In recent years, the e-commerce market in the province has developed rapidly from Lang Son city to districts and commune centers. On the one hand, the province has created favorable conditions to attract large retail enterprises to invest in infrastructure, open supermarkets and chain stores; on the other hand, the province has paid attention to attracting investment in building new and upgrading rural e-commerce markets. Accordingly, sectors, districts and cities have effectively exploited resources to develop e-commerce markets, especially rural e-commerce markets, to create synchronous development.
Infrastructure investment
In order to create synchronous development of e-commerce, the industry and trade sector has effectively implemented criterion No. 7 in the National Target Program on New Rural Development on rural e-commerce infrastructure. Recently, the Department of Industry and Trade has issued documents to the People's Committees of districts and cities to guide the implementation. At the same time, the department has arranged investment resources; promoted investment attraction, created conditions for businesses to implement projects to build markets, convenience stores, self-service stores... in rural areas. By the end of 2024, the whole province will have 168/175 communes meeting criterion No. 7 on rural e-commerce infrastructure (accounting for 96%). In particular, the most important thing is that the infrastructure of traditional markets has been invested in, newly built, repaired and upgraded, meeting the trading needs of the people.
Mr. Nong Minh Truong, Vice Chairman of the People's Committee of Hong Phong Commune, Binh Gia District, said: In the commune, there is Van Mich market, which attracts a large number of people and traders to buy, sell and exchange goods. Previously, with poor infrastructure, the market did not meet the trading needs of the people. Faced with that reality, in 2023, Van Mich market was allocated investment resources from the State budget with a cost of 800 million VND for renovation and upgrading. Currently, the market has full infrastructure such as parking lots, toilets, fire prevention and fighting equipment, etc., thereby helping the commune achieve criterion No. 7 in building new rural areas and better serve the trading needs of the people.
According to data from the industry and trade sector, in the period of 2021 - 2025, 38/82 markets (accounting for 46%) in the province were upgraded, renovated, and newly built with a total cost of over 176 billion VND (of which the State budget invested over 92.8 billion VND; enterprises and cooperatives invested 83.2 billion VND), contributing significantly to the development of the rural market system. Currently, the whole province has 82 traditional markets, including 2 class 1 markets, 11 class 2 markets and 69 class 3 markets.
Along with the development of essential markets and shopping malls in rural areas, in recent times, modern shopping malls in urban areas and district centers have also attracted investment. From 2018 to present, the provincial authorities and sectors have made about 70 working trips to visit and work directly with foreign investors, organizations, large domestic and international corporations to call for investment in Lang Son. Thanks to that, many businesses and investors have come to learn about and implement projects in the province, notably the "big guys" in the field of trade and services such as: VinGroup ; MasanGroup...
Mr. Dang Van Dung, Manager of WinMart+ system in Lang Son said: In 2018, WinMart+ opened its first store in Lang Son city. After that, we quickly developed 14 more stores in the city and Loc Binh and Cao Loc districts. Currently, Masan Group plans to continue investing about 25 - 30 billion VND to open 14 - 15 more WinMart+ convenience stores. We have conducted surveys, selected locations and set a goal that by the end of 2025, WinMart+ will be present in all districts in the province.
In addition to WinMart+, the province also has the presence of many supermarkets and large chain stores such as Dien May Xanh, Mediamart... thereby contributing to the development of the province's modern e-commerce system. If before 2014, the province only had 2 supermarkets, now the whole province has 3 shopping centers, 9 large supermarkets in operation and a series of retail chains, convenience stores... In particular, according to information from the industry and trade sector, currently, Central Retail Group, the owner of Big C supermarket and GO! supermarket, is also interested in and researching investment in Lang Son, promising to continue to create strong development in the province's e-commerce system.
Change management model
Along with attracting investment and developing e-commerce infrastructure in terms of "hardware", the province also pays attention to and creates conditions for businesses and economic organizations to develop commercial technology infrastructure such as for modern trade, investing in applying technology to business activities, applying e-commerce... or for traditional trade, transforming the market management model.
