Workers are paving the sidewalk on Pham Van Dong Street.

The project to improve the sidewalks, water supply and drainage system on Pham Van Dong Street has a total investment of 152 billion VND from Japanese ODA capital. In July 2023, the project was implemented and is expected to be basically completed by June 30, 2024. However, the project progress did not meet the set plan due to difficulties in funding.

This is a project that many people are looking forward to, because the expansion of Pham Van Dong Street not only solves the urgent need for traffic, but this is also one of the widest roads in the center of Thuan Hoa district and creates a highlight for Hue city.

However, after 1 year of implementation, the project stopped construction for quite a long time, causing people to wonder, when the construction site was quite messy, with rocks, drainage pipes, electric cables, and telecommunications lying on both sides of the road, blocking the front of people's houses, hindering their daily life, travel, and business. Every time it rains, both sides of the road become muddy with mud, and when it is sunny, the dust is thick, making it difficult for vehicles to pass through here.

Mr. Nguyen Thanh Tuan Anh, Director of the Hue City Water Environment Improvement Project Management Board - the project investor, said that due to the lack of ODA loans, the investor had to proactively suspend construction to request adjustments to the investment policy and arrange capital from the city's budget.

The project was suspended to avoid overdue construction debt, forcing the project to slow down; at the same time, local capital was used instead of ODA to implement the remaining items. After the city allocated enough capital, the project to renovate the sidewalks, water supply and drainage system on Pham Van Dong Street was resumed.

These days, the construction unit has mobilized workers and machinery to continue construction of the remaining items. According to our observations, Pham Van Dong Street has basically been paved with asphalt. Contractors are speeding up the progress to add a finishing layer of asphalt, pave the sidewalks and install lighting...

Ms. Nguyen Thi Van, who lives along Pham Van Dong Street, shared: “This is an important road, opening up many opportunities for local development and people also benefit from this project. Therefore, everyone is looking forward to the project to renovate and expand Pham Van Dong Street to be completed soon. Now, seeing that the road has been re-constructed, people are looking forward to the road being completed soon.”

Pham Van Dong Street is located at the eastern gateway of Hue City with a length of more than 2.6km. This is the main road connecting the center of Hue City with National Highway 49 towards Thuan An beach. According to the design, the project to upgrade and expand Pham Van Dong Street is 36m wide; of which, the 26m wide road surface is invested with high-grade asphalt concrete and cement concrete curbs. The design load of the road surface meets the standards suitable for 4 lanes of motor vehicles and 2 lanes of rudimentary vehicles.

“The project has now reached about 90% of the total construction value. With the current progress, the renovation and expansion of Pham Van Dong Street will be completed and put into use before August 30, 2025,” Mr. Nguyen Thanh Tuan Anh affirmed.
