This morning (June 16), Deputy Prime Minister Nguyen Chi Dung chaired a meeting on the Project to summarize the implementation of Resolution No. 5 of the 12th Central Committee on State-owned enterprises (Resolution No. 12-NQ/TW).
Previously, on June 5, the Prime Minister directed the Ministry of Finance to preside over and coordinate the completion of the Project, research, and propose the issuance of a Resolution of the Politburo on developing, promoting, and leveraging resources so that State-owned enterprises can become an important material force to fulfill the leading role of the State economy.
The Prime Minister also assigned Deputy Prime Minister Nguyen Chi Dung to direct the development, seek opinions from competent authorities, and complete the submission to the Politburo for this Project.
On June 11, Deputy Prime Minister Nguyen Chi Dung asked ministries, sectors, localities and enterprises to give their opinions on the dossier submitted by the Ministry of Finance. The dossier includes the draft Proposal of the Government Party Committee, the draft Resolution of the Politburo and the Summary Report on the implementation of Resolution No. 12.
During the meeting, many leaders of state-owned enterprises contributed their opinions on the Ministry of Finance's submission; reported on the current state of business operations; made recommendations and proposals to "untie" a number of issues related to institutions, equitization, divestment, infrastructure investment, human resource management, etc.
Sharing the difficulties of State-owned enterprises, representatives of State management agencies answered some concerns from enterprises and said that it is necessary to review and carefully evaluate the problems to come up with effective and practical solutions and innovative and breakthrough management methods.

Deputy Prime Minister Nguyen Chi Dung directed the Ministry of Finance to fully absorb the valid opinions of the agencies attending the meeting and promptly complete the Submission to the Politburo for comments on the development of a Resolution on state-owned enterprises based on the summary of Resolution 12.
The Government leaders directed the review and systematization of the Party and State's policies to clarify the role, position and mission of State-owned enterprises at present and in the coming period, in the context of Resolution 68.
The Deputy Prime Minister also requested a review of the system of legal documents on the development of State-owned enterprises; updating and studying foreign experiences, closely following international regulations to build a transparent State-owned enterprise governance model, in line with international practices and standards.
The Deputy Prime Minister emphasized that State-owned enterprises need to lead in technology, contributing to breakthroughs in national competitiveness.
Regarding divestment, the Deputy Prime Minister noted that the ideology, thinking and approach must be more strongly innovated; the areas that need to be focused on investment, divestment and development must be identified. The strategic areas and important infrastructure in the country must be held. New industries, industries, technologies and strategic products must be focused on.
The Deputy Prime Minister suggested that enterprises themselves must proactively participate and be responsible. Enterprises are the subjects, so they need to proactively contribute ideas, comments, and make proposals to operate effectively, develop healthily, make worthy contributions, lead, and pioneer. State-owned enterprises must hold key fields and pioneer in new fields...
