Speed up site clearance for the High-speed Railway Project through Da Nang city

More than 19,500 billion VND invested in projects passing through Da Nang

Director of the Department of Construction Nguyen Ha Nam said that the North-South high-speed railway project passing through Da Nang city has a length of about 116.42km (from Km683+680 to Km800+100), passing through 24 communes and wards including: Hai Van, Lien Chieu, Hoa Khanh, Cam Le, Ba Na, Hoa Vang, Hoa Tien, Dien Ban Bac, Dien Ban Tay, Go Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Tam Anh, Nui Thanh and Tam My.

Implementing the direction of the Prime Minister , on August 19, 2025, the city started the Dien Ban Bac Resettlement Area Project to serve the High-speed Railway Project.

The City People's Committee has established two working groups for site clearance and is considering approving two component projects for compensation, support and resettlement, which are expected to reclaim 866.26 hectares; the total resettlement demand is about 5,100 lots, building 34 resettlement areas, 13 cemeteries with a total investment of about 19,571.514 billion VND.

The City People's Committee reported to the City People's Council to agree on the allocation of medium-term capital for the 2021-2025 period and the 2025 public investment plan according to Resolutions No. 15/NQ-HDND, 16/NQ-HDND, 17/NQ-HDND dated August 12, 2025 and proposed the Ministry of Finance and the Ministry of Construction to allocate 19,000 billion VND from the central budget, the rest from the local budget.

Regarding the route, the Department of Construction has worked with the Railway Project Management Board, the Management Board of Investment and Construction of Traffic and Agricultural Works in Da Nang and the Management Board of Investment and Construction of Traffic Works in Quang Nam, the Land Fund Development Center and the People's Committees of localities to review and propose adjustments to the route to suit the reality.

Based on the appraisal of the Department of Construction, the City People's Committee will approve the feasibility study report for further implementation, including 28 sub-projects of resettlement areas and cemeteries (including 19 resettlement sub-projects/34 resettlement areas and 9 cemetery sub-projects/13 cemeteries).

The city continues to coordinate with the Ministry of Construction and the Railway Project Management Board to study and adjust the route according to the proposals of localities to facilitate implementation; promptly allocate capital to proactively clear the site.

Because the site clearance work is based on preliminary design documents, it is still inaccurate, causing problems in measurement and counting.

The preliminary design route is currently entangled with a number of infrastructure and relics such as: The cemetery for officials and people of Tam Ky city (old); Nong Bo People's Cemetery and 2 provincial historical relics (Ngoc Dung Princess's tomb, Nguyen Duc Huy's tomb); Phuoc Thien Pagoda and the monument stele near the pagoda; Hoa Nhon resettlement area and the intersection of National Highway 14B - Da Nang - Quang Ngai expressway.

Therefore, the city proposed that the Ministry of Construction direct the Project Management Board to soon select consultants, prepare a feasibility study report and agree on the route direction...

At the meeting, leaders of the City Party Committee, the Vietnam Fatherland Front Committee of the city, departments, branches and localities pointed out current problems and difficulties and proposed solutions and recommendations to speed up the project implementation progress in accordance with the Central's direction in the coming time.

Assigning tasks according to "6 clear"

Concluding the meeting, Secretary of the City Party Committee Le Ngoc Quang acknowledged and highly appreciated the efforts and drastic participation of agencies, units and localities in implementing the procedures and processes in site clearance for the North-South High-Speed Railway Project, section passing through the city.

The City Party Secretary requested agencies, units and localities to continue to seriously implement site clearance work with the spirit of "clear thinking, high determination, great efforts, drastic and effective actions, completing each task and completing each task", and reporting any problems to the competent authority immediately.

At the same time, assign tasks according to "6 clear": clear people, clear work, clear time, clear responsibility, clear product, clear authority, to "3 easy": easy to check, easy to urge, easy to evaluate.

The City Party Committee directed agencies, localities and units to continue to effectively implement the contents and tasks according to the plan of the Steering Committee for Site Clearance; urgently work with the Ministry of Construction and the Railway Project Management Board to unify the route through the city; hand over actual landmarks to carry out the next procedures.

At the same time, urgently work with the Ministry of Finance to get opinions related to the arrangement of central budget capital to implement component projects to serve the site clearance work of the project.

The Department of Agriculture and Environment urgently reviews and proposes common construction material mines that can be exploited immediately to serve resettlement projects and the North-South High-Speed Railway Project according to specific mechanisms and policies, and studies the application of mechanisms and policies in resolutions of the National Assembly to shorten the sequence and time for implementing related procedures for the project.

Along with that, review and arrange human resources for relevant agencies, localities and units and organize training, ensuring effective implementation of compensation and resettlement support for the project to complete site clearance in 2026.

The Party Standing Committees of communes and wards where the project passes through shall continue to lead, direct, and promote the role of the head in implementing compensation, resettlement support, and site clearance work to ensure efficiency and quality; proactively handle difficulties and problems within their authority; promptly report to the city to handle arising issues beyond their authority.

Information, propaganda and mobilization work to help people grasp, clearly perceive and correctly understand the meaning and importance of the project needs to continue to be focused on, especially households subject to clearance and relocation, thereby creating consensus in the process of project implementation.
