Raising awareness
Together with the whole country, Binh Duong province launched the Month of Action on Occupational Safety and Hygiene (OSH), Workers' Month 2025 from May 1 to May 31. The response activities aim to raise awareness and compliance with the law on OSH, fire prevention and fighting (PCCN) at the workplace; approach social responsibility for OSH for consumers and in the supply chain of products, goods and services.
Mr. Pham Van Tuyen, Deputy Director of the Department of Home Affairs, said that in recent years, the organization of the annual Action Month on Occupational Safety and Health has created a change in the awareness and responsibility of employers and employees regarding occupational safety and health and fire prevention. “However, through the synthesis report and analysis of fatal occupational accidents in recent years, it shows that one of the common causes of occupational accidents is that employers do not organize occupational safety and health training for employees according to regulations, and do not check, supervise, or remind employees during work. Many employees are still subjective and do not comply with safe working procedures and measures,” said Mr. Tuyen.
According to the Provincial Steering Committee for the Month of Action on Occupational Safety and Health, in 2024, the province had 628 occupational accidents, killing and injuring 628 people (an increase of 83 cases compared to the same period in 2023). Of these, there were 34 serious cases, killing 34 people (an increase of 13 cases compared to the same period); 73 cases had a disability rate of 1% to 4%; 435 cases had a disability rate of 5% to 30%; 86 cases had a disability rate of 31% to 97%.
In the first 4 months of 2025 alone, there were 3 serious occupational accidents in the province, killing 5 people. This shows that occupational accidents are always latent, requiring employers to improve the quality of occupational safety and health training. Focus on practical training and safe working skills for employees.
According to Mr. Pham Van Tuyen, to minimize occupational accidents, what needs to be done is that manufacturing enterprises, agencies, units, especially contractors in the construction sector, must review and develop occupational safety and health and fire prevention procedures and measures. Equipping workers with knowledge about occupational safety and health, management staff, and strictly checking the components participating in production labor and machinery during operation at the workplace must be seriously implemented. Along with that, applying information technology in controlling dangerous and harmful factors at the workplace; preventing occupational accidents and occupational diseases. Continuing to implement health care activities, improving working conditions, and reducing stress at the workplace.
The Department of Home Affairs has just organized a training course for hundreds of workers, representatives of businesses and units in the area on occupational safety and health, fire prevention and fighting. Mr. Pham Van Tuyen, Deputy Director of the Department of Home Affairs, said that the province currently has more than 1.2 million workers. The Department is actively implementing propaganda activities to raise awareness among businesses and workers about implementing occupational safety and health standards. The Department also pays special attention to ensuring occupational safety for informal and freelance workers. |
Strengthen inspection and supervision
During the Action Month on Occupational Safety and Health, the Department of Home Affairs continues to coordinate with departments, branches, enterprises and localities to continue to carry out many meaningful activities to reduce occupational accidents; visit and give gifts to cases of occupational accidents; inspect businesses, boarding houses, and factories that lack fire safety. In particular, the work of inspecting and examining fire safety, businesses that have not done well in occupational safety and health, and construction works is focused on.
The provincial police have launched a campaign to guide and inspect fire prevention and fighting; resolutely punish and suspend establishments and businesses that lack fire prevention and fighting safety. The provincial Labor Federation has directed trade unions at all levels to self-inspect and supervise the implementation of occupational safety and health at establishments, and coordinate with employers to conduct periodic inspections of machinery, equipment, and fire prevention and fighting equipment at the workplace.
As part of activities to raise awareness of fire prevention and fighting, the Department of Home Affairs has just organized a 4-day training course on fire prevention and fighting for nearly 300 subjects, including heads of units, production and business establishments, departments, branches; heads of production, business and technical departments; workshop managers and deputies of heads assigned to be in charge of fire prevention and fighting. The training content is about the system of policies and laws on fire prevention and fighting; organization, management and implementation of fire prevention and fighting regulations at the establishment; assignment of responsibilities and authority on fire prevention and fighting, etc.
For businesses at high risk of occupational safety and health loss, the Department of Home Affairs requires the establishment of a system to evaluate equipment according to standards, identify and evaluate risk factors for prevention.
For the informal labor group, currently concentrated in the construction industry, the Department of Home Affairs will continue to strengthen propaganda work so that workers can fully understand labor safety regulations, thereby limiting labor accidents.
According to the Provincial Steering Committee for the Month of Action on Occupational Safety and Health, each year, despite the synchronous implementation of solutions to reduce occupational accidents, the number of occupational accidents as well as the number of deaths due to occupational accidents still increases. Therefore, it requires the joint efforts and contributions of the whole community. In addition to the efforts of functional sectors and enterprises, each employee needs to raise awareness of self-protection, avoid subjectivity to minimize the occurrence of tragic accidents.
During the Month of Action on Occupational Safety and Health (from May 1 to May 31), the Provincial Steering Committee requests all levels, sectors, socio- political organizations, enterprises, production and business establishments, laborers and people to proactively and actively organize activities in response with the highest sense of responsibility. Enterprises, production and business establishments, agencies, units, especially contractors in the construction sector, actively and proactively organize and launch activities in response to the Month of Action on Occupational Safety and Health at their units and establishments. For the People's Committees of communes, wards and towns, focus on disseminating contents on occupational safety and hygiene, fire prevention and fighting to production and business establishments and households, laborers in the agricultural sector, and laborers working without labor contracts in the management area. |