On September 27, 2021, the Provincial People's Committee issued Plan No. 192/KH-UBND to implement Resolution No. 36-NQ/TU dated June 25, 2021 on developing trade and services in Lang Son province to 2025, with a vision to 2030. It clearly states the goals for the trade sector: total retail turnover of goods and consumer service revenue increases by an average of 9.04%/year; total import and export turnover of goods through the province increases by an average of 18.8%/year. Build and renovate over 20 markets, 3 shopping centers, 5 supermarkets, 1 trade fair and exhibition center in Lang Son city, 1 logistics service center. Promote the widespread application of e-commerce, striving to have over 50% of urban residents shopping online... |
For example, from 2020 to present, on average each year, the Department of Industry and Trade coordinates with relevant units to organize 2-3 training conferences, foster knowledge and skills in applying e-commerce for about 200 enterprises, cooperatives, and business households; support 5-6 enterprises to apply accounting software, industry management...; encourage enterprises to proactively approach, apply technology, and develop e-commerce in business.
Mr. Tran The Kien, Director of Thien Phu Trading and Construction Company Limited (Lang Son city) shared: In 2022, the company was supported by the Department of Industry and Trade with the One SME application suite (software supporting digital transformation for small and medium enterprises) with many features such as managing sales activities on an electronic platform; implementing electronic invoices... thanks to which, business administration is modernized, saving time and effort. In addition, the company also proactively develops business on e-commerce. Notably, in 2024, the company researched the process of preserving roast duck and put the product on promotion and sale on the website, TikTok e-commerce platform. Currently, on average, the company cooperates with famous roast duck stores in Lang Son to sell about 2,000 roast ducks to the market every day.
For traditional trade, to increase the efficiency of market operations, the provincial authorities have encouraged and supported enterprises and cooperatives to implement investment projects to build and transform market management models. Up to now, in the province, 31/82 markets are managed, exploited and invested in by enterprises and cooperatives. The markets have not only been renovated and upgraded in infrastructure but also "put on a new coat" in the way they operate and do business such as: having locations for sale according to each product line; having market regulations and rental price plans for business locations; ensuring waste collection and market environmental sanitation... thereby helping traditional markets maintain effective operations, affirming their role as the main shopping and goods exchange channel for people in rural areas.
With a synchronous and modern e-commerce system, in recent years, the province's trade sector has always maintained stable development and has grown year by year. According to statistics from the industry and trade sector, the average total retail sales of goods and consumer services in the period of 2020 - 2024 increased by more than 15% annually. For example, in 2023, the total retail sales of goods and consumer services reached VND 35,128 billion, an increase of 27% over the same period in 2022; in 2024, it reached VND 37,392 billion, an increase of 13% over the same period in 2023. In 2025, the growth momentum continued with the total retail sales of goods in the first 4 months of the year estimated at VND 12,616.6 billion, an increase of 16.23% over the same period in 2024.
Mr. Lieu Anh Minh, Deputy Director of the Department of Industry and Trade, said: Currently, Lang Son is among the top provinces in the Northern midland and mountainous region with a newly renovated and upgraded rural market system, thereby contributing to creating synchronous development. In the coming time, the Department will continue to advise the Provincial People's Committee to effectively implement Resolution No. 36 dated June 25, 2021 of the Provincial Party Standing Committee on developing trade and services in Lang Son province to 2025, with a vision to 2030; focusing on developing domestic trade, promoting the development of service industries based on digital technology platforms; continuing to accompany businesses to promptly remove difficulties and obstacles, creating a favorable business environment... gradually realizing the goal of making trade and services a key economic sector, creating a driving force for the overall economic growth and development of the province.
It can be seen that the synchronous and modern development of e-commerce has truly become a "lever" to create breakthrough growth in the field of trade and services, thereby contributing significantly to the overall economic picture with bright colors of Lang Son province in recent times.
