Focus on site clearance work

Mr. Nguyen Chi Cuong, Director of the Hanoi Traffic Construction Investment Project Management Board, said that basically, the site clearance work is being carried out closely following the schedule. Up to now, 3 provinces and cities (Hanoi, Bac Ninh, Hung Yen) have reclaimed 1,194.71/1,382.38 hectares (86.42%), and relocated 7,000/16,929 graves (41.35%). However, currently, localities have only completed site clearance mainly in the area of ​​agricultural land. For residential land, religious land, household land, organizations... it has not been completed for handover; the construction of resettlement areas is still slow. In the area of ​​3 provinces and cities, there are still 9,929 graves that have not been relocated.

Up to now, Hanoi has disbursed 5,148.604/6,754.84 billion VND of the assigned capital plan, reaching 76.22%; Hung Yen province has paid compensation and support to people of 742.98 billion VND, reaching 40%; Bac Ninh province has compensated and supported site clearance of 988.19/1,370 billion VND, reaching 72.13%. Regarding progress, localities will focus on site clearance for the remaining areas, striving to hand over 100% of the site before December 31, 2023. Hanoi will also speed up the investment progress in the construction of resettlement areas, striving to complete it in November 2023.

Another difficulty in the project implementation is that the actual price of construction materials is higher than the approved price, causing difficulties for contractors. Vice Chairman of Hanoi People's Committee Nguyen Trong Dong proposed that competent authorities issue prices close to the market; at the same time, there should be a specific mechanism for designating the exploitation of proposed mines and strictly implementing the exploitation and use of material mines to serve only the Ring Road 4 project.

Promoting comprehensive economic development of the capital

Comrade Dinh Tien Dung, Politburo member, Secretary of the Hanoi Party Committee, emphasized that the investment project to build the 4th Ring Road - Capital Region is a national key project, passing through 3 localities, divided into 3 sub-projects, but they are also the largest projects of the localities. In the coming time, Comrade Dinh Tien Dung requested that Hung Yen and Bac Ninh provinces coordinate with the Ministry of Construction to appraise the design documents and cost estimates to build component projects 2.2 and 2.3 to select contractors, starting construction at the end of September 2023.

Regarding the investment in the construction of resettlement areas, Hanoi currently has 14 resettlement areas invested in and built to serve the land acquisition for project implementation. Currently, 2 areas (1 area in Soc Son district and 1 area in Thuong Tin district) have completed the investment in technical infrastructure construction and 12 areas are implementing related procedures. Regarding the assurance of the legal and legitimate rights and interests of people in the land acquisition process, during the implementation process, Hanoi City has carefully reviewed the origin of the land, counted assets on the land, especially with land plots that are not yet strict in terms of records, procedures, legality, and legal entities; land plots with many households living; ancestral graves, ownerless graves, unexcavated graves, etc.

Secretary of the Hanoi Party Committee Dinh Tien Dung noted that the work of clearing land for resettlement areas and arranging residential land for people needs to invest synchronously in infrastructure to facilitate people with the spirit of the new place being equal to or better than the old place. At the same time, focus on completing the work of moving graves by the end of the year; solving technical infrastructure works in the area, striving to complete 100% of the site clearance by the end of December 2023 according to the Government's Resolution.

Comrade Dinh Tien Dung also suggested reviewing the material mines and clearly defining the perception of construction materials provided for the Ring Road 4 project. In addition, it is necessary to strengthen regular and continuous inspection and control to avoid loss and waste, and to prevent negativity. "It is recommended that localities focus highly on completing the Ring Road 4 project - Capital region; coordinate better, and jointly remove difficulties and obstacles to speed up the project's progress", Secretary of the Hanoi Party Committee Dinh Tien Dung emphasized.

Hanoi has currently planned 7 belt roads, including 5 main belt roads and 2 supporting belt roads. Therefore, according to experts, accelerating the implementation of the 4th belt road project - Capital region for early operation will create sustainable development in the capital's transport infrastructure system. Thereby creating an important premise for promoting comprehensive and sustainable development of the capital's socio-economy as well as enhancing connectivity and spreading between neighboring localities .
