Meet the practical requirements

Resolution No. 17-NQ/TU (dated August 12, 2021) of the Bac Kan Provincial Party Committee on improving the quality of activities of Party organizations and leadership and management staff in the 2021-2025 period continues to raise fundamental issues that require more drastic actions to effectively carry out the task of Party building... All are aimed at the goal of being close to the people, for the people, contributing to improving the quality of life of the people.

Resolutions derived from practice

Improving the quality of drafting resolutions, directives and leading the implementation is identified by the Bac Kan Provincial Party Committee as a core factor in effectively implementing the policies of Party committees at all levels. Resolutions issued must be timely, concise, correct, accurate, close to reality and highly enforceable to meet the leadership and direction requirements of agencies, units and localities. The implementation of resolutions and directives needs to be specified into programs and plans for leaders to organize implementation, ensuring practicality and effectiveness; assigning Party committee members to monitor, inspect, urge, promptly detect, adjust, supplement or remove difficulties in the implementation process.

Many resolutions originating from practice have met urgent practical requirements. In July 2024, the Standing Committee of the Bac Kan Provincial Party Committee issued Resolution No. 45-NQ/TU on strengthening leadership and direction in eliminating temporary and dilapidated houses for poor and near-poor households with housing difficulties.

Accordingly, this task is no longer the work of government agencies but becomes the responsibility of the entire political system. The head of the Party Committee directly directs and is responsible for the results. Immediately after the resolution was issued, the Steering Committee was established from the province to the commune. Every week and every month, the members of the Steering Committee go to each village and hamlet to directly grasp the situation to have the most optimal plan. The assigned departments have made detailed statistics of each household living in temporary houses and dilapidated houses; classified the beneficiaries, the level of support and households that are eligible but have not registered for implementation in 2025.

Based on actual data, the province calculates the necessary budget and proposes solutions to mobilize resources. Thanks to the drastic direction and reasonable solutions, Bac Kan aims to complete this task before June 30, 2025, while the initial estimate was to complete it by the end of 2025. Focusing on improving the quality of drafting, promulgating and organizing the implementation of resolutions according to the motto "correct, accurate", meeting the task of local economic development, in 2021, the Provincial Party Committee issued Resolution No. 18-NQ/TU on tourism development for the period 2021-2025, in which investment in transport infrastructure associated with tourism is identified as a key task.

This orientation comes from the potential, strengths and planning of the locality. The resolution has created a "push" for investment capital of more than 5,000 billion VND to build strategic routes, such as: Tourist route from Bac Kan city to Ba Be lake, connecting Na Hang (Tuyen Quang); road surrounding Ba Be lake; Quang Khe-Khang Ninh route; Bang Phuc-Quang Bach; Cho Moi-Bac Kan city expressway... Traffic opens the way for tourism and regional economic connection. Many remote and isolated areas have flourished. The number of investors coming to survey and explore opportunities in Bac Kan has increased.

According to the Bac Kan Provincial Party Committee, in the process of implementing Resolution No. 17, Bac Kan has implemented many policies and guidelines that have had a positive impact on the results of implementing local political tasks through many specialized and breakthrough resolutions. Many creative ways of doing things, good experiences, and new models have been formed and applied back to practice very effectively. Thereby, it is affirmed that improving the quality of building and organizing the implementation of resolutions and directives, all share the "key" to success, which is correct, accurate, and close to reality.

Improve the quality of staff and party members

With Resolution No. 17, Bac Kan Provincial Party Committee directed Party committees and organizations at all levels to focus on improving the quality of cadres, Party members, leaders and managers, especially leaders, to meet the requirements of the 2021-2025 tasks, including performing well the role and responsibility of the leader within the scope of assigned authority according to working regulations and being responsible to the Party committees, authorities, organizations and the law for violations.

As a mountainous locality, Bac Kan has a low proportion of young cadres, female cadres, and ethnic minority cadres. This leads to the structure of gender, age, and ethnicity sometimes and in some places not being guaranteed according to regulations. Based on this reality, Bac Kan Provincial Party Committee issued Project No. 04-DA/TU dated August 12, 2022 on creating a source of young cadres, female cadres, and ethnic minority cadres holding leadership and management positions at all levels.

