Piloting 6 unemployment insurance procedures on the National Public Service Portal

Six unemployment insurance procedures will be piloted through the National Public Service Portal to improve payment efficiency and service access for policy participants.

Vietnam Social Security has issued Official Dispatch No. 1879/BHXH-CSXH to its affiliated units and social insurance agencies of provinces and centrally run cities on the pilot implementation of receiving records and paying unemployment insurance according to 6 unemployment insurance procedures on the National Public Service Portal.

Accordingly, in order to promptly pay unemployment insurance benefits to employees when piloting public services for 6 unemployment insurance procedures on the National Public Service Portal according to the process issued with Official Dispatch No. 5274/BNV-CVL dated July 18, 2025 of the Ministry of Home Affairs on piloting public services for unemployment insurance procedures, Vietnam Social Security requests social security agencies of provinces and centrally run cities (collectively referred to as provincial social security agencies), relevant units under Vietnam Social Security to implement the following contents.

For provincial social insurance, proactively coordinate with the Department of Home Affairs, Department of Finance and Provincial/Municipal Employment Service Center to guide employees to pilot the implementation of 6 unemployment insurance procedures on the National Public Service Portal according to Official Dispatch No. 5274/BNV-CVL dated July 18, 2025 of the Ministry of Home Affairs.

In the first 6 months of 2025, 15.354 million people nationwide participated in unemployment insurance, an increase of 388.7 thousand people over the same period last year.

In case the National Public Service Portal is not able to respond to the Employment Service Center when the unemployment insurance information is invalid, it is necessary to re-check and agree with the Employment Service Center on the method of responding to invalid information outside the system.

Assign and assign specific responsibilities to relevant units and individuals in receiving documents, processing payments to employees, and sending payment information (amount, time, status, etc.) to the National Public Service Portal system in accordance with the correct procedure.

Timely reflect any problems arising during the implementation process; periodically on the 5th of each month, summarize the implementation results of the previous month and transfer them to Vietnam Social Security (through the Social Insurance Policy Implementation Board).

For units under the Vietnam Social Security, the Vietnam Social Security Office publishes administrative procedures and online public services for unemployment benefit payment on the National Public Service Portal and provides information on online public services for unemployment benefit payment on the National Public Service Portal. Specifically: Name of public service, public service code on the National Public Service Portal, field name, name of administrative procedure... for the Information Technology and Digital Transformation Center integrated on the software for Receiving and Managing Records of the Vietnam Social Security to monitor the implementation of public services according to regulations.

The Center for Information Technology and Digital Transformation upgrades the professional software of Vietnam Social Security to ensure connection, receive information, and data on settlement results of online public services on unemployment insurance on the National Public Service Portal according to Official Dispatch No. 5274/BNV-CVL dated July 18, 2025 of the Ministry of Home Affairs, to meet the payment settlement; send payment information (amount, time, status, ...) according to the process and synthesize reporting information according to the provisions of this Official Dispatch.

Units under Vietnam Social Security implement related contents according to assigned functions and tasks.

The Director of Vietnam Social Security assigned the Social Insurance Policy Implementation Board to preside over and coordinate with relevant units to grasp the implementation situation and promptly propose solutions to handle problems arising during the implementation process.

According to Vietnam Social Security, in the first 6 months of 2025, 15.354 million people nationwide participated in unemployment insurance, an increase of 388.7 thousand people over the same period last year.

The rate of beneficiaries receiving social insurance and unemployment benefits through personal accounts is increasing. In urban areas alone, more than 86% of beneficiaries currently receive social insurance and unemployment benefits through personal accounts, an increase of 6% compared to December 31, 2024. This rate has exceeded 26% of the target assigned by the Prime Minister in Decision No. 1813/QD-TTg dated October 28, 2021 on approving the Project on developing non-cash payments in Vietnam for the period 2021-2025.
