Specifically, the school transfer application process has been streamlined, including an electronic or paper application form and a summary of academic and behavioral performance.
Thus, the draft does not require students to have school transcripts, birth certificates, or other local confirmation documents as currently stipulated. Students with disabilities, however, will need to provide an additional individualized education plan.

Regarding procedures, parents and students submit applications through the Public Service Portal. If online submission is not possible, parents and students can submit in person, online through other platforms, or by mail .
After receiving the application, the principal of the receiving school will review and decide on the student's admission according to the regulations of the Director of the Department of Education and Training, regardless of whether the transfer is within or outside the province.
The processing time is no more than 5 working days for transfers within the same province/city; and no more than 8 working days for transfers to schools in different provinces/cities.
If the school does not agree to accept the application, it must state the reasons in writing and return the application in the same form it was received.
When the receiving school agrees to accept the student, the parent or student submits a transfer application to the transferring school. Within 3 working days, the principal of the transferring school is responsible for returning all the student's records.
After receiving all the necessary documents, the receiving school will organize an exchange, assessment, counseling, and class placement for the student within no more than 5 working days.
The draft also stipulates a simplification of procedures for students applying to re-enroll, for admitting Vietnamese students returning from abroad, and for foreign students studying in Vietnam. These procedures will be carried out directly between families and schools, under the unified management of the Department of Education and Training, without going through local authorities.
In the specific case of students transferring from private high schools to public high schools, the Director of the Department of Education and Training will have the authority to make specific regulations, ensuring objectivity, fairness, and transparency.
The draft does not specify a time limit for transferring schools.
Currently, the procedures for transferring schools vary between different educational levels, and between schools within the same province or city, and between schools in different provinces or cities.
For example, junior high school students transferring to a school in another province must have a letter of recommendation from the Chairman of the People's Committee of the commune of origin; high school students transferring to a school in another province must have a letter of recommendation from the Director of the Department of Education and Training of the province of origin.
Furthermore, school transfers can only be made before the start of the new school year or at the end of the first semester. Exceptions require consideration and decision from the Chairman of the People's Committee of the receiving commune (for lower secondary school) or the Director of the Department of Education and Training of the receiving locality (for upper secondary school).
