Along with other credit institutions in the system, the Vietnam Bank for Agriculture and Rural Development ( Agribank ) has been aggressively promoting the application of population data according to Project 06. Accordingly, the bank has invested in building and developing information technology infrastructure and operational platforms, increasing digital products and services, creating convenience in payments, saving costs, and meeting the needs of people and businesses.

Agribank is stepping up the application of population data according to Project 06.

The project for developing applications of population data, identification, and electronic authentication to serve the national digital transformation in the period 2022-2025, with a vision to 2030 (Project 06) allows units in the banking sector to access the national population database, utilize information from chip-embedded identity cards, and use electronic identification accounts (VNeID) provided by the Ministry of Public Security . This plays a crucial role in enabling the banking sector to apply and deploy digital services online, accurately verify customers, and prevent crime. Cleaning up information for nearly six million customers: In the past period, Agribank, together with the entire banking sector, has focused on implementing Plan 01 between the banking sector and the Ministry of Public Security in the implementation of the Government's Project 06. This is also one of the key tasks in Agribank's digital transformation plan, which the Board of Members, the Executive Board, and all levels of leadership have decisively directed and focused resources on implementing. To date, Agribank has completed the construction of a system for managing customer information authentication and cleaning, allowing for the synchronization, management, and exploitation of cleaned customer data from various channels, providing strong support in the process of connecting with the National Population Database and updating biometric data. As of December 20, 2024, Agribank has cleaned the information of nearly 6 million customers. In addition, Agribank is also continuously promoting and focusing resources on researching and implementing solutions to promote digital transformation, building and developing a digital product and service ecosystem. Specifically, Agribank is accelerating the application of digital technology to all product and service groups such as capital mobilization; domestic payments; cards; International payments; foreign exchange trading; remittances; electronic banking; treasury and money management; agency services; linked products and services, insurance… In particular, for digital platforms for individual customers, Agribank has implemented upgrades and developed new utility functions (with nearly 90 utility services) such as updating customer data from chip-embedded identity cards, verifying customers according to transaction limits in accordance with Decision No. 2345/QD-NHNN,… providing efficient and high-quality digital services to more than 12 million customers at Agribank. According to Agribank General Director Pham Toan Vuong, Agribank currently provides more than 200 banking products and services to 16 million customers using account payment services and nearly 4 million loan customers, through a network of more than 2,300 branches and transaction offices in 63 provinces and cities. With individual customers accounting for 70% of its total customer base, Agribank is currently the largest retail bank in the Vietnamese banking system. To further promote the application of citizen data in banking operations, Agribank and the Research and Application Center for Citizen Data and Identity Cards (RAR) - Ministry of Public Security recently signed an agreement to deploy electronic authentication services via VN eID on the Agribank Plus application. “The deployment of electronic authentication via VN eID on the Agribank Plus application will optimize the customer experience, especially during this period when Agribank is accelerating its digital transformation strategy,” Mr. Pham Toan Vuong emphasized. According to Pham Anh Tuan, Director of the Payment Department (State Bank of Vietnam), the State Bank of Vietnam has been decisively and resolutely directing and closely adhering to the overall tasks of Project 06 and Plan 01 between the Ministry of Public Security and the State Bank of Vietnam. Decision No. 2345/QD-NHNN on implementing safety and security solutions in online payments and bank card payments has been issued; this includes the use of VNeID as one of the biometric customer identification channels for online payment transactions. With the continuous efforts of the units, as of December 20, 2024, the entire industry has had over 84.5 million customers registered to use online accounts, of which 61.5 million have undergone biometric authentication. According to Mr. Tuan, Agribank is one of the banks proactively building new payment channels for individual customers, ensuring smooth and stable payments. The bank's signing of the agreement to collect and verify biometric data via VNeID also demonstrates the positive implementation of Plan 01 between the banking sector and the Ministry of Public Security in carrying out the Government's Project 06. To date, along with Agribank, many other banks have also implemented electronic identification via VNeID, such as Vietcombank, MB, BIDV , Techcombank, etc., allowing users to verify biometric data instead of going directly to the transaction counter. In the future, the representative of the State Bank of Vietnam also expects the banking sector to have more units sign agreements with the RAR Center to implement this content, contributing to improving customer experience and preventing risks, ensuring security and safety for customers; clearly defining the "customer-centric" approach of the banking sector. Thus, the deployment of electronic authentication services via the VNeID platform is not merely a technological solution for electronic authentication and identification, but also opens up significant opportunities for exploiting and creating added value from data, laying the foundation for the deep and sustainable development of the banking industry in the digital age. More than simply collecting information, Major General Nguyen Ngoc Cuong - Director of Department C06 (Ministry of Public Security) affirmed that the VNeID system facilitates data processing, analysis, and transformation into knowledge. This not only helps banks better understand customer needs and behavior, but also supports the design of personalized financial products, optimizes customer service, and develops flexible business strategies. The deployment of electronic authentication services via VNeID not only helps people conduct banking transactions more easily but also ensures information security and minimizes the risk of online fraud.
