At the draft Law on Cyber Security submitted by the Government to the National Assembly on the morning of October 31, General Luong Tam Quang, Politburo member and Minister of Public Security , said the draft has added regulations on ensuring data security; on the responsibility of identifying IP addresses and providing them to specialized forces for protecting cyber security.

According to the draft law, enterprises providing services on cyberspace are responsible for identifying the Internet addresses (IP addresses) of organizations and individuals using Internet services, and providing them to specialized forces in charge of protecting network security for management to serve the work of ensuring network security.
The draft law also stipulates the responsibilities of agencies, organizations and individuals in ensuring network security. For the Ministry of Public Security, it is necessary to ensure information security in cyberspace, data security; build a mechanism to manage IP identification; authenticate digital account registration information; warn and share network security information and network security threats.
In the review report, Chairman of the National Assembly 's Committee on National Defense, Security and Foreign Affairs Le Tan Toi said that the review agency requested the drafting committee to review to avoid duplication with regulations on data security, information security, standards and related technical regulations that have been stipulated in the Data Law, the Law on Personal Data Protection, the Telecommunications Law and other laws on information technology.
Regarding the business of cybersecurity products and services, the inspection agency proposed to carefully review specific content to switch from "pre-inspection" to "post-inspection" on the basis of meeting cybersecurity standards and regulations (except for special cases) to minimize legal compliance costs, increase flexibility and be consistent with Resolution No. 66-NQ/TW of the Politburo .
The Committee on National Defense, Security and Foreign Affairs proposed not to stipulate in the law the content of state management of cybersecurity and the specific responsibilities of ministries and branches, but should only build into a general provision on state management responsibilities to conform with the general structure of the law according to the provisions of the Law on Promulgation of Legal Documents.
 An IP address (Internet Protocol Address) is a series of numbers or characters assigned to each device when connected to the internet. This address allows devices to connect to each other and transmit information accurately and efficiently. The IP address provides identity to devices connected to the network. From there, the devices can distinguish, recognize each other and transmit information to each other.