After more than two years of implementing the project, the proportion of young cadres, female cadres and ethnic minority cadres participating in the Party Committee has increased. In particular, the proportion of female cadres participating in the Party Committee and holding leadership and management positions in Bac Kan is among the highest in the country. The proportion of female cadres participating in the Party Committee for the 2020-2025 term at the commune level is over 23%; at the district level is over 22%; at the provincial level is over 21%. The proportion of female National Assembly deputies is 50%; participating in the Provincial People's Council is 50%; and in the District People's Council is over 28%.

According to the Bac Kan Provincial Party Committee, the proportion of female cadres participating in the Provincial Party Executive Committee increased by more than 7%; the proportion of female cadres participating in the Provincial Standing Committee increased by more than 13%; and the proportion of female cadres participating in the District Party Committee and District Standing Committee increased by nearly 3%. According to Deputy Head of the Organization Department of the Bac Kan Provincial Party Committee Dang Thi Thu Trang, the implementation of Resolution No. 17 has contributed to improving the qualifications, capacity and sense of responsibility among cadres and Party members.

Bac Kan has developed and issued many regulations to quantify the responsibilities of heads and deputy heads of agencies, organizations, units, and localities in performing assigned duties and tasks. Specifically, Regulation No. 1496-QD/TU on the exemplary responsibility of members of the Provincial Party Executive Committee; Directive No. 26-CT/TU on raising the sense of responsibility, public ethics and "Say no to negativity" among cadres, party members, civil servants, and public employees...

Many new approaches have been deployed in the implementation of Party building tasks, including requiring cadres to protect the action program, arranging personnel with a surplus in appointments, organizing political activities with the theme of "self-examination, self-correction"; applying information technology in organizing conferences, opening training classes, and fostering cadres in the form of direct combination with online, connecting from the province to the grassroots;... Recently, the Provincial Party Committee issued Regulation No. 1390-QD/TU on assigning leaders of provincial departments, branches, and sectors to monitor communes, wards, and towns.

Comrade Au Thi Hong Tham, Principal of Bac Kan Provincial Political School, was assigned by the Provincial Party Committee to monitor Dong Thang Commune, Cho Don District. Every month, she directly goes to the locality to disseminate instructions, support the study of political theory, and at the same time mobilize the construction of new rural areas and support the poor. Through practice, she realized that some economic models in the commune still face difficulties because people are not enthusiastic about participating. She reported the situation to the Standing Committee of the Provincial Party Committee, recommending to step up propaganda work so that people can feel secure in using support capital and develop the economy sustainably.

With Regulation No. 1390-QD/TU, for the first time, Bac Kan has assigned department and sector leaders to be in charge of all communes and towns in the area. The officers in charge thus have the opportunity to closely follow the reality, accumulate experience, help the grassroots solve difficult problems, and at the same time be the "extended arm" of the Provincial Party Committee to reflect and propose timely solutions to remove difficulties and shortcomings at the grassroots level.

In 2023, through the vote of confidence for 326 leaders and managers at the provincial, district and equivalent levels, 100% of those voted had a trust and confidence rate of more than 50%; effectively combining three age groups, gradually rejuvenating the staff. Thanks to the implementation of Resolution No. 17, every year 100% of grassroots Party committees are assessed and classified as having fulfilled their tasks well or better; more than 98% of leaders and managers (department heads, deputy department heads and equivalent to provincial level or higher) are classified as having fulfilled their tasks well or better; contributing to promoting the completion of most socio-economic development targets and the implementation of political tasks in localities, agencies and units.

In the new revolutionary period, when the policy of streamlining the apparatus of the political system, operating effectively and efficiently, merging administrative units, organizing two-level local governments comes into practice, requiring higher levels of responsibility and capacity of the team of leaders and managers at all levels. During this time, each Party Committee, leader of an agency, unit, and locality in Bac Kan can re-examine the effectiveness of the resolution implementation; it is an opportunity to demonstrate wisdom and transparency in selecting a team of cadres with sufficient capacity, qualities, and prestige to meet the requirements of the task.
