After nearly 5 years of implementation, the province has helped thousands of households improve their orange gardens, increase production efficiency, improve income, and contribute to shifting the agricultural economic structure towards sustainability.
Resolution 58 of the Provincial People's Council was issued in 2020, accordingly, households registering to participate in the renovation of mixed gardens will be able to borrow 30 million VND, participating in the sustainable development of orange trees will be able to borrow 60 million VND/ha and the province will support 100% of the interest rate within 30 months. In order for policy capital to reach the people in a timely manner, the Provincial Social Policy Bank coordinates with local Party committees and authorities to actively propagate and create the most favorable conditions for subjects to access capital.
Deputy Director of the Provincial Social Policy Bank Vu Tuan Anh said: During the implementation process, bank staff regularly coordinated with local Party committees and authorities to review and supplement policy beneficiaries. At the same time, they grasped the situation of management and use of loan capital and made proposals and recommendations for timely handling, contributing to improving the efficiency of capital sources. The family of Mr. Nong Van Khien, Gian Thuong village, Tien Kieu commune, Bac Quang district has a 1.5-hectare orange garden that is more than seven years old. In 2024, he was able to borrow 90 million VND in policy capital for sustainable development of pomelo trees.
“Thanks to the capital, my family was able to renovate the orange garden, buy fertilizer, invest in a modern irrigation system, prune branches, and build roads within the garden. After the renovation, the orange trees grew and developed well, with beautiful and uniform fruit. The 2024-2025 orange crop year has an average yield of 115 quintals/ha, an increase of about 5 quintals/ha compared to before, and the selling price also reached an average of about 10,000 VND/kg, an increase of about 3,000 VND compared to previous years,” Mr. Khien happily said. Tien Kieu is a key orange growing commune in Bac Quang district. Previously, the commune had more than 1,100 hectares of oranges, but in recent years, the orange trees have deteriorated and become infected with diseases, so now there are only more than 460 hectares left.
One of the reasons is that people do not care about investing and taking care of oranges according to the right techniques after many years of harvesting. Chairman of Tien Kieu Commune People's Committee Ly Van Thang shared: The province's policy of supporting people to borrow capital is very timely, helping many households have resources to renovate orange gardens, avoiding degeneration and disease. Currently, the commune has many households borrowing policy capital, the total area of renovated oranges is 145 hectares of oranges. Also in Gian Thuong village, in 2024, Mr. Dang Van Quy borrowed 30 million VND to renovate a mixed garden; his family was helped by commune officials to re-plan the garden, clearly defining the direction of production and livestock farming.
With the savings of many years and bank loans, Mr. Quy invested in renovating the vegetable garden to ensure the family's need for green vegetables; bought breeding animals, built barns to raise chickens, ducks, black pigs, and fish ponds. He said that his family's circumstances were difficult, he had no capital, and wanted to develop the economy but did not know where to start. Thanks to the local government's guidance and additional policy capital, his family had the conditions to develop, and now they have ensured a source of green vegetables for daily use and have additional income from raising livestock.
From 2021-2024, Ha Giang has 3,896 poor and near-poor households receiving loans from the social policy bank to renovate mixed gardens with an amount of more than 116 billion VND, of which, outstanding loans are more than 67 billion VND/2,304 households. In addition, 400 households received loans to renovate orange gardens, with an amount of nearly 40 billion VND; the area of orange trees receiving loans for renovation is more than 633 hectares; outstanding loans for sustainable development of pomelo trees are currently more than 28 billion VND/322 households...
According to local assessments, most households that received loans used them for the right purposes, initially achieving economic efficiency. Specifically, nearly 80% of households that borrowed money to renovate mixed gardens had income from their gardens reaching nearly 19 million VND/year, double the amount before the garden was renovated. People in orange growing areas who had access to policy capital invested in fertilizers according to technical procedures, invested in pesticides, labels, improved their gardens and promoted their products.
Most of the orange gardens that received loans for renovation ensured that the orange trees grew and developed well; the average yield reached 11.5 tons/ha, an increase of 5 tons/ha or more compared to before. Thereby, people in the highlands have access to policy capital, helping to change their thinking, production methods, and increase their income. This is the result of close coordination between local authorities and banks in deploying entrusted capital to implement policies to support people in economic development, hunger eradication, and poverty reduction.
