PPP Investment - A new wind "blowing" into Quang Ninh

Thanks to the methodical approach, fundamental and specific solutions in each area and each project, in recent times, Quang Ninh has achieved many important results in attracting businesses and FDI capital into the province. In particular, investment in the form of PPP is like a new wind that quickly spreads throughout the political system and business community in the area.

New wind changes provincial infrastructure

To promote resource mobilization, in addition to the State budget, Quang Ninh province has boldly applied the conversion of investment forms through piloting public-private partnership (PPP) models in many fields.

Since 2012, the province has identified transport infrastructure as a bottleneck to local development. Infrastructure construction and development is identified as one of three breakthroughs in socio -economic development.

Quang Ninh has had creative ways and flexibly applied policy mechanisms to attract investment resources for infrastructure. This is the first and only locality in the country to be assigned by the Prime Minister as the competent state agency for investment and management of highways and airports under the PPP model.

One of the projects bearing the mark of private investment is Van Don International Airport. This project has a total investment capital of 7,463 billion VND, of which 734 billion VND is from the Quang Ninh provincial budget, the remaining 6,729 billion VND is from the investor. This is the first international airport in the country invested by the private sector, completed after more than two years of construction and investment under the BOT form with a synchronous, modern design, shared by civil and military use.

This is also a level 4E airport (according to the standard code of the International Civil Aviation Organization - ICAO), a level II military airport, capable of receiving all types of modern aircraft such as Boeing 787, 777 and Airbus A350, A320; the terminal capacity in phase one is 2.5 million passengers/year.

Another key project is Ha Long International Passenger Port - the first specialized passenger port in Vietnam that can simultaneously receive two large passenger ships with a tonnage of up to 225,000GT, carrying up to 8,400 passengers and crew.

Ha Long International Passenger Port has created favorable conditions for international passenger ships to come to Ha Long without having to go through transit, ensuring safety for tourists.

Regarding road infrastructure, Quang Ninh is one of the provinces with the longest highways in Vietnam with a total length of nearly 100km up to this point.

The routes clearly demonstrate their role in connecting, shortening travel time, closely linking economic zones, northern growth poles and international airports including: Noi Bai (Hanoi) - Cat Bi (Hai Phong) - Van Don (Quang Ninh). In addition to attracting resources for key transport projects, Quang Ninh has attracted resources from large investors to invest in tourism and urban infrastructure.

A series of international-class resorts and hotels have been completed such as Ocean Park; Vinpearl Ha Long Bay Resort; FLC Group's resort complex; Tuan Chau Island tourist area, Tuan Chau port; Vincom, BigC, Mega Market shopping centers; Ha Long Star golf course...

In addition, many model urban areas are planned synchronously such as Vinhomes Urban Area, Cap Be Island Eastern Urban Area, Hung Thang Urban Area... contributing to creating a modern and civilized Ha Long city.

This approach has created dynamic, modern, international-scale infrastructure projects such as highway systems, airports, specialized passenger ports, and modern, world-class entertainment services, creating a huge ripple effect.

The PPP "wind" in the fields of transport infrastructure, urban areas, tourism, services... deployed by Quang Ninh has spread, opening up new development opportunities not only for the province, but also for the entire key economic region of the North.

Take public investment to lead private investment

Investing in new infrastructure in the form of PPP helps Quang Ninh increase its opportunities to attract more investors and set aside a significant amount of money for investment in other infrastructure, helping to promote comprehensive growth, shift the economic structure in a reasonable, modern, effective direction and associated with innovation in the growth model, transforming the development method from "brown" to "green".

PPP in Quang Ninh has solved the problem of capital, post-investment project management, improved the efficiency of budget capital, avoided public debt, relieved the "thirst" for infrastructure, relieved investors' concerns when coming to an area with great potential for exploitation in the fields of tourism, services, seaport economy, border trade...

The lessons that Quang Ninh has gained in using public investment to lead private investment, as well as many other successes, are derived from the innovative thinking, creativity and action of local Party committees and authorities.

The resources that Quang Ninh focuses on to unlock are not money, the central budget for investment and support, but innovation from the stage of issuing resolutions, instructions, specific plans, combined with inspection, supervision, periodic assessment of effectiveness, causes, limitations, solutions, promoting effective production models. Proactively propose policies and mechanisms to take into account specific characteristics, shift economic structure, implement many solutions to increase budget revenue, promote and improve the investment environment, support the settlement of investment procedures quickly...
