Son La summarizes 5 years of implementing Resolutions on Party building

NDO - On the afternoon of May 28, the Standing Committee of Son La Provincial Party Committee held a meeting to summarize 5 years of implementing Resolution No. 02-NQ/TU (dated January 21, 2021) on "Improving the leadership capacity and fighting strength of grassroots party organizations in commune, ward and town party committees in association with strengthening the grassroots political system".

On this occasion, the Standing Committee of Son La Provincial Party Committee organized a review of 5 years of implementing Resolution No. 19-NQ/TU (dated November 25, 2021) on "Party development in non-state enterprises and cooperatives in Son La province, period 2021-2025".

After 5 years of implementation, leadership and direction work has been carried out synchronously and drastically. Son La Provincial Party Committee has issued Plan No. 42-KH/TU to concretize Resolution 02.

Party committees and specialized agencies have issued more than 2,000 implementation documents, including 222 plans, 29 directives, resolutions, 60 programs and 35 regulations; 100% of commune-level Party committees have developed plans or action programs to implement the resolutions.

Comrade Lo Minh Hung, Standing Deputy Secretary of Son La Provincial Party Committee, spoke at the Conference to review 5 years of implementing Resolutions on Party building.

One of the bright spots is the proactive participation of agencies, units, and socio-political organizations. In particular, the Son La Provincial Party Committee's Organizing Committee advised on the issuance of Resolution 19 on Party development in the non-state sector; organized the "Excellent Party Cell Secretary" Competition in 2022 with the participation of more than 2,100 Party cell secretaries.

Models such as "Four good Party cells" and "Four good grassroots Party committees" have been widely deployed with 70/328 Party committees and 612/4,102 Party cells under grassroots Party committees registering to implement them.

The Provincial Party Committee's Propaganda and Mass Mobilization Committee organized many practical activities, including the Contest "Learning about the law on implementing democracy at the grassroots level" attracting the participation of many cadres, party members and people.

Delegates attended the Conference summarizing 5 years of implementing the Resolutions on Party building of the Standing Committee of Son La Provincial Party Committee.

The Party Committee of the People's Committee of Son La province directed the construction of many socio -economic development models associated with local characteristics, such as: Building new rural areas in Ngoc Chien, developing forests with fruit trees in Vang Lung, developing Shan Tuyet tea in Ta Xua.

The implementation of the policy of arranging party committee secretaries and chairmen of commune-level people's committees who are not local people has achieved good results.

As of April 2025, 146/200 communes, wards and towns have secretaries who are not local people (reaching 73%), an increase of 73 communes compared to before implementing the plan; 132/200 communes have commune-level People's Committee chairmen who are not local people (reaching 66%).

Comrade Nguyen Thai Hung, Chairman of Son La Provincial People's Council, awarded certificates of merit to the collectives.

The rate of Party cell secretaries who are also village heads or residential group leaders is 98%. The rotation of commune-level cadres has been strengthened, with 546 cadres transferred in 5 years.

Speaking at the conference, comrade Lo Minh Hung, Standing Deputy Secretary of the Son La Provincial Party Committee, commended the results achieved in improving the capacity and fighting strength of grassroots party organizations and developing the party in the non-state sector.

Comrade Lo Minh Hung emphasized that in the coming time, Son La province needs to continue to consolidate and improve the quality of grassroots party organizations and party members, especially in the context of shifting to a two-level local government model.

Individuals with achievements in implementing resolutions received certificates of merit from the Standing Committee of Son La Provincial Party Committee.

The province will effectively apply lessons from Resolution 02 to implement Plan 133-KH/TU on building party organizations and improving the quality of party members; promote party development in enterprises and cooperatives as a foundation for private economic development in the spirit of Resolution 68-NQ/TW of the Politburo.

Resolution 02 will be replaced by a new resolution for the 2025-2030 period, in line with the two-level government model and the effective implementation of Resolution 21-NQ/TW of the Central Committee.

On this occasion, the Standing Committee of Son La Provincial Party Committee also awarded certificates of merit to 24 collectives and 25 individuals with outstanding achievements in implementing the above two resolutions.
