contributed to improving the qualifications, capabilities, and sense of responsibility among cadres and Party members.
Bac Kan province has developed and promulgated numerous regulations to quantify the responsibilities of heads and deputy heads of agencies, organizations, units, and localities in fulfilling their assigned duties and tasks. Specifically, these include Regulation No. 1496-QD/TU on the exemplary responsibility of members of the Provincial Party Committee; and Directive No. 26-CT/TU on enhancing a sense of responsibility, public service ethics, and "Saying no to negativity" among cadres, Party members, civil servants, and public employees.
Many new approaches have been implemented in carrying out Party building tasks, including requiring cadres to protect action programs, arranging personnel with surplus in appointments, organizing political activities with the theme of "self-reflection and self-correction"; applying information technology in organizing conferences, opening training courses for cadres in a combination of in-person and online formats, connecting from the province to the grassroots level;... Recently, the Provincial Party Committee issued Regulation No. 1390-QĐ/TU on assigning leading cadres of provincial departments and agencies to monitor communes, wards, and towns.
Comrade Âu Thị Hồng Thắm, Principal of the Bắc Kạn Provincial Political School, was assigned by the Provincial Party Committee to oversee Đồng Thắng commune, Chợ Đồn district. Monthly, she personally visits the area to disseminate directives, support political theory studies, and mobilize support for new rural development and poverty alleviation. Through practical experience, she observed that some economic models in the commune were still facing difficulties due to a lack of enthusiastic participation from the local population. She reported this situation to the Standing Committee of the Provincial Party Committee, recommending intensified propaganda efforts to reassure the people and encourage them to utilize support funds for sustainable economic development.
With Regulation No. 1390-QD/TU, for the first time, Bac Kan province has assigned leaders at the departmental level to be in charge of all communes and towns in the area. This allows the assigned officials to closely monitor the situation, accumulate experience, help local authorities resolve difficult issues, and simultaneously act as an "extension" of the Provincial Party Committee to promptly report and propose solutions to address difficulties and shortcomings at the grassroots level.
In 2023, through a confidence vote for 326 provincial and district-level leaders and managers, the results showed that 100% of those voted on received a confidence rating of over 50%; the implementation of a three-age group model was successful, gradually rejuvenating the workforce. Thanks to the implementation of Resolution No. 17, annually 100% of grassroots Party committees were evaluated and classified as having completed their tasks well or better; over 98% of leaders and managers (heads of departments, deputy heads of departments and equivalent positions at the provincial level and above) were classified as having completed their tasks well or better; contributing to the achievement of most socio-economic development targets and the fulfillment of political tasks in localities, agencies, and units.
In this new revolutionary phase, as the policy of streamlining the political system's apparatus for effective and efficient operation, merging administrative units, and organizing local governments at two levels comes into practice, it demands a higher level of responsibility and capacity from leading and managing officials at all levels. During this time, each Party committee and leader of agencies, units, and localities in Bac Kan can review the effectiveness of the resolution's implementation; it is an opportunity to demonstrate wisdom and transparency in selecting officials with sufficient competence, qualities, and prestige to meet the requirements of the task.
