The reasons for the slow disbursement of capital sources given by investors are that the issue of site clearance is still stuck, there is a lack of raw materials and materials for construction, especially for large projects and key projects; the proposal of capital needs for some projects is not close to reality, leading to not fully using the assigned medium-term capital plan for the period 2021 - 2025; stopping some ineffective projects to save money, avoid waste and the subjective reason is that investors have not closely followed the construction site, closely supervised contractors in terms of time, construction machinery, etc.

However, the disbursement of public investment capital in the coming time will have many changes because up to 15 - 4 provinces have 54 completed projects that have not yet approved the final settlement. Accordingly, 4 projects have been finalized; 3 projects are being audited; 47 projects are completing the final settlement submission documents. 26 projects will be transferred to be completed in 2025, so far 5 projects have been completed, organized for acceptance and handover for use, including: My Lam Mineral Spring Hospital; Tuyen Quang Province Drug Rehabilitation Center; Renovation and upgrading of Ham Yen District Martyrs' Cemetery; Emergency evacuation project from the especially difficult and dangerous natural disaster areas of Khau Tinh and Tat Ke villages, Khau Tinh commune (Na Hang); Rural traffic routes to concentrated agricultural production areas combined with eco-tourism development in Ban Bung village, Thanh Tuong commune, Na Hang district; 21 projects are under construction, but many investors and contractors are not determined.

Focus on construction of key projects

The Tuyen Quang - Ha Giang Expressway project, phase I, is being constructed at double or triple the pace of previous months. Mr. Nguyen Thien Tuyen, Director of the Provincial Traffic Project Management Board, said: Currently, the entire route is implementing more than 104 construction teams with nearly 800 machines and equipment for construction. The total implementation value is over 1,555/4,789 billion VND, reaching 32.47% of the contract value. The basic bidding packages have met the disbursement schedule. However, the progress of some construction contractors is still slow compared to the requirements. The Board is urgently coordinating with the districts to complete the site clearance of about 0.3 km of branch routes to soon hand over to the construction contractor; urging the consulting contractor to speed up the progress of preparing and submitting for appraisal and approval of project adjustments to be completed in April 2025; Urge contractors to concentrate workers and construction machines to organize "3 shifts, 4 crews" to speed up construction progress.

In package 24, the bridge construction on the route is carried out by the Joint Venture of Deo Ca Group Joint Stock Company - Bridge Construction Joint Stock Company 7. The cumulative construction value reached over 336/732.5 billion VND, reaching 45.86% of the contract value, basically meeting the schedule. Mr. Le Duc Tranh, Director of the Executive Board, Deo Ca Group affirmed: The unit is in charge of the construction of package 24, worth 720 billion VND. To ensure the committed schedule and in the spirit of the Prime Minister's call for a peak emulation campaign "500 days and nights to complete 3,000 km of expressway", the construction unit has come up with plans for overtime and extra shifts. Currently, the unit has 100% of the bridge construction site and deployed 20 construction teams. At each bridge point, the unit also divided into 2 or 3 construction teams to speed up progress with a total of 700 workers and 200 pieces of equipment and machinery.

The Provincial General Hospital project has a scale of 1,000 beds, including all items according to the standards of a grade I provincial general hospital. The hospital is expected to complete phase 1 in the fourth quarter of 2025. The total capital allocated for the project is 1,200 billion VND; disbursed 762.69 billion VND, reaching 63.6% of the plan, of which in 2025, 15.091/444.3 billion VND was disbursed, reaching 3.4% of the assigned capital plan; 437.3 billion VND has not been disbursed. Mr. Tran Viet Hung, Deputy Director of the Department of Construction, the investor, raised the problem that the project is still short of about 30,000 m3 of fill soil for site leveling; The geological layer in the construction area of ​​pile driving for the outpatient and emergency treatment building and the technical building is very complicated, with the appearance of Karst caves and weak geological phenomena, so when implementing mass pile driving construction, many difficulties were encountered, and construction had to be continuously stopped for relevant units to evaluate and propose solutions to handle the scene, which affected the construction progress... Therefore, the unit is coordinating with the provincial departments and branches to take steps to remove obstacles to ensure progress.

Ensuring the disbursement of all capital of over 300 billion VND to invest in the construction of the Bridge and the bypass of Son Duong town from Km 183 QL37 through Tan Ky and Tan Phuc residential groups via National Highway 2C to Km 188 QL37, Dang Chau residential group, Son Duong district, contractors are focusing on constructing the final items. Investors closely follow the site, for the key project Tuyen Quang - Ha Giang Expressway, if necessary, the volume will be transferred to contractors who do not have enough capacity; the Provincial Traffic Project Management Board coordinated with the Provincial People's Committee Office to install a camera system along the construction route of Tuyen Quang - Ha Giang Expressway to carry out construction management. The Chairman of the Provincial People's Committee emphasized: Any investors and contractors with weak capacity will be resolutely handled, not to avoid responsibility and leave work behind.
