Cao Bang develops rural transport

In recent years, thanks to the investment attention of the State and the joint efforts of the people, the rural traffic system of Cao Bang province has been gradually expanded and upgraded.

Concrete roads reaching remote villages facilitate travel and open up opportunities for production development and improving the lives of ethnic minorities.

Realizing the strategic role of rural transport infrastructure, in recent years, Cao Bang province has resolutely implemented the Rural Transport Development Project for the 2021-2025 period; gradually mobilizing resources to build and expand rural transport routes, creating a premise for socio -economic development and new rural construction.

TRAFFIC OPENS, ECONOMY PROSPERS

Currently, the province only has road transport, of which the rural transport system accounts for more than 6,674 km, connecting communes and hamlets in remote areas. According to the Rural Transport Development Project for the period 2021-2025, the province sets the target: Hardening 85% of the length of district, commune and hamlet roads; building 50 community bridges and hardening 100% of roads to commune centers. After nearly 5 years of implementation, the results achieved are: 548/561 km of district roads were renovated, reaching nearly 98% of the plan; commune roads exceeded the target by more than 79%; 64 new community bridges were built, exceeding 49.5% of the plan.

In particular, nearly 94% of communes have paved roads to the center, contributing to gradually eliminating regional differences, creating favorable conditions for production and circulation of goods. Vice Chairman of Bao Lac District People's Committee Hoang Van Cuong shared that the transport system is a key driving force for socio-economic development. In 2024, with efforts to mobilize resources, the district invested 139 billion VND to implement 66 transport projects, focusing on key connecting routes, isolated areas, and high-risk areas due to natural disasters. Not only Bao Lac, in the period of 2021-2025, Quang Hoa district also achieved remarkable results, investing more than 856 billion VND to build rural traffic routes, completing and exceeding the set target. The system of commune roads, hamlets, and people's bridges has been synchronously renovated to create a smooth transport network, actively contributing to the socio-economic development of rural areas of the province.

People are united, village is warm and prosperous

A bright spot in rural traffic construction in Cao Bang is the consensus and active participation of the people. In Dao Ngan commune, Ha Quang district, the movement of donating land to build roads has received the consensus and active response of the people. Mr. Phan Van Hiem, Ban Ha hamlet, Ngoc Dao commune shared that his family donated more than 600 square meters of land to build roads. After completion, there will be a new, beautiful, and wide road; people will be able to travel and transport goods and production materials conveniently; goods will be sold at good prices, and everyone in the hamlet will be happy. From 2014 to now, Dao Ngan commune has mobilized people to donate more than 2.6 hectares of land and thousands of working days to open 18 roads with a total length of more than 10 km.

Thanks to good mass mobilization work, transparency in policies and the pioneering of cadres and party members, the movement has spread strongly, becoming a premise to promote the criteria for building new rural areas. The spirit of "State and people working together" not only saves the budget but also creates cohesion and responsibility between the government and people in maintaining the works. Besides positive results, rural transport development in Cao Bang still faces many difficulties such as rugged terrain, harsh climate, frequent natural disasters (flash floods, landslides) ... causing many roads to be severely damaged.

Notably, in 2024, after the circulation of storm No. 3, there were more than 6,500 landslides on traffic routes in Bao Lac district, causing estimated damage of more than 200 billion VND. The arrangement and allocation of capital is still slow, many projects are stuck in legal procedures, and the conversion of forest land is prolonged, causing disbursement to stagnate. In some poor communes with sparse population such as Bao Lam and Bao Lac, people have difficulty in contributing counterpart funds, affecting construction progress. The capacity of commune-level investors is still weak, lacking specialized staff in project management, leading to uneven construction quality.

Chairman of the People's Committee of Quang Hoa district, Vu Anh Tuan, suggested that the province should pay attention to organizing training for commune-level officials on project establishment, investment management, bidding and disbursement. At the same time, it is proposed to increase the level of cement support and increase the cost of commune road maintenance to 8 million VND/km to ensure regular and timely repairs. In the coming time, Cao Bang province will continue to consider and develop the Rural Transport Development Project for the period 2025-2030, focusing on planning associated with production needs and regional development.

In addition, the locality actively mobilizes contributions from the people, integrates capital from the Central, local, international organizations and enterprises to increase investment resources to build rural traffic routes. Rural traffic is not only wide, flat roads but also a way to bring knowledge, health care and commerce closer to the people in the highlands. The efforts of the Party Committee, government and people of Cao Bang in developing rural traffic are gradually narrowing the regional gap, facilitating socio-economic development and gradually realizing the dream of building a new model, sustainable rural area.
