
Important driving force of the economy
According to the report of the Department of Finance, in the period of 2018 - 2024, Hai Duong had 11,731 registered private enterprises, an average increase of 4.07%/year, labor productivity in the private economic sector increased by 6.5%/year.
The number of businesses established in Hai Duong has increased sharply over the years and by early 2025, Hai Duong had more than 21,000 businesses with a total registered capital of over VND 240,000 billion. In 2025, the province aims to increase the number of businesses established by 10% compared to 2024 (2,200 businesses).
The private sector is also the sector with the largest contribution to the economy. In 2024, the private sector contributed 72.5% to the economic scale (GRDP) and 17.97% of the total budget revenue of the province. At the same time, it made an important contribution to the process of job creation, promoting economic restructuring, especially in rural areas and difficult areas.
Hai Duong's business community has gradually matured in all aspects, initially forming a new generation of entrepreneurs who are dynamic, creative, decisive, fully equipped with knowledge, and capable of rising up to the challenges of international economic integration. In difficult times, natural disasters, and epidemics, businesses and entrepreneurs still strive to maintain production and business activities, demonstrating social responsibility to the community.
Hai Duong has achieved some positive results in developing the private economy. The private economy has continuously developed, asserting its position as an important driving force of the economy, an effective channel for mobilizing social resources for development investment, contributing significantly to promoting economic growth, increasing state budget revenue, creating jobs, improving people's lives, ensuring social security, and promoting international integration. However, private enterprises still face barriers in the process of operation, making their development not really worthy.

Development is not as expected
Hai Duong’s private enterprises have not developed commensurate with their potential in terms of quantity, scale and operational efficiency. Private enterprises are mainly small and medium-sized enterprises. The backwardness in technology, low and uneven quality of human resources, and limited management capacity in private enterprises remain major challenges. State management of the private economic sector is still limited, loose, and ineffective.
Many private enterprises still have difficulty accessing resources, especially in terms of finance, credit, land, and high-quality human resources. This makes it difficult for enterprises to invest in research, innovation, and application of new technologies. Support policies for these activities are still limited, not strongly encouraging enterprises to invest in technological innovation.
There are many reasons for the above-mentioned barriers. The system of policies and legal regulations creating a legal corridor for the private economy is still inadequate, not synchronized, and there are many obstacles in the implementation process. The province's resources for implementing policies to support businesses and business households are still limited. Research, consulting on the development and implementation of mechanisms and policies to support businesses are still slow, scattered, and even overlapping in terms of beneficiaries and support content. The reform of administrative procedures and the removal of difficulties for businesses have not created clear changes.

During his time working in Korea, Mr. Le Van Hoan in Hai Duong City came up with the idea of building a Vietnamese fast food brand. Dare to think, dare to do, in 2017, Mr. Hoan returned to Vietnam to start a business, taking over his younger brother's fried chicken shop. After that, Mr. Hoan converted from a household business to establish Thinh Vuong 3H Vietnam Joint Stock Company in Hai Tan Ward (Hai Duong City). Currently, Mr. Hoan's business has 3 restaurants in Hai Duong with a total of about 60 - 70 employees. The company's products are foods and ready-to-eat processed foods such as fried chicken, pizza...
Mr. Hoan said: “One of the key factors in the operation and development of a business is capital. However, most banks and credit institutions require businesses to have collateral when borrowing capital. Our business is small in scale and does not own assets large enough to mortgage, so we also face many difficulties in accessing loans.”
According to Ms. Bui Thi Khanh, Director of Khanh Tho Production, Trade and Service Company Limited (Hai Duong City), the enterprise is focusing on producing 12 main vermicelli and rice paper products, of which 10 products have achieved 4-star OCOP, and the consumption market has been expanded to more than 30 provinces and cities nationwide. In addition, the enterprise has also expanded exports to the Czech Republic, Laos, the United States, etc. Since its establishment in 2016, Ms. Khanh's enterprise has encountered many difficulties, from limited capital to having to find partners and expand the product consumption market. In addition, the inspection and examination activities of state management agencies with many contents, sometimes overlapping, have created additional pressure for the enterprise.
Chairman of the Hai Duong Province Young Entrepreneurs Association Le Van Viet said that the private economy is a great driving force and a resource for the locality. From the perspective of businesses, Mr. Viet said that recognizing and correctly assessing the role of private enterprises will create conditions and motivation for the private economic sector to develop. Hai Duong needs to have specific mechanisms and policies to concretize Resolution 68 on private economic development to suit the local situation. At the same time, it is necessary to change and shift the mindset from "support" to supporting businesses with specific actions. This must be done with fundamental solutions, commitments with specific numbers, for example, what content will be supported for businesses, making commitments on time and progress of land handover, etc. Identify and select the "leading" businesses of the province to be able to lead and support other businesses to develop together.
In the coming time, the implementation of Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development is expected to create strong momentum, opening up many opportunities for the private economic sector in general and private enterprises in particular to develop rapidly.
