Proposal to discipline former Minister of Transport Nguyen Van The

According to the Press Release of the 50th Session of the Central Inspection Commission (CIC): From November 11 to 13, In Hanoi, the Central Inspection Commission held its 50th meeting. Mr. Tran Cam Tu, Politburo member, Standing member of the Secretariat, Chairman of the Central Inspection Commission chaired the meeting. At this meeting, the Central Inspection Commission reviewed and concluded a number of contents.

Implementing the direction of the Central Steering Committee on preventing and combating corruption, waste and negativity; after reviewing the inspection results when there are signs of violations and the review results, proposing disciplinary action against the Party Executive Committee of the Ministry of Transport , the Central Inspection Committee found that:

The Party Executive Committee of the Ministry of Transport for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership and direction, allowing the Ministry of Transport and many organizations and individuals to violate Party regulations and State laws in organizing the implementation of bidding packages and projects implemented by Thuan An Group Joint Stock Company; a number of cadres and Party members, including key cadres of the Ministry, violated Party regulations and State laws on preventing and combating corruption, waste, and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example.

The above violations have caused serious consequences, risking huge losses of State money and assets, causing bad public opinion, reducing the reputation of Party organizations and State management agencies, to the point of requiring disciplinary action.

Personal responsibility for the above violations and shortcomings belongs to the following individuals: Nguyen Van The , member of the Party Central Committee, Secretary of the Party Committee of the Central Agencies, former Secretary of the Party Committee, Minister of Transport; Le Dinh Tho , former member of the Party Committee, Deputy Minister of Transport and a number of other Party organizations and Party members.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides to take disciplinary action:

Expelled from the Party For individuals: Nguyen Quang Huy , Party Secretary, Director of Project Management Board 4; Vu Hai Tung, Party Secretary, Head of the Department of Road Construction Investment Management.

Remove from all positions in the Party the following individuals: Nguyen Thanh Van , Deputy Director of the Department of Construction Investment Management, former Party Secretary, Director of Project Management Board 85; Phan Duy Khanh , Member of the Party Executive Committee of Project Management Board 85, Party Cell Secretary, Head of Planning and Synthesis Department; Vuong Dinh Kieu , Deputy Head of Technical - Appraisal Department, Project Management Board 6, former Party Cell Secretary, Head of Planning and Technical Department, Project Management Board 4.

Warning Party Committees: Vietnam Road Administration, Project Management Board 4, Project Management Board 85 for the 2020-2025 term; Party Committee of Ho Chi Minh Road Project Management Board for the 2015-2020 term; Party Committee of Road Construction Investment Management Sub-Department for the 2022-2025 term and individuals: Lam Van Hoang, Party Committee Secretary, Director of Vietnam Expressway Administration; Nguyen Xuan Anh, Member of the Party Committee Executive Committee of the Department, Deputy Director of Vietnam Road Administration; Nguyen Thanh Hoai, Party Committee Secretary, Director of Project Management Board 85.

Reprimand: Standing Committee of the Party Committee of the Ministry of Transport for the 2020-2025 term; Party Committees: Department of Construction Investment Management, Ministry Inspectorate for the 2020-2025 term and individuals: Le Dinh Tho , former member of the Party Committee, Deputy Minister; Le Quyet Tien , Party Committee Secretary, Director of the Department of Construction Investment Management; Bui Quang Thai , Party Committee Secretary, Director of the Vietnam Road Administration; Nguyen Xuan Cuong, Party Cell Secretary, Director of the Transport Department.

The Central Inspection Commission has decided to discipline 14 other party members involved.

The Central Inspection Commission proposed that competent authorities consider and discipline the Party Executive Committee of the Ministry of Transport for the 2021-2026 term and Mr. Nguyen Van The.

Central Inspection Committee requests The Party Executive Committee of the Ministry of Transport leads and directs the timely correction of violations and shortcomings pointed out; coordinates in directing the review, consideration, and handling of responsibilities of party organizations and party members with violations according to its authority.
