On the morning of October 27, the 4th session of the Lam Dong Provincial People's Council, term X, 2021-2026, voted to pass a Resolution on stopping the investment policy of the Phan Thiet Airport Construction Investment Project (formerly Binh Thuan province) - civil aviation category under the PPP method (BOT contract type).
The Phan Thiet airport project was approved by the People's Committee of Binh Thuan province (old) in 2014, with a total investment of more than 1,693 billion VND, level 4C scale, implemented under the PPP method (BOT contract), belonging to project group A. After 9 years, the project still cannot be implemented due to slow site clearance, failure to select investors, and changes in the project's model and technical standards compared to the new planning.
By 2025, the Government decided to adjust the planning to become a 4E-class domestic airport, shared between civil and military use. Phan Thiet airport is no longer suitable for the BOT contract investment method in terms of legal basis as well as national aviation infrastructure planning. Therefore, along with terminating the project investment under the BOT contract, Lam Dong province, following the direction of the Government, will adjust the investment policy according to the Investment Law, ensuring consistency with the planning, mechanism and new management authority after the administrative boundary merger.
Regarding this project, in August 2025, Lam Dong Provincial People's Committee assigned relevant departments and branches to urgently study and appraise the investment proposal for the civil aviation project at Phan Thiet airport of Sun Airport Joint Stock Company - a member of Sun Group . Specifically, the Department of Finance was assigned to preside over and coordinate with the Department of Construction, the Department of Agriculture and Environment and relevant agencies to review, organize the appraisal of the report, and advise the Provincial People's Committee to consider the investor's proposal. Previously, on July 15, this enterprise sent an official document to Lam Dong province regarding its wish to participate in investing in the civil project of Phan Thiet airport.
Phan Thiet Airport is a combined military-civil aviation project, located in Mui Ne Ward (formerly Thien Nghiep Commune), about 15 km from the center of Phan Thiet City (formerly Binh Thuan). The total project area is about 543 hectares, built according to 4E airport standards, with a 3,050 m long runway, allowing the reception of narrow-body aircraft such as Airbus A320, A321.
To date, the military phase of the airport has been completed and put into operation since early 2024. The civil component is expected to start construction at the end of this year and be completed within a year, with a designed capacity of about 2 million passengers and 10,000 tons of cargo per year. According to the plan, Phan Thiet airport will operate domestic flights connecting to Ho Chi Minh City, Hanoi, Da Nang, Phu Quoc, Cam Ranh, Van Don..., contributing to expanding the air traffic network of the South Central Coast region.
Along with the Resolution on stopping the investment policy of Phan Thiet airport under the BOT contract, preparing investment procedures according to the Law on Public Investment, Lam Dong Provincial People's Council also passed 12 other Resolutions, including: supplementing the local budget revenue and expenditure estimates for additional central budget items with targets for 2025; Resolution on the List of land plots to conduct bidding to select investors to implement investment projects using land in Lam Dong province (phase 2); Resolution regulating the authority to decide on approving tasks and budget estimates for purchasing, repairing, renovating, upgrading assets, equipment; renting goods and services; repairing, renovating, upgrading, expanding, and constructing new construction items in invested construction projects of agencies,
units under the management of Lam Dong province...
