The project will contribute to the construction and development of Thua Thien Hue province (now Hue city) until 2030, with a vision to 2045.

Accordingly, the Urban Area in Duong No Ward, Phu Thuong Ward, Thuan Hoa District and Phu My Commune, Phu Vang District with a total investment of nearly 20,000 billion VND, is implemented in Area C - An Van Duong New Urban Area with a land use area of ​​over 150 hectares, the project's operation period is 50 years from the date of the decision on land allocation and land lease.

The project will contribute to the construction and development of Thua Thien Hue province (now Hue city) until 2030, with a vision to 2045. Specify and gradually complete the general planning project of An Van Duong New Urban Area in general, and the zoning plan of Area C in particular. Complete the orientations for spatial development and technical infrastructure in accordance with the project to adjust the General Planning of Hue City until 2030 and vision to 2050.

At the same time, creating a driving force for socio-economic development for the city in general, Thuan Hoa district and Phu Vang district in particular; creating jobs for workers during the implementation and completion of the project. Forming an urban area with full cultural, educational, medical and modern service institutions with synchronous and complete investment in technical infrastructure.

When completed, the project will form an urban area of ​​nearly 10,000 people, creating about 2,700 houses (including low-rise houses, houses and services, social housing apartments), 3 high-rise service areas, 2 low-rise service areas, and accompanying public service works.

In the submission, the Department of Construction also requested that the winning investor implementing the project must reserve at least 20% of the land fund in the project for social housing according to the provisions of law.
