In the context that the entire Party, people and army are stepping up the implementation of the Resolution of the 13th National Party Congress, the work of building and rectifying the Party and the political system is identified as a key task, of decisive significance to the sustainable development of the country. The innovation and arrangement of the political system apparatus to be streamlined and operate effectively and efficiently has been a major and consistent policy of our Party over the past many terms.
Based on the summary of the practical implementation of the two-level local government model (province - district; city - district) and the organization of the apparatus in the entire political system, on September 26, 2025, the Politburo and the Secretariat issued Conclusion No. 195-KL/TW on "The situation and results of the operation of the apparatus of the political system and two-level local government" .
Conclusion 195-KL/TW affirms the achieved results, points out the shortcomings and limitations, and at the same time orients the key tasks and solutions in the coming time. This is a document with comprehensive and profound guidance to continue to concretize the Party's policy on streamlining the apparatus to be lean and effective, meeting the requirements of the period of promoting industrialization, modernization and international integration.
After a period of implementing the Central Government's policy on organizational innovation, localities and units have achieved many important results:
Regarding the organization and two-level government model: Many localities have proactively arranged and improved their apparatus in a streamlined manner, reducing intermediary units, and linking the responsibility of the head to the results of task implementation. The activities of provincial and district governments have been gradually adjusted, clearly defining functions, tasks, and powers, avoiding overlap. Some pilot models of merging commune-level administrative units and specialized agencies have promoted efficiency, saved budget, and improved management capacity.
Regarding the staff, civil servants and public employees: The streamlining of the payroll is implemented seriously and synchronously with the organization arrangement, contributing to improving the quality of the staff and building a service-oriented administration. The staff is basically stable, with peace of mind at work and a sense of responsibility to serve the people is promoted. The work of training, fostering, planning and rotating staff is given attention, in line with the requirements of the two-level government model.
Regarding administrative reform and digital transformation: Localities promote the application of information technology, build e-government, digital government, towards serving people and businesses more effectively. Administrative procedures are reduced, work processing is transparent, quick, limiting paperwork and unnecessary meetings.
Regarding socio- economics and national defense and security: The streamlined organizational structure has created favorable conditions for resource mobilization, promoting socio-economic development, and ensuring security and order at the grassroots level. Mass mobilization and dialogue with the people have been enhanced, contributing to consolidating people's trust in the leadership of the Party and State.
In addition to the achieved results, Conclusion No. 195-KL/TW also pointed out a number of shortcomings and limitations that need to be addressed: In some localities, the implementation of the two-level government model is still confusing and inconsistent; in some places, the functions and tasks between government levels are not clearly defined. A number of cadres and civil servants are still apprehensive and not really confident in the process of arranging and streamlining the payroll. Guidance, inspection and supervision of the implementation of policies are not yet synchronous; the settlement of regimes and policies for redundant cadres is still slow. Some localities have not yet properly implemented the payment schedule for retirees and those who quit their jobs before August 31, 2025. The leadership and management capacity of some Party committees and authorities is still limited, not keeping up with the requirements of digital transformation and modern state management.
To continue promoting the achieved results and overcoming shortcomings and limitations, the Politburo and the Secretariat require all levels and sectors to focus on implementing well the following key tasks:
Continue to thoroughly grasp and seriously implement the Party's policies on reorganizing the political system: Strengthen propaganda work, create high unity in the awareness and actions of cadres, party members, civil servants and public employees. Party committees at all levels must consider this a regular political task, associated with the work of building and rectifying the Party, building an honest and effective government.
Perfecting the two-level local government organization model: Reviewing and adjusting the functions, tasks, and powers between provincial and district governments, ensuring no overlapping or omission of tasks. Continuing to streamline focal points, reducing intermediate levels, and enhancing the initiative and self-responsibility of each level and each sector.
Implement policies well for cadres, civil servants, public employees, and workers: Organize full and timely payment of regimes and policies for cadres, civil servants, and public employees who retire or quit their jobs before August 31, 2025, to be completed before October 15, 2025. Pay attention to arranging and assigning suitable jobs for those who continue to work; encourage young, capable, and prestigious cadres to participate in leadership and management.
Promote administrative reform and digital transformation: Innovate the working methods of state administrative agencies; strongly apply information technology, deploy online public services throughout the process. Reduce meetings and formal reports; increase work settlement through the electronic environment; improve the satisfaction index of people and businesses.
Strengthening inspection, supervision and summarizing practices: Party committees at all levels, inspection committees, organizing committees and relevant agencies need to proactively inspect, guide and remove difficulties for the grassroots. Timely summarize and evaluate results, replicate good models and good practices; at the same time, strictly handle places that are slow to implement and irresponsible.
Conclusion No. 195-KL/TW of the Politburo and Secretariat is an important document, demonstrating the close and decisive direction of the Party Central Committee on the work of arranging and perfecting the organization of the political system and local government. The serious implementation of Conclusion 195-KL/TW will contribute to building a streamlined, effective and efficient state apparatus; strengthening discipline and administrative discipline; improving the quality of cadres, civil servants and public employees; meeting the requirements of national development in the new period - fast and sustainable development, taking the people as the center of service.
Each cadre and party member needs to uphold the spirit of responsibility, initiative and creativity in work; take the lead in implementing the Party's policies; and contribute to building a truly clean, strong, effective and efficient political system in accordance with the spirit of Conclusion No. 195-KL/TW.
