Meeting the source of earth filling materials for constructions and projects

Demand for materials is increasing

The Tuyen Quang Provincial General Hospital construction project is located in Luong Vuong Commune ( Tuyen Quang City) with a total construction area of about 13.8 hectares; total investment of 1,796.7 billion VND from the central budget and local budget. The hospital has a scale of 1,000 beds, including all items according to the standards of a grade I provincial general hospital.

Comrade Pham Quoc Chuong, member of the Provincial Party Committee, Director of the Department of Construction, and Project Investor, said that as one of the 11 key projects of the province, the construction scale is large, so the demand for materials is very high. Just counting the land alone, it is estimated that about 500,000 m3 is needed to serve the embankment and construction roads. Currently, the licensed mines serving the project can only meet over 400,000 m3, still lacking over 60,000 m3 of embankment. The difficult supply of embankment has caused the items of leveling the ground, traffic roads, and transportation of materials under the bidding packages No. 14 and 15 to be delayed, affecting the overall progress of the project and the bidding packages.

At package 19 of the Tuyen Quang - Ha Giang Expressway Project (from km 0 to km 23) in Chan Son and Lang Quan communes (Yen Son), the demand for materials for site leveling and construction is causing headaches for contractors. Mr. Nhu Xuan Hai, Deputy Site Commander of package 19, shared that to meet the needs of site leveling and raising the foundation at some points on the route, the project needs about 1 million ^m3 of fill, not including the amount of soil that can be transferred from the surplus to fill the shortage in the package.

The Tuyen Quang General Hospital construction project is lacking land for filling and leveling.

The contractor proposed two options, one of which was to survey locations near the project to request adjustments to expand and put into operation to avoid increasing investment costs; the second option was to transfer from a bid package with excess land in the route to supplement, however, this option would greatly increase costs for the contractor - Deputy Site Commander of bid package 19 Nhu Xuan Hai affirmed.

Large projects, small-scale projects, projects with non-budgetary investment capital have a huge demand for construction materials, especially for earth fill, such as sub-projects of large projects such as: Resettlement project of Tuyen Quang - Ha Giang Expressway Project in Yen Son and Ham Yen districts; construction projects serving socio-economic development...

According to construction experts, demand for materials will continue to increase as projects are being built on an increasingly large scale.

Removing difficulties, meeting material sources for construction

Comrade Pham Manh Duyet, member of the Provincial Party Committee, Director of the Department of Natural Resources and Environment, said that implementing the direction of the Provincial People's Committee in Document No. 5180/UBND-KT dated October 18, 2023 on strengthening the management, survey, licensing, exploitation and use of common construction materials, on April 8, the Department issued Document No. 722/STNMT-KS on the supply of filling materials for key projects and works in the area. The Department has reviewed mineral exploitation projects with soil and rock as materials to supply to key projects and works in the area.

As of the end of March 2024, the province has 8 mines of soil and rock for filling materials that are still in exploitation with a total remaining reserve of 1.2 billion ^m3 , a total exploitation capacity of 513.8 thousand m3/year. It is expected that in 2024 and the coming time, new mineral mines will be granted and waste and excess soil and rock from 15 projects will be used as filling materials, with a total reserve of about 18 million ^m3 .

Hong Phat Investment Joint Stock Company (Chiem Hoa) leveled the ground to build a high-tech pig breeding project in Dien village, Nhan Ly commune (Chiem Hoa).

In the land use planning of districts and cities for the period 2021 - 2030, approved by the Provincial People's Committee, the areas designated for exploitation of fill soil in the province are also identified as 76 areas/618.98 ha. Of which, Tuyen Quang city has 5 areas/108.06 ha; Son Duong district has 17 areas/146.06 ha; Yen Son district has 23 areas/174.16 ha; Ham Yen district has 16 areas/160.2 ha...

Comrade Pham Manh Duyet, Director of the Department of Natural Resources and Environment, affirmed that, with its functions and tasks, the Department will continue to coordinate with relevant agencies to propose the Provincial People's Committee to auction new mineral mines when qualified. Urge mineral exploitation project owners to consider the possibility of increasing the scale of the project (such as: increasing mining and processing capacity according to the construction progress, diversifying products in a project...).

For key projects, departments, branches, project management agencies, and People's Committees of districts and cities promptly synthesize the demand for land and rock as filling materials to comply with the provisions of the law on minerals, ensuring sufficient supply for projects and works.
