Speeding up the progress of the Lao Cai - Hanoi

Accordingly, to ensure the goal of starting and completing the Project on schedule in 2025, the Prime Minister requested the Minister of Construction to proactively work with localities to hand over the coordinates of the centerline and site clearance boundaries as a basis for localities to carry out compensation, support, resettlement, survey and design to prepare the Project Feasibility Study Report, to be completed in June 2025.

The Minister of Construction directed the Project Management Boards and consulting units to increase human resources, organize parallel implementation, and at the same time prepare, appraise, and approve the Feasibility Study Report, construction design after basic design, bidding documents, request documents and other procedures of the Project (resolutely not letting the latter wait for the former), with the spirit of "working during the day, taking advantage of working at night", working "through holidays, through Tet, through days off", completing the procedures, and starting the project on December 19, 2025. If necessary, mobilize human resources from the Hanoi Urban Railway Project Management Board to strengthen and support in the implementation process.

Urgently complete the dossier of the National Assembly Resolution Submission on specific mechanisms and policies, especially investment in developing the railway system at the 9th session of the 15th National Assembly; report to the Government before May 5, 2025 according to the direction of the Prime Minister in Document No. 499/TTg-QHDP dated April 29, 2025.

Speeding up the progress of the Lao Cai - Hanoi - Hai Phong railway project

The Prime Minister requested the Chairmen of the People's Committees of the provinces and cities of Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong to urgently establish a Steering Committee for site clearance of the Project in the locality, headed by the Secretary of the Provincial and Municipal Party Committees, to be completed before May 5, 2025, to focus on directing and mobilizing the entire political system at all levels to organize and implement site clearance work for the project.

At the same time, direct local levels, sectors and agencies to closely coordinate with the agencies of the Ministry of Construction and the Railway Project Management Board to receive documents (coordinates of the center line, site clearance boundary); immediately organize the implementation of compensation, support and resettlement work of the project in parallel with the process of the Ministry of Construction preparing the Project Feasibility Study Report, to be completed in August 2025 to hand over the site, serving the project construction.

Clearly identify the task of implementing the project's site clearance as an important political task in the direction and operation; unite, "only discuss, do not discuss back", with the highest determination, proactive, creative, dare to think, dare to do; mobilize the participation of the entire political system, propagate and mobilize people to speed up the progress of site clearance and relocation of technical infrastructure, focusing on investing in the construction of resettlement areas, ensuring that people have new housing that is at least equal to or better than their old housing; do a good job of propaganda, mobilization, support, and create more jobs and livelihoods for local people. If necessary, there should be temporary housing solutions to stabilize people's lives and ensure project progress.

The Prime Minister requested the Minister of Agriculture and Environment to closely coordinate with the Ministry of Construction and localities to speed up procedures related to the conversion of forest, forest land and rice land use purposes; proactively guide localities to organize the implementation of compensation, support and resettlement of the Project, promptly remove obstacles according to assigned functions and tasks.

The Minister of Finance directed to urgently review the central and local regular expenditure savings in 2025 to prioritize project implementation; report to the Prime Minister in May 2025.
